High surf and king tides can cause coastal flooding when they push the total water level above land that is normally dry. A king tide raises the starting water level, while surf adds breaking-wave energy, wave setup and runup. Relative sea-level rise leaves less room before roads, drains and shorelines are overtopped. Wind, currents, storm surge, regional ocean conditions and rainfall can add enough water to cross the local flood threshold. A king tide or a rough surf forecast alone does not guarantee flooding; the outcome depends on the coast’s elevation, shape and drainage.
Flooding is a total-water-level problem
Every shoreline has a level at which ocean water begins to cover normally dry ground. Coastal flooding occurs when the combined water level reaches that elevation. The combination can include astronomical tides, wind-driven surge, regional oceanographic effects, waves, rainfall and long-term relative sea-level change.

That is why a tide chart or a surf report by itself cannot determine whether a street will flood. Two beaches can experience the same predicted tide and have very different results because one has higher land, a different seabed slope, stronger drainage or more exposure to incoming waves.

| Rainfall and runoff | Add water behind the shoreline and can prevent drains from emptying. | Urbanized coastlines, tidal rivers and low-lying basins. |
How high surf turns into coastal flooding
Breaking waves add water and momentum
As waves break in shallow water, some of their energy is converted into a shoreward increase in the average water level called wave setup. Individual waves then surge above that elevated level as wave runup. Runup can wash over a beach, dune, seawall or road even when the still-water tide gauge does not show the same height at every instant.

On a steep beach or hard structure, runup may reach farther inland than the tide alone would. On a gently sloping beach, waves can break farther offshore and lose energy before reaching land. Offshore reefs, sandbars, seawalls and the angle of the incoming swell all change how much water reaches a particular property.
Surf becomes more damaging near high water
A high tide leaves less vertical space for waves. If a king tide has already lifted the water surface close to the top of a seawall, even a modest runup can overtop it. During an ordinary lower tide, the same waves may break harmlessly below the structure. This interaction is why a surf forecast and a tide forecast must be considered together.
Wave action can also block or damage drainage. Water flowing over a seawall or through a beach opening may fill streets while tidewater prevents storm drains from discharging. The resulting flooding can persist after individual waves subside.

“King tide” is a popular public term, not a separate scientific type of tide. It commonly refers to a perigean spring tide: a spring tide occurring when the Moon is near perigee, its closest point to Earth in its elliptical orbit. NOAA explains that perigean spring tides can exceed the average daily highest tide by 0.5 feet or more and increase localized coastal-flood risk.
The tide itself remains part of the predictable astronomical cycle. A king tide does not automatically produce a flood because the local ground may still be above the water, and wind, currents or waves may not add enough height to cross the local threshold. In another location, the same astronomical tide can inundate roads or back up drains.

King tides are therefore useful risk signals: they reveal what the shoreline looks like when the baseline is unusually high. They are not, on their own, a forecast of storm conditions or a measure that can be compared directly between unrelated coastlines.
Why sea-level rise makes ordinary tides more dangerous
Relative sea level describes ocean height compared with the land at a particular place. It rises when the ocean rises, when land subsides, or both. NOAA’s broad global summary reports about 8–9 inches (21–24 centimeters) of global mean sea-level rise since 1880. Local relative change can be greater or smaller because land movement and ocean circulation vary.
When the baseline rises, the distance between an ordinary high tide and a road, yard or drainage outlet shrinks. A water level that was once an unusual nuisance can then occur more often, last longer and reach farther inland. NOAA’s Sea Level Rise and Coastal Flooding Impacts page describes the progression this way: “In a sense, today’s flood will become tomorrow’s high tide, as sea level rise will cause flooding to occur more frequently and last for longer durations of time.”
NOAA’s Office for Coastal Management reports that U.S. annual high-tide flooding now occurs at more than twice the frequency observed in 2000. It also reports five- to ten-fold increases in annual tidal-flood occurrences since the 1960s in several U.S. coastal cities. Those are broad summaries, not a prediction for every shoreline; local elevation, subsidence, ocean conditions and gauge history determine the trend at a specific site.
Other factors that can push water over the threshold
Wind and storm surge
Persistent onshore wind piles water against the coast. A storm’s pressure pattern and wind field can create storm surge that is superimposed on the astronomical tide. When surge arrives near a high or king tide, the combined level can exceed flood thresholds even if neither factor would have done so alone.

Currents and regional ocean conditions
Currents, coastal trapped waves and other regional oceanographic effects can raise or lower water levels for hours or days. Estuaries, bays and narrow inlets may amplify or delay the signal compared with the open ocean. A tide prediction that is accurate for a nearby station may not represent a particular creek, harbor or back-bay road.

