The atmosphere can remain deterministic while its exact day-by-day trajectory becomes practically unpredictable. That limit applies to a particular target—an instantaneous weather state—not to every forecast. Ensembles can estimate probabilities, and slower influences such as ocean temperature, soil moisture, snow and sea ice can support useful seasonal or longer-term statistics.
First, separate weather forecasts from climate predictions
“A forecast” is not one kind of claim. Its target, horizon, geographic scale and verification method determine what success means. A prediction of a storm’s position tomorrow is a different task from estimating a region’s average temperature next season or projecting global warming under a specified emissions scenario.

| Output | What it predicts | How to judge it |
|---|---|---|
| Deterministic weather forecast | One estimated atmospheric state or event evolution | Lead time, location, scale and skill against an appropriate baseline |
| Ensemble forecast | A range of scenarios or a probability distribution | Spread, calibration, resolution and event-specific verification |
| Seasonal outlook | Regional average or category probabilities over a season | Region, season, reference climatology and probability skill |
| Decadal prediction | Average quantities over annual-to-decadal periods, sometimes initialized from present conditions | Variable, initialization, region, verification period and baseline |
| Climate projection | Conditional long-term changes under specified forcing assumptions | Scenario, period, baseline, variable and geography |
Confusing these categories creates two opposite errors: treating a failed daily weather prediction as evidence that climate science is impossible, or presenting a climate projection as a date-specific weather forecast.

How chaos destroys an exact distant trajectory
Deterministic equations do not guarantee practical predictability
A chaotic system follows physical rules, but its behavior is highly sensitive to its initial conditions. Imagine two atmospheric states that differ by an amount too small for today’s observing network to resolve. Their trajectories can remain close briefly, then separate rapidly. Once the separation is large enough, a forecast initialized from either state may place a storm in a different location, or produce rain where the other solution is dry.

This does not mean the atmosphere becomes random, and it does not mean every tiny disturbance causes a dramatic event. It means that finite knowledge of the starting state prevents us from identifying one exact future trajectory indefinitely. Edward Lorenz’s distinction, quoted by the National Academies’ 2010 assessment, is useful: “intrinsic predictability—the extent to which the prediction is possible if an optimum procedure is used” differs from “practical predictability—the extent to which we ourselves are able to predict by the best-known procedures, either currently or in the foreseeable future.”
Observations and models add separate errors
Weather analyses combine measurements from satellites, aircraft, balloons, surface stations, radar and other systems. The network is extensive but not complete: observations are uneven in space and time, some variables are inferred rather than directly measured, and the atmosphere between observing points must be estimated. Data-assimilation methods turn those measurements into an initial state, never a perfect inventory of every atmospheric quantity.
Forecast models introduce another source of uncertainty. They approximate processes that occur at scales smaller than the model grid, such as cloud formation, turbulence and detailed exchanges between land, ocean and air. Numerical resolution, parameterizations, observations and data-assimilation choices all affect error growth. A forecast can therefore lose useful detail because the initial estimate was imperfect, because the equations are approximations, or both.
Predictability depends on the situation
Error does not grow at one fixed rate everywhere. NOAA/NCEP’s ensemble material describes predictability as flow-dependent: circulation regime, season and geographic domain influence how quickly initially similar solutions diverge. A stable atmospheric pattern may preserve useful information longer than an active pattern with rapidly developing storms. A broad temperature average can remain predictable after the precise timing of individual thunderstorms has not.

What the “two-week limit” really means
The familiar two-week figure is an approximate description of detailed atmospheric prediction from atmospheric initialization alone. The National Academies’ 2010 chapter presents it as a conventional limit for detailed weather forecasts, not a universal day on which every forecast suddenly fails.
V. Krishnamurthy’s 2019 review gives a different but compatible framing: reliable prediction of the instantaneous weather state in present-day operational forecasts is limited to less than 10 days. The two statements use different definitions and contexts. Together they describe a finite horizon of roughly days to a couple of weeks for a specific atmospheric state, not an exact 14-day cutoff for every variable, location or weather regime.
The American Meteorological Society’s statement adopted on 14 January 2001 also discusses a one-to-two-week limit for day-to-day weather. Its page is explicitly marked expired, so it is historical context rather than a current operational standard.

After that horizon, the forecast should change form. Instead of asking for the exact temperature and rainfall in one town on one date, ask whether a heat event is more likely than the climatological average, or what range of outcomes is plausible over a region and period.

