Gasoline is not priced as a fixed markup on crude oil. A pump price combines the cost of crude, the cost and margin of refining it into gasoline, transportation and retail expenses, and taxes. Those parts respond to different supply, demand, timing, and regional conditions. As a result, gasoline can become more expensive while a crude benchmark is nearly flat—or become cheaper before crude moves much.
The clearest way to understand the difference is to follow a gallon through the U.S. supply chain: crude is processed at a refinery, gasoline is stored and moved to a local terminal, blended to meet regional rules, trucked to a station, and sold in a competitive retail market. Every stage can add cost or face a constraint.

The four parts of a gasoline price
The U.S. Energy Information Administration (EIA) groups the retail price of regular gasoline into four broad components. Crude oil and refining tend to change quickly; distribution, retail costs, and taxes are usually steadier, although none is permanently fixed.
| Component | What it covers | Why it can move independently of crude |
|---|---|---|
| Crude oil | The refinery’s petroleum feedstock | The gasoline market may tighten or loosen even when the crude input is stable. |
| Refining | Processing crude, operating refineries, and the refiner’s margin | Outages, maintenance, capacity limits, fuel specifications, and gasoline demand change the value of the finished product. |
| Distribution and marketing | Pipeline, terminal, truck, station, labor, rent, insurance, equipment, and operating costs | Transport bottlenecks and local business conditions vary by place and time. |
| Taxes | Federal, state, and local taxes and fees | Tax rates are set by jurisdiction and do not track daily crude prices. |
EIA’s description is intentionally broader than a simple profit calculation: retail prices reflect the components and the profits or losses of refiners, marketers, distributors, and station owners. A change in one component does not automatically appear at the pump on the same day.

Why the refining margin can rise when crude is flat
What a crack spread measures
A refinery buys crude and sells products such as gasoline and diesel. The difference between the market value of those products and the crude input is commonly discussed as a crack spread. EIA calls crack spreads indicators of the profitability of refining crude into petroleum products. They are a market signal, not an audited profit statement for a particular refinery: actual results also depend on a refinery’s configuration, operating costs, contracts, yields, and other products.
If wholesale gasoline becomes scarce or unusually valuable, its price can rise relative to crude. The crack spread widens, increasing the refining component of the pump price even though the crude input has barely changed. The reverse happens when gasoline supply improves or demand weakens: the spread can narrow and retail prices can fall without a large crude-price decline.
Outages and maintenance remove gasoline, not necessarily crude
Refineries periodically shut units for planned maintenance. An unplanned fire, mechanical failure, power interruption, or weather event can remove additional capacity. With fewer barrels being converted into gasoline, wholesale buyers compete for available supply. The resulting gasoline-price increase can be much larger than any movement in crude.

Pick the symptom - the matching free tool is one click away.
When a refinery returns, or when replacement cargoes arrive, the product shortage can ease quickly. That can push wholesale gasoline and the crack spread down while crude remains steady. Low inventories make this effect more severe because there is less stored fuel to cover the interruption.
Seasonal demand and gasoline specifications
Summer driving increases demand
Gasoline consumption commonly rises during the summer driving season. More miles traveled mean that refiners, terminals, and retailers need more finished gasoline. If production or inventories do not grow as fast as demand, wholesale prices and refining margins rise independently of crude.

Summer gasoline is harder to make
Seasonal fuel rules also change the product itself. EIA notes that summer gasoline must meet a lower Reid Vapor Pressure requirement, which limits evaporation and can cost more to produce. Refineries must adjust operations and blend components, while some regions require additional specifications. The change in formulation can raise the value of compliant gasoline even when the crude feedstock is unchanged.
As summer demand fades and production switches toward less restrictive winter specifications, the pressure can ease. The exact transition date and price effect vary by region, inventory position, and local fuel rules; there is no single nationwide calendar that predicts every pump.

Inventories determine how sensitive a market is
Storage acts as a buffer between refinery output and consumer demand. A region with ample gasoline stocks can absorb a short outage or a sudden demand spike. A region with low or falling stocks has little cushion, so a relatively small disruption can produce a large wholesale-price response.
Pipelines and terminals create separate markets
Gasoline cannot always be moved instantly from a surplus area to a deficit area. Pipelines have fixed routes and capacity; terminals need the right blend; trucks and railcars take time and money. A storm, pipeline restriction, port delay, or terminal problem can isolate a local market. National crude prices do not reveal whether a particular city can obtain the gasoline grade it needs today.
This is why two places using the same crude benchmark can experience different gasoline moves. The relevant comparison is the local wholesale gasoline price and supply balance, not crude alone.

