Refining costs, refinery and pipeline availability, gasoline inventories, seasonal fuel rules, transportation, taxes, and local station competition can all move independently of a crude benchmark. These factors also reach drivers at different speeds, so a decline in crude may take days or weeks—or longer—to appear at the pump, and may be partly or entirely offset by a tighter gasoline market.
Crude oil is only one part of the price on the sign
Drivers buy finished gasoline, not a barrel of crude. Before fuel reaches a vehicle, crude must be refined into a product that meets the specification required in that region and season. The finished fuel then moves through pipelines, terminals and tanker trucks before a retailer sells it. Taxes and station operating costs are included in the final price.

The U.S. Energy Information Administration (EIA) groups the pump price into four broad components. Their shares change over time and differ by location, so no single percentage split applies to every gallon.

| Component | What it covers | Why it can move independently of crude |
|---|---|---|
| Crude oil | The raw material purchased by refineries | It is priced in a separate global market and may fall even when finished gasoline is scarce. |
| Refining costs and profits | Turning crude into gasoline and meeting required quality specifications | Refinery outages, maintenance, fuel yields, energy costs and refinery margins can change while crude falls. |
| Distribution and marketing | Pipeline, terminal, storage, trucking and retail-station expenses | Transport bottlenecks, local delivery costs and station competition vary by market. |
| Taxes | Federal, state and sometimes local or sales taxes | Most fuel taxes do not adjust day to day with crude prices. |
Crude is often the largest single component, but the retail price is the sum of all four. A lower crude quotation therefore does not provide a mechanical instruction for a station to lower its sign.

Gasoline has its own supply-and-demand market
Oil and gasoline are linked, but they are not interchangeable markets. A refinery can have access to inexpensive crude and still produce less gasoline than motorists need. When available gasoline is tight, wholesalers compete for each gallon, pushing up wholesale and retail prices even if the raw material is cheaper.
Refinery outages and maintenance
Refineries periodically undergo planned maintenance, and unplanned fires, equipment failures or power interruptions can remove capacity suddenly. If several facilities are offline in the same region, other refineries may not be able to replace the lost output quickly. Their margins can rise because the market is bidding for a limited volume of finished fuel.
Pipelines, terminals and imports
Gasoline must be in the right place, not merely available somewhere in the country. A pipeline problem, terminal disruption, storm or shipping delay can isolate a regional market. Imports can normally supplement domestic production, but an interruption or a less favorable exchange rate may make imported barrels unavailable or more expensive. Local wholesale prices can rise before any national crude benchmark reacts.

Inventories provide a cushion—until they do not
Stored gasoline helps absorb short-term changes in supply and demand. EIA explains that when inventories fall unexpectedly, wholesalers may bid more for available fuel because they are concerned about future adequacy. A draw in stocks can therefore lift gasoline prices even during a period of falling crude. Conversely, ample inventories can soften the effect of a temporary disruption.

Demand can overwhelm cheaper inputs
When driving demand rises faster than refineries and logistics can respond, gasoline becomes more valuable relative to crude. A crude decline may reduce the cost of making fuel, but if motorists are competing for a constrained supply of the finished product, the pump price can still increase.
Price changes pass through several stages at different speeds
A crude benchmark, wholesale gasoline price and retail pump price are separate observations. Crude may be purchased under contracts, refined later, sold through a terminal and delivered to a station after the underlying benchmark has already moved. Retailers also have existing inventory bought at an earlier price.
- Crude market: A benchmark such as West Texas Intermediate (WTI) changes as traders assess global supply, demand and risk.
- Refining: Refineries convert crude into gasoline and other products. The value of gasoline relative to crude—the refining margin—can widen or narrow.
- Wholesale and distribution: Fuel is traded at terminals and moved by pipeline, ship, rail or tanker truck. Local availability and freight costs affect the price.
- Retail: A station sets a posted price that must cover its delivered fuel, labor, rent, card fees, maintenance, taxes and desired margin, subject to local competition.
Because these stages are not instantaneous, the pump may respond later than crude. A retailer that still owns higher-cost inventory may be reluctant to cut the posted price immediately, while a station in a highly competitive area may cut sooner to protect volume.
The “rockets and feathers” pattern
The Bureau of Labor Statistics (BLS) describes a pattern in which pump prices can rise rapidly when wholesale costs rise but decline more gradually when costs fall. Possible explanations include the time required to refine and distribute fuel, differences in local competition and retailer incentives. It is a documented pattern, not a rule that every station follows in every market.

