A high share of viewers in India can affect the advertising mix, but it does not determine a fixed YouTube RPM. RPM includes views that showed no ad and is measured after YouTube’s revenue share. To find the reason your 24/7 stream earns little per thousand views, compare monetized playbacks and ad impressions with views, then check geography, monetization settings, revenue sources, and policy status in YouTube Studio.
What RPM measures—and why it can be low
YouTube defines RPM as creator revenue per 1,000 views after YouTube’s revenue share. It can include ads, YouTube Premium, memberships, Super Chat, and Super Stickers. Crucially, the view denominator includes views that did not generate revenue.

CPM is different: it reflects advertiser costs for ads, rather than your creator-side earnings across all views and revenue sources. A seemingly healthy CPM can sit alongside low RPM if relatively few views monetize, or if those views produce limited revenue. For a continuous stream, views can accumulate faster than ad-bearing playbacks or fan payments.
Does an Indian audience lower YouTube RPM?
Viewer geography can influence the ad market, but there is no guaranteed India-specific RPM or CPM rate. Advertisers select the geographies they want to reach, and competition differs by location. A shift in audience geography can therefore affect CPM and, in turn, earnings. Geography is only one possible factor: topic, ad format, season, Premium viewing, and the share of monetized playbacks can matter too.

YouTube’s official material does not establish a current benchmark for the RPM of a 24/7 stream with Indian viewers. Treat online country-rate tables as estimates unless they clearly explain their source, sample, time period, and method. A Google India post dated July 9, 2026 reported that Google and YouTube were present in 93% of Indian consumer journeys for discovering a new brand, product, or retailer. That is a brand-discovery statistic, not a creator ad-rate or RPM measure.
Why a live view may not earn ad revenue
Ad opportunities are not guaranteed to fill
For a monetized live stream, YouTube says pre-roll and display ads are automatically on; mid-rolls can be automatic or manual. But “Ad slots are not guaranteed to serve ads.” Whether an ad appears depends on YouTube’s ad systems and factors such as availability, targeting, advertiser suitability, and a viewer’s recent ad exposure. A viewer with YouTube Premium may also watch without an ad.
Enabling more ad slots or streaming continuously does not mean every view gets an ad or every slot produces a paid impression. YouTube describes an average instream revenue-per-hour uplift in a comparison of channels with automatic live mid-rolls enabled and channels without them. The comparison covered 207 countries and was averaged in January 2024; the cited help-page passage gives no numerical uplift and does not make the result India-specific. It measures revenue per hour, not RPM, so it is not a promised earnings increase.

Monetization terms or settings may be missing
To earn ad and Premium revenue from live streams watched on the Watch Page, or embedded using YouTube’s player, creators must accept the Watch Page Monetization Module. Check the channel’s Earn area in Studio and confirm monetization is enabled for the stream. YouTube also notes that ads are turned off for live streams embedded on external sites with autoplay.
Policy or advertiser suitability can limit earnings
YouTube’s monetization policies apply to live streams. Its July 15, 2025 clarification renamed the former “repetitious content” policy “inauthentic content” and describes repetitive or mass-produced material as potentially ineligible. Reused content is addressed under a distinct policy. Running a stream 24/7 does not, by itself, establish a violation; what matters is the substance of the stream and the channel as a whole, along with advertiser-friendly suitability. Check Studio for limited-ads decisions or channel policy reviews rather than diagnosing a policy issue from RPM alone.
Diagnose the cause in YouTube Studio
- Compare views with monetized activity. In YouTube Analytics, inspect estimated monetized playbacks and ad impressions alongside views for matched date ranges. A large gap points to many views without monetized playback or filled ad impressions; it does not, by itself, prove that CPM fell.
- Separate creator earnings from advertiser-side rates. Compare RPM with CPM and playback-based CPM. CPM measures advertiser-side cost, not your take-home earnings per total views.
- Check whether the audience mix changed. Break down geography and compare periods before and after the RPM change. Look for changes in audience location as well as season and format mix; do not assume that India is the cause simply because many viewers are there.
- Verify eligibility and stream settings. Confirm the Watch Page Monetization Module is accepted, monetization is enabled, and the viewing context is not an autoplay embed on an external site.
- Separate live and replay earnings. Use Analytics’ Revenue tab and Live filter to inspect live-stream and replay revenue, then review Revenue sources. RPM may reflect more than ads alone.
YouTube’s Analytics API documentation distinguishes estimated revenue metrics from livestream viewership metrics; the same distinction matters when interpreting reports. Change one factor at a time where possible, and compare equivalent date ranges so that changes in audience, content, or season do not get mistaken for a setting’s effect.

Which monetization levers are worth checking?
- Ad setup: Check whether ads are enabled and whether automatic or manual mid-rolls fit the stream. YouTube’s system decides which slots serve and may balance viewer experience, earnings, and advertiser values.
- Other eligible revenue: YouTube lists channel memberships, Super Chat, and Super Stickers as additional live earning routes when available and enabled. Eligibility and geographic availability vary; check Studio.
- Content quality and suitability: Review whether the stream provides original value and meets advertiser-friendly and channel monetization policies. A repetitive or reused format may create policy concerns independently of audience geography.
- Ad controls: YouTube names the Elgato Stream Deck plugin as one option for inserting live ads. It is an operational control, not a way to create advertiser demand or guarantee higher RPM.