Rainfall and drainage
Heavy rain can flood the landward side of a shoreline while high tide blocks drainage outlets. The combined event is sometimes called compound flooding. A location can therefore flood without dramatic surf if rainwater has nowhere to go, or without heavy rain if ocean water overtops the coast.
How flood severity is classified
For national reporting, NOAA classifies high-tide flooding by how far water rises above average high tide:
| NOAA national category | Water above average high tide | Typical meaning |
|---|---|---|
| Minor | 0.55 m (1.8 ft) | Low-level inundation and disruption. |
| Moderate | 0.85 m (2.8 ft) | More extensive impacts and possible property or infrastructure damage. |
| Major | 1.20 m (3.9 ft) | Severe inundation and substantial disruption or damage. |
These national categories are useful for describing observations and projections, but they are not a local warning system. NOAA cautions that the values can differ from National Weather Service thresholds used for coastal flood watches, warnings and advisories. A local alert, gauge datum and forecast should take precedence over applying the national numbers to a particular street.
Why one coastline floods while another stays dry
Risk depends on the relationship between water and land, not simply on the advertised tide height. Compare locations using these factors:

- Elevation and exposure: Low roads, beaches and neighborhoods flood sooner, especially when directly exposed to incoming swell.
- Shoreline shape: Bays, estuaries and funnel-shaped inlets can concentrate water; reefs, dunes and wide beaches can reduce or redirect wave energy.
- Drainage and groundwater: Drains that discharge below the tide line may back up, while saturated soil leaves less capacity for rainfall.
- Local flood threshold: The level that overtops a road or seawall may be well below a neighboring property’s threshold.
- Duration and frequency: Repeated shallow flooding can damage infrastructure even when any single event is not deep.
For this reason, ranking two places by tide height alone is misleading. The dominant driver may be wave runup at one site, storm surge at another, and astronomical tide or subsidence at a third.

Short-term effects include road closures, water over sidewalks, overflowing storm drains and temporary business closures. Saltwater can enter electrical equipment, basements, vehicles and low-lying mechanical systems. Repeated inundation corrodes below-ground infrastructure, weakens pavement and disrupts access even when buildings are not permanently damaged.
Wetlands can also degrade when flooding becomes more frequent or lasts longer than their elevation and sediment supply allow. Loss of wetland area removes natural storage and wave attenuation, potentially increasing exposure for nearby development. The timing and severity of these effects vary with salinity, land elevation, drainage and the duration of each event.
How to check the risk for a specific beach, road or property
A title such as “king tide” or “high surf” is not enough to make a reliable local assessment. Use a location-specific process:
- Check the current local alerts. Use National Weather Service coastal flood watches, warnings and advisories, plus instructions from local emergency management. These products use local thresholds and current conditions.
- Check the tide prediction and gauge. NOAA tide stations show predicted astronomical tides and observed water levels. Confirm the station, datum and units; a distant station may not represent a small inlet or river.
- Check the high-tide-flooding outlook. NOAA provides observations, annual and monthly outlooks and projections through its High Tide Flooding overview.
- Check wave and wind forecasts. Look for swell direction, wave period, breaking-wave height and onshore wind. A long-period swell can produce strong runup even when the locally measured wave height seems moderate.
- Check elevation and exposure. NOAA’s Sea Level Rise Viewer can help visualize coastal exposure and high-tide-flooding context. Treat its national impact thresholds as context, not as a substitute for local warning criteria.
- Account for rain and access. If heavy rain is forecast, identify roads, drains and low crossings that may flood from both directions. Do not drive or walk through moving saltwater.
For a property-level decision, local flood maps, surveyed elevations and advice from the relevant emergency or public-works agency are more reliable than a generic tide label.

Common misconceptions
“A king tide always causes a flood.”
No. It raises the starting water level and increases the chance of flooding, but local land elevation, waves, wind, currents and drainage determine whether water crosses the threshold.
“High surf means the tide is high.”
No. Surf describes wave conditions, while tide describes the predictable rise and fall of the ocean. They can occur independently, but their combination can be more hazardous.
“A national flood number is a local warning.”
No. NOAA’s minor, moderate and major levels are national reporting categories. Local warning thresholds can differ, so use the applicable local forecast and alert.
“Sunny weather means coastal flooding is impossible.”
No. High-tide flooding can occur on otherwise sunny days when the astronomical tide, waves or long-term relative sea-level rise lifts water above normally dry land. NOAA also uses “nuisance flooding” and “sunny-day flooding” for this type of event.
The practical answer
High surf supplies wave setup and runup; a king tide supplies an unusually high baseline. Relative sea-level rise makes that baseline more consequential, and wind, surge, currents and rainfall can provide the final push over land. The reliable question is not whether one factor is “high,” but whether the combined water level will exceed the local elevation and drainage threshold. Use local alerts, tide and flood outlooks, wave forecasts and elevation information together before making travel, work or property decisions.
