There is no single explanation: company prospects and valuations, corporate governance, the won, global conditions, portfolio rebalancing, and access to the market can all matter. A net-flow figure records what investors traded during a period; by itself, it does not reveal why they traded or predict what comes next.
Why are foreign investors buying or selling Korean stocks?
“Foreign investors” are not one investor with one strategy. The aggregate combines institutions, individuals, and investors with different benchmarks, time horizons, and reasons for trading. One group may buy a company for its prospects while another sells it to rebalance a portfolio. National net flows cannot show those individual motives, and available figures do not establish a universal ranking of causes.

- What was measured? Net purchases or sales are transactions over a stated period; foreign ownership value and share of market capitalization are holdings at a point in time.
- Which assets? Foreign investors can sell Korean equities while buying Korean bonds.
- Which market or company? An aggregate for listed stocks can conceal different activity in the KOSPI, KOSDAQ, and individual companies.
- What explains the move? The flow itself is evidence of trading, not proof of its cause.
What can make foreign investors buy Korean stocks?
Company prospects and expected returns
Investors may buy when they expect a company’s earnings, sales, margins, dividends, or other prospects to improve. That is a general investment mechanism, not an explanation established for any particular national flow report.

Relative valuation
Investors compare prices and expected returns across countries and sectors. The IMF’s 2025 Republic of Korea Article IV consultation describes Korean companies’ relatively low price-to-book and price-to-earnings ratios compared with other advanced economies as part of the “Korea discount.” A low valuation may appeal to an investor who expects it to narrow, but it can also reflect concerns that investors believe will persist. A valuation gap alone does not guarantee a re-rating.
Governance and shareholder treatment
Korea’s value-up program, launched in 2024, was complemented by governance reforms intended to improve transparency, align shareholder incentives, and modernize corporate practices, according to the IMF. Credible implementation may change how investors assess corporate value and how it is shared with shareholders. That does not establish the effect on a particular company or monthly flow. The IMF’s broader conclusion was: “Reforms to reduce the ‘Korea discount’ and deepen financial markets are critical to attract long-term investment.” IMF, Republic of Korea 2025 Article IV consultation.
Portfolio allocation and market access
Institutions may buy to establish or rebalance exposure to a country, sector, or company. Easier access can reduce operational friction, though it does not ensure inflows. South Korea abolished its prior foreign-investor registration requirement effective December 14, 2023. Corporate investors may use legal entity identifiers (LEIs), while individual investors may use passport numbers to open accounts. Brokers and custodians can still require onboarding documents and impose service, account, or tax procedures; investors should confirm requirements with their provider and in their own jurisdiction. Financial Services Commission: abolition of foreign investor registration.

What can make them sell?
Less attractive prospects or alternatives
An investor may sell if a company’s outlook or valuation becomes less appealing, or if opportunities elsewhere look better. This is a possible explanation, not a proven cause of a specific month’s trading without investor-specific evidence.
Currency exposure and portfolio rebalancing
A weaker won can reduce a foreign investor’s return after converting proceeds into a home currency. Investors may also sell after a price rise to restore target portfolio weights or manage concentration. These are plausible mechanisms; the reported flow figures below do not identify how much selling, if any, came from either one.
Global conditions and market frictions
Changes in rates, volatility, and perceived opportunities can influence allocations across countries and asset classes. Governance, disclosure, and operational access may also affect the return investors require. These factors provide context, not proof that a particular global event caused a specific Korean stock flow.

Disclosure has been one identified friction. The Financial Services Commission reported in 2023 that English-language KRX disclosures filed in 2022 were about 13.8% of Korean-language disclosures. That is a historical statistic, not a current estimate or a measure of the effect on investment flows. Financial Services Commission: measures to improve foreign investors’ access.

A foreign investor’s result depends on both the stock’s return in won and the exchange rate between the won and the investor’s reference currency. For example, an 8% share-price gain in won combined with a 10% fall in the won against the investor’s currency would produce a negative converted return before costs. This is a mathematical illustration, not a reported market result.
Exchange rates reflect different forces over different horizons. The Bank of Korea says that “In the long run, exchange rates are influenced by fundamental factors such as inflation differentials, differences in economic growth, and interest rate differentials between countries.” Near-term direction and magnitude can also reflect supply, demand, and expectations. The Bank distinguishes the spot foreign-exchange market from foreign-currency funding and swap markets, so active trading in one does not necessarily mean dollars are readily available in the other. Bank of Korea: foreign exchange market.

A weak won can make Korean shares less expensive in a foreign-currency comparison, but it can also reduce the value of an investor’s holdings when translated back into that currency. It therefore does not, by itself, tell you whether foreign investors will buy or sell. Nor should stock selling be treated as a mechanical cause of a weaker won: exchange rates respond through multiple market channels.

| Measure | Reported figure | What it tells you |
|---|---|---|
| Listed-stock net flow, August 2026 | Net purchases of KRW 344 billion; first monthly net buying in eight months | A one-month turn in trading, not proof of a lasting trend or its cause |
| Foreign stock holdings, end of August 2026 | KRW 2,280.6 trillion, or 34.8% of total market capitalization | A point-in-time holdings measure; it can remain high even during net selling |
| Foreign securities investment, 2025 | Equities: net outflow of USD 7.1 billion; bonds: net inflow of USD 49.1 billion | Foreign investors sold equities on net while buying bonds on net |
The August 2026 stock-flow and holdings figures are attributed to the Financial Supervisory Service and were reported by Seoul Economic Daily on September 18, 2026. The securities figures are from the Bank of Korea’s analysis of 2025 foreign securities investment. A country-level total does not reveal flows in a particular stock or show whether the same investors made both equity and bond trades.

How have access and short-selling rules changed?
The registration change effective December 14, 2023, removed a prior administrative requirement for foreign investors, but investors still need an account and must meet provider and jurisdiction requirements. The Financial Services Commission also said foreign financial institutions gained direct access to onshore foreign-exchange markets under reforms introduced in July 2024, alongside extended trading hours. These changes reduce some access frictions; they do not determine the direction of equity flows.
Short selling was fully reinstated on March 31, 2025. The Financial Services Commission described internal-control and system requirements for covered institutional and corporate investors to prevent naked short sales, with securities firms required to verify relevant requirements before accepting orders. The existence of short-selling rules does not mean foreign investors as a group are bearish. Financial Services Commission: short-selling reinstatement.
Quick Recap
How should you interpret a foreign-flow headline?
- Check the period and publisher, and whether the figure measures net trades or holdings.
- Keep the won-denominated stock move separate from the currency conversion effect.
- Check whether the figure covers equities alone or other securities as well.
- Do not infer a motive, a lasting trend, or activity in an individual stock from a national aggregate.
