A malicious Android app usually lives in the app and user-data areas that Android can remove through package management or a reset. Firmware-level malware is different: with root-level access, it can alter system software, boot-related components, or recovery logic. Deleting the visible app or wiping personal data may leave those modified components in place.
A factory reset and a clean firmware reflash therefore solve different problems. A reset erases user data; a reflash replaces device software with an official image when the exact model, region and bootloader procedure are supported. Android Verified Boot can detect unauthorized changes within its trust chain, but it cannot make an improperly signed or compromised firmware supply chain trustworthy.

What makes firmware malware different from an ordinary malicious app?
An app is normally confined to Android’s user and application domains
Most malicious apps are installed packages with associated data. Android’s package manager, security settings and user-data wipe mechanisms can remove that package and its files. The app may still have caused harm, but its persistence is usually tied to locations that the operating system is designed to manage.

An attacker who obtains root privileges can modify components that start before, or independently of, ordinary apps. The changed code can run during boot, alter shared libraries used by many programs, or install scripts that recreate deleted files. At that point, uninstalling an app addresses only the visible symptom.

“Firmware” is a collection of partitions, not one universal file
Android devices divide software among partitions. The Android Open Source Project lists components including boot, init_boot, system_dlkm, product, generic_bootloader, vendor_boot, recovery, vbmeta and vendor. A particular phone may omit some of these, combine others or add device-specific partitions. The layout changes with Android releases and manufacturer designs.
A user-data reset is aimed at personal files and settings. It does not, by itself, demonstrate that every executable partition has been replaced with known-good bytes. That separation is the central reason firmware persistence is harder to remove.
Factory reset versus clean firmware reflash
| Remediation | What it replaces | When it fits | Main limitations and risks |
|---|---|---|---|
| Factory reset | User data, installed-app data and settings covered by the device’s reset process | Suspected ordinary app malware or a software problem confined to user space | Does not necessarily replace system, boot, recovery or other firmware partitions; a persistent rootkit can survive |
| Clean firmware reflash | Device-specific software images selected for the exact model and region; coverage depends on the vendor procedure | Credible evidence that system or boot software was modified | Can erase data, require bootloader changes, fail if the wrong image is used and potentially render the phone unusable if interrupted |
McAfee’s analysis of the NoVoice rootkit states that its recovery scripts and fallback payload remained on the system partition after a reset. In that documented case, restoring the device required a clean firmware reflash rather than another user-data wipe.

How a persistent rootkit can repair itself
The NoVoice investigation describes a chain that illustrates why repeated app removal is ineffective:
- Privilege escalation: recovered exploits targeted older kernel and GPU vulnerabilities to obtain root privileges.
- Core-library changes: the malware replaced system shared libraries, allowing its code to affect many processes rather than one package.
- Framework modification: it changed precompiled framework bytecode, altering Android behavior below the app layer.
- Boot and recovery persistence: recovery scripts and a fallback payload on the system partition restored components after a reset or cleanup attempt.
- Watchdog behavior: a watchdog detected missing files and put them back, making manual deletion temporary.
- App injection: modified system components could inject code into applications as they launched.
McAfee summarized the key limitation plainly: “Because the rootkit writes to the system partition, a factory reset does not remove it.” That conclusion applies to the analyzed NoVoice implementation, not automatically to every Android infection.
What Android Verified Boot checks
The trust chain
Android Verified Boot (AVB) is designed to assure the integrity of software loaded by the device. A hardware or otherwise protected root of trust authenticates the next stage, which authenticates later stages. AVB uses signed vbmeta metadata plus hash or hashtree descriptors to validate covered partitions such as boot, system and vendor. Rollback indices prevent the device from accepting an older, known-vulnerable version when rollback protection is implemented correctly.

The Android Compatibility Definition Document describes verification on every boot, beginning with an immutable hardware key and proceeding through the system partition. Some older devices that were already launched can have exemptions from requirements they cannot meet through a later update, so coverage is not identical across all Android models.
Why a successful verification is not proof of benevolent code
AVB verifies that installed bytes match what the device’s verification chain trusts. It does not independently prove that the trusted firmware was built securely, that signing keys were protected, or that the software contains no malicious functionality. If an attacker obtains an authorized signing key, or a vendor ships compromised code under a valid signature, the cryptographic check can succeed.
A 2025 research paper reported that AOSP test keys had been used in production firmware, allowing integrity-check bypasses on some locked devices. This is a specific supply-chain and key-management failure, not evidence that AVB universally fails.