How ensembles make uncertainty useful
Many plausible runs instead of one line
A deterministic forecast displays one model trajectory. An ensemble runs the model many times with small changes to the initial state and, in some systems, to model formulations. The European Centre for Medium-Range Weather Forecasts explains an ensemble system with 51 forecasts that use slightly different initial conditions and model equations. That number describes the system on that educational page; it is not a universal ensemble size.
Forecasters can summarize ensemble members with a mean, a range, clusters of similar solutions or the fraction producing an event. If most members place a storm in the same area, confidence in that aspect of the forecast is higher than when members scatter across several regions. Spread is a case-specific signal of uncertainty, not a guarantee that the real atmosphere must fall inside the plotted envelope.
What a probability means
A 40% precipitation probability means the forecasting method assigns a 0.40 chance to the defined event—at the stated location, time window and threshold—given the available observations and model information. It does not mean rain will occur for 40% of the day, over 40% of the area, or “halfway” between rain and no rain.

Why seasonal outlooks can work after daily weather loses skill
Slow components carry memory
The atmosphere changes rapidly, while parts of the ocean and land evolve more slowly. Sea-surface temperature, soil moisture, snow cover and sea ice can retain anomalies that influence atmospheric statistics. Krishnamurthy’s 2019 review also identifies the Madden–Julian Oscillation, monsoon intraseasonal oscillations and ENSO as possible sources of extended-range or climate-scale predictability. “Possible” is important: each source affects predictability only under suitable conditions and does not guarantee a successful forecast.
A seasonal outlook uses those slower signals to estimate a distribution for a region and season. Averaging across many days suppresses some short-term weather noise, allowing a persistent influence to appear in the seasonal mean. The outlook does not specify which week will be wet or the exact temperature on a particular date.
Categories are probabilities, not promises
Seasonal products commonly divide outcomes into below-, near- and above-normal categories relative to a reference distribution. The expired 2001 AMS statement gives an illustrative example: climatology might assign 33%, 33% and 33% to the three categories, while a forecast could shift them to 45%, 30% and 25%. Those figures illustrate how odds can be tilted toward one category; they are not a current forecast or a measured performance statistic.
What decadal predictions and climate projections can tell you
Near-term climate predictions retain some temperature skill
The 2014 IPCC assessment chapter hosted by the U.S. Department of Energy reports that predictions of average temperature over large regions and for the global mean showed positive skill when verified against observations for forecast periods up to 10 years, with high confidence in that assessment. The chapter reports more limited precipitation skill, confined to some land areas.

The assessed temperature skill has more than one source. Observation-based initialization contributed to annual-mean temperature skill in the first few years and, for some regions and the global mean, over longer periods. This is a bounded statement about the variables, scales and verification described in that 2014 chapter—not a guarantee that every decadal forecast, local temperature or rainfall estimate will be accurate.
Projections are conditional experiments
A climate projection asks what could happen if specified forcing assumptions—such as an emissions pathway—were followed. It is conditional, not a promise that one exact future will occur. A decadal prediction may also start from the observed state of the climate system, so it combines initial-condition information with assumptions about future forcing. Always identify the scenario, baseline, period, variable and geography before interpreting a projection.
A practical checklist for judging any long-range forecast
- Identify the target. Is it an instantaneous state, an event probability, a seasonal average, a decadal mean or a conditional projection?
- Check the lead time. How far ahead was the forecast initialized, and is that horizon appropriate for the target?
- Match the scale. A local storm track and a global temperature average have different predictability limits.
- Read the geographic scope. A result for a large region cannot automatically be applied to one town.
- Note the season and regime. Error growth varies with circulation pattern, season and location.
- Find the baseline. Skill must be measured against something, such as climatology or persistence.
- Inspect the verification measure. Continuous temperatures, categorical events and probability distributions require different scores.
- Look for uncertainty information. A range, ensemble or calibrated probability communicates more than a single line, but no representation removes uncertainty.
The useful question to ask instead
“Can we predict the future?” is too broad to answer well. Ask: Which quantity, at what scale, for how long, under which assumptions, and with what uncertainty? Exact atmospheric trajectories lose practical predictability as chaotic error grows. Probabilities, seasonal statistics and some large-scale temperature averages can remain informative because they target distributions or slower signals rather than one detailed path.

That change in target is not moving the goalposts. It is matching the prediction to what the physical system and available observations can support.