Taxes and the retail end of the chain
Taxes are geographically specific
EIA reports the federal motor-gasoline tax at 18.40 cents per gallon: an 18.30-cent excise tax plus a 0.1-cent Leaking Underground Storage Tank fee. EIA reported average state gasoline taxes and fees of 33.55 cents per gallon in January 2026. State and local sales taxes or additional fees can materially change the final price, and rates differ by jurisdiction and can be revised.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errorsBecause these taxes are generally set in cents per gallon or as local sales taxes, they do not fall automatically when crude drops. A lower crude bill may therefore produce only a modest retail decline in a high-tax area.
Stations have different costs and pricing strategies
A station’s price also reflects wages, rent, insurance, credit-card fees, maintenance, equipment, local fees, and the cost of obtaining its supply. Owners face different traffic patterns, nearby competitors, wholesale contracts, and convenience-store economics. Two stations a few miles apart can therefore post different prices even when they buy from the same broad regional market.
Why gasoline prices differ across U.S. regions
Regional gaps are not explained by taxes alone. Distance from refineries and ports, pipeline connections, inventory levels, local competition, operating costs, weather risk, and mandated blends all matter. Areas with limited links to other supply regions cannot replace a lost refinery barrel as easily.
For a consistent reference, the EIA’s 2025 annual average regular-gasoline prices by Petroleum Administration for Defense District (PADD) region were:

| New England | $2.988 per gallon |

| Gulf Coast | $2.677 per gallon |
| Rocky Mountain | $3.022 per gallon |
| West Coast | $4.094 per gallon |
These are regional annual averages, not live station quotes. EIA also presented a different 2025 retrospective range of $2.39 to $4.32 per gallon. The two presentations should not be mixed as if they were one data series; comparisons need the same measure, dates, grade, and geography.
California illustrates the infrastructure effect
California uses a special gasoline blend that is more costly to produce. Its limited connections with other regions also leave it more dependent on in-state refinery supply. When a refinery or pipeline problem occurs, replacement gasoline is harder to bring in, so the regional premium can widen even without a comparable crude move.

Retail prices typically follow spot and wholesale prices with a delay. A station may still be selling gasoline purchased at an earlier cost when wholesale prices have already changed. During a rapid increase, the refining component can look unusually large before the retail price catches up. During the later adjustment, distribution and marketing can appear larger while the refining share shrinks.
For that reason, a monthly percentage breakdown is an accounting snapshot, not proof that one participant earned that percentage as profit. EIA’s historical series illustrates the timing effect. In January 2026, crude represented 50.6% of the U.S. average regular-gasoline retail price, refining 19.7%, distribution and marketing 11.4%, and taxes 18.4%. In May 2026, the reported shares were 51.9%, 11.5%, 21.7%, and 14.8%, respectively. The shares changed as market prices and pass-through timing changed.
How to diagnose a price move
When gasoline rises while a crude chart looks flat, check the parts of the chain in this order:
Best Value
- Confirm the comparison. Use the same country, gasoline grade, retail or wholesale level, dates, and geography. A retail price cannot be compared directly with a crude futures quote without accounting for the intervening components.
- Check the gasoline market. Look for a wider gasoline crack spread or a sharp move in the regional wholesale gasoline price. That identifies a product-market change beyond the crude input.
- Look for refinery maintenance or outages. Planned turnarounds and unplanned disruptions can reduce supply quickly.
- Check seasonality and specifications. Summer demand and lower-vapor-pressure gasoline can raise costs; the seasonal transition can later relieve them.
- Check inventories and transport. Falling regional stocks, pipeline constraints, port delays, or storms can prevent replacement supply from arriving.
- Separate taxes from market costs. A state or local tax change can move the pump price even when wholesale markets are unchanged.
- Allow for retail timing. Stations may adjust after their replacement cost changes, and neighboring stations may adjust at different speeds.
This checklist also explains why cheaper crude does not guarantee an immediate discount. If gasoline inventories are low, refineries are offline, or summer specifications are still in force, the product-market margin can offset the crude decline.
What the crude-to-gallon rule of thumb can—and cannot—tell you
An EIA explanatory article published in 2014 gives a rough conversion of about 2.4 cents per gallon for each $1-per-barrel change in crude oil. That is a unit-conversion rule of thumb, not a guaranteed retail response. It assumes the downstream market does not change; in reality, refining margins, taxes, transport costs, inventories, and timing can add to or subtract from the effect.
It is also important to use the relevant crude benchmark. U.S. gasoline prices have historically moved more closely with Brent, the internationally traded crude benchmark, than with West Texas Intermediate (WTI) alone. A comparison using the wrong benchmark can make the relationship appear weaker or stronger than it is.

- “Crude fell, so stations are overcharging.” A station’s replacement cost may still reflect higher wholesale gasoline, transport, taxes, or operating expenses. The full chain must be measured.
- “The crack spread is a refinery’s exact profit.” It is an indicator of product value relative to crude, not an audited result for every facility.
- “One national percentage breakdown applies all year.” Component shares change with market conditions and the timing of retail pass-through.
- “Taxes explain every regional difference.” Supply access, blend requirements, refinery concentration, inventories, and competition can be equally important.
- “A national average is today’s price.” Annual and monthly averages describe a period; current decisions require the latest regional or weekly data.
The practical takeaway
Crude oil is a major input, but gasoline is a separate product market. Refinery capacity, crack spreads, seasonal formulas, inventories, transportation, taxes, and station-level costs can all move the pump price on their own schedules. That is why a flat crude chart does not guarantee a flat gasoline price—and why a crude decline may take time to reach the sign at your local station.
