If slices appear but their text does not, add and configure data labels. Pie charts also have input limits: they work best with one series of nonnegative values and a small number of categories.
Why slices may be missing
A pie chart shows each included data point as a share of the whole. A category will not appear if it is outside the chart’s source range, filtered out, or in a hidden worksheet row or column that Excel is set to omit. Values and chart structure can also make a pie chart unsuitable for the data.

Check chart filters
Select the chart and inspect its chart filters. Make sure each category you want to display is enabled. Excel’s chart filters can hide data points without changing the worksheet source.

Check the chart’s source range
Select the chart and go to Chart Design > Select Data. Verify that the selected range includes both the intended category labels and values. The menu wording or location can differ by Excel version and platform. See Microsoft’s guidance on changing chart data.

Check for hidden worksheet rows or columns
Excel does not display data in hidden worksheet rows and columns in a chart by default. To include it, open the chart’s Select Data dialog, choose Hidden and Empty Cells, and enable the option to show data in hidden rows and columns. Only enable this if those hidden values are meant to be part of the chart. Microsoft explains this behavior in its chart settings guidance.
Check whether the values suit a pie chart
Microsoft recommends one data series, no negative values, almost no zero values, and no more than seven categories for a pie chart. A pie chart is meant to show parts of one whole; negative values do not represent pie slices appropriately, while zero values contribute no visible slice. More than seven categories can make slices difficult to distinguish. These are recommendations, not a guarantee that Excel will reject other inputs. See Microsoft’s overview of chart types.
If the data has many small categories or does not represent parts of one whole, use a bar, column, or line chart instead. If only a few small values need separation, Microsoft also describes pie-of-pie and bar-of-pie formats in its chart-type guidance.

Data labels are separate chart elements; they do not appear automatically in every chart. Select the chart, then choose Chart Elements > Data Labels or Chart Design > Add Chart Element > Data Labels. Exact controls vary across Excel releases and platforms. Microsoft documents label placement and chart elements here.

Choose a position and what to display
Use the label options to select a position. Pie labels can be placed outside slices, including callout-style placements; you can also select and drag an individual label if it overlaps or sits awkwardly. In the label formatting options, choose the information readers need, such as category name, value, or percentage. For more detail, see Microsoft’s data-label formatting instructions.
If a label was manually edited and no longer reflects the intended value, restore the built-in label content options in the formatting pane, then select the category, value, or percentage fields you want.

Pie charts do not have axis labels
If by “labels” you mean axis labels or axis titles, there is no axis to label: pie and doughnut charts have none. Use data labels to identify slices, a legend to map colors to categories, or a chart title to explain what the whole represents. Microsoft notes this distinction in its chart title guidance.