Additional transparency can be device-specific
Google’s Pixel Binary Transparency service provides Pixel users with a public cryptographic log of official factory-image metadata. It can help check whether a particular Pixel firmware version was released by Google. That additional assurance is Pixel-specific and should not be generalized to every Android manufacturer.
What the NoVoice findings do—and do not—show
McAfee Labs reported more than 50 malicious Google Play apps and at least 2.3 million downloads in the NoVoice campaign. Its remediation discussion identified Android 7 and earlier devices that were no longer receiving updates as the group in which the described rootkit’s reset persistence applied. The report involved older vulnerabilities and a particular infection chain; it is not evidence that every current Android phone can be infected in the same way.
Other studies provide context without establishing a device-infection rate:
Best Value
| Study or report | Reported figure | What the number means |
|---|---|---|
| FirmwareDroid study (2021) | More than 900,000 apps scanned | Researchers scanned apps with tools including VirusTotal, AndroGuard and APKiD and detected several hundred malware samples; this is not a prevalence estimate for Android devices. |
| An Analysis of Pre-installed Android Software (2019) | Devices associated with more than 200 vendors | A study dataset describing preinstalled software across many vendors; it does not show that all vendors shipped infected firmware. |
| McAfee Labs NoVoice analysis (2026) | More than 50 malicious apps and at least 2.3 million downloads | Campaign-specific findings, not a portfolio-wide infection rate. |
No reliable, portfolio-wide figure establishes how often Android firmware is infected. Treat sample sizes and campaign downloads as measurements of those studies, not as the odds that a random phone contains firmware malware.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. How to assess a phone that may be compromised
Start by separating app symptoms from system-level evidence
- Unexpected behavior confined to one recently installed app is more consistent with an app-level problem.
- Reappearing system files, unexplained changes to core services, repeated restoration after a reset, or evidence of root access justify escalation.
- A slow phone, battery drain or pop-up alone does not prove firmware compromise; those symptoms have many ordinary causes.
Preserve information before wiping
Record the exact model number, Android version, build number, security-patch level and region. Photograph unusual messages or settings changes. If sensitive accounts may be exposed, use a separate trusted device to change passwords and revoke sessions. Avoid restoring a complete image of the old phone until the software question is resolved, because a backup can reintroduce a malicious app or altered configuration.
Remediation decision path
If the evidence points to an ordinary malicious app
- Install the latest security and system updates available for the phone.
- Remove the suspicious package through Android’s normal app-management controls.
- Review administrator, accessibility and other elevated permissions that the app may have received.
- Monitor the device after removal; if the behavior stops and no system-level evidence exists, a reset may be unnecessary.
If root-level or firmware persistence is credible
- Stop using the phone for banking, work secrets and other high-value activity.
- Confirm the exact model, carrier or regional variant and supported Android release.
- Obtain the manufacturer’s official firmware and device-specific flashing instructions. Do not substitute an image for a similar-looking model.
- Check whether the documented process requires bootloader unlocking. On supported devices, AOSP says unlocking enables reflashing and triggers a factory data reset; relocking also resets the device.
- Back up only data you can inspect independently, and plan for complete data loss.
- Follow the vendor’s procedure for all required partitions and verification metadata. There is no safe universal command sequence because partition names, tools and image packages differ.
- Relock the bootloader only when the manufacturer’s instructions say the installed image is correct and relocking is supported. An incorrect relock can prevent booting.
- Afterward, update fully and restore applications selectively from trusted sources.
If the manufacturer does not support unlocking or provides no recovery image for the exact variant, use its official support channel or a qualified technician who confirms that model’s procedure. A failed or interrupted flash can make the device unusable, and an unofficial image can create a new trust problem.

Why there is no universal Android flashing recipe
Bootloader policy, partition layout, signing requirements and recovery tools vary by model and Android generation. AOSP’s guidance says retail devices should ship locked, with get_unlock_ability returning 0, so an attacker cannot install a new system or boot image. Some devices permit an owner-authorized unlock; others do not, and the unlock operation commonly wipes data. The ability to relock, and the conditions for doing so safely, are equally device-specific.
For that reason, instructions copied from another phone can overwrite the wrong partition, leave a compromised component untouched or cause a verification failure. Exact-model documentation is a security requirement, not a convenience.
Reducing the chance of firmware-level persistence
- Keep Android and vendor components on supported security updates; older unpatched devices are the population highlighted in the NoVoice account.
- Install apps from reputable, expected distribution channels and scrutinize requests for root, accessibility or device-administrator privileges.
- Keep the bootloader locked unless development work requires otherwise, and understand that unlocking changes the device’s security assumptions.
- Use Verified Boot status and boot warnings as signals, while remembering that a valid signature does not certify the entire software supply chain.
- When buying used hardware, verify the exact model, update support and whether the device shows an unlocked-bootloader warning or modified firmware.
Can Android malware survive a factory reset?
Yes, in a defined set of circumstances. A factory reset can remove an ordinary malicious app and its user data, but it may leave altered system or recovery components untouched. The NoVoice case documented that behavior on affected older devices. A reset should therefore be treated as an app-level remedy unless there is good reason to believe the executable partitions are still trustworthy.