What the 2014–15 episode shows
In the second half of 2014 and early 2015, BLS reported that WTI crude fell 36.4 percent while retail gasoline prices declined 24.5 percent. During the fourth quarter of 2014, BLS’s automotive-fuels-and-lubricants retailing index increased 41.0 percent. That index measures changes in an average retailing margin, not a station’s direct profit per gallon; rent, labor, taxes, inventory valuation and other costs mean the figures should not be read as a guaranteed profit calculation. The episode demonstrates that a large crude decline can be only partly reflected at the pump over a given period.
A model is not a promise about your station
An August 11, 2026 article from the Federal Reserve Bank of St. Louis estimated that gasoline prices adjust faster when oil rises than when oil falls. Its illustration said gasoline could take about six months to return within 25 cents of a pre-conflict level if oil returned to its earlier level by July 20 and then stayed flat. The authors explicitly presented that scenario as hypothetical, not as a forecast or a universal lag. Actual timing depends on the size and persistence of the crude move, gasoline inventories, refinery operations, transportation and local conditions.
Summer fuel rules and driving demand can lift prices
Gasoline is not exactly the same product throughout the year. In warm weather, summer gasoline must be formulated to evaporate less readily, helping limit emissions that contribute to smog. Producing that blend can require more expensive components and can reduce the pool of fuel that qualifies for sale in a particular market.
Driving also tends to increase during the spring and summer travel season. Higher demand arrives at the same time that refineries are changing blends and performing seasonal maintenance, so a modest supply problem can have a larger price effect.

EIA’s historical comparison found that the average U.S. regular gasoline price in August was about 40 cents per gallon higher than in January across 2004–2023. That is a 20-year monthly average, not a guaranteed spread in every year, and it does not predict the price in a particular state or city. Weather, economic conditions, refinery outages and crude prices can make an individual year’s pattern much smaller or much larger.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Taxes stay in the price while crude moves
Fuel taxes generally do not fall when crude falls, so they can keep a fixed portion of the pump price unchanged. EIA reports a federal motor-gasoline tax of 18.40 cents per gallon, consisting of an 18.30-cent excise tax and a 0.1-cent Leaking Underground Storage Tank fee. EIA also reports that, as of January 2026, state taxes and fees averaged 33.55 cents per gallon.
The state figure is an average, not the rate in any particular state, and tax schedules can change. Some jurisdictions also apply sales taxes or local charges. A station’s advertised price can therefore remain comparatively high even after crude falls because the tax portion has not moved. Tax figures should be checked against the latest EIA and state information when making a current comparison.

1Scan for outdated or missing drivers - takes under a minute2Repair Windows errors before they cause bigger problems3Fix the driver behind crashes, sound loss and screen glitchesWhy prices differ from one town—or one station—to another
Local pump prices include costs that a national crude chart cannot show. A station supplied from a nearby terminal may pay a different wholesale price from one that requires a longer tanker-truck trip. A market at the end of a pipeline, or one temporarily cut off from imports, can pay more than a market with several supply routes.
Best Value
- Local competition: Stations close to one another may cut margins to attract drivers, while an isolated station may face less pressure.
- Retail strategy: Some operators use fuel to attract customers and make more of their margin in the store; others protect a target fuel margin.
- Operating costs: Rent, wages, card-processing fees, maintenance and environmental compliance differ by site.
- Fuel grade and blend: Premium fuel, ethanol content and regional formulations have different wholesale costs.
- Delivery timing: Stations refill from inventories purchased at different wholesale prices, so neighboring signs may not update together.
These factors explain why a national average can fall while a particular station rises, or why two stations a few miles apart display different prices on the same day.
How to compare crude and gasoline prices without drawing the wrong conclusion
A fair comparison must match the data before interpreting it. Use this checklist when a headline says oil is down but gasoline is up:
- Match dates: Compare the same days or weeks. A monthly retail average can conceal a rapid move in a daily crude quote.
- Match geography: A U.S. national pump average is not directly comparable with a regional wholesale price or another country’s crude benchmark.
- Identify the product: Distinguish crude, wholesale gasoline and retail regular gasoline. They are different stages and may have different units and timing.
- Check the blend and grade: Summer gasoline, reformulated gasoline, conventional gasoline and premium are not interchangeable prices.
- Check supply indicators: Look for refinery outages, pipeline or terminal problems, import changes and gasoline-inventory draws.
- Account for taxes and distribution: These portions can remain steady or vary locally while crude changes.
- Allow for pass-through: A crude move that has not persisted may not yet have reached wholesale or retail fuel.
Comparing a single crude benchmark with a pump sign and assuming a one-for-one relationship skips the stages where most short-term divergence occurs.
What drivers can do when prices diverge
Consumers cannot control refinery capacity or tax policy, but they can reduce the effect of local price differences. Use a reputable local price-comparison service or check several nearby stations before filling up. Location, local competition and supply conditions can produce meaningful differences even within one city.
Do not treat a falling crude headline as a reliable signal that waiting a few hours will produce a lower retail price. If the cause of a pump increase is a refinery outage, inventory draw or seasonal specification, crude may need to remain lower for some time before the finished-fuel market loosens. Conversely, a temporary crude dip may never produce a visible local decrease if gasoline supply is tightening at the same time.
The practical answer in one sentence
Gas prices can rise while crude oil falls when the cost or availability of finished gasoline, its transportation, taxes, seasonal requirements or local retailing changes enough to outweigh the cheaper raw material—and the effects move through the supply chain with delays that are not the same in every market.
