The Delhi Fire Service rejected fire-safety clearance for the Ministry of External Affairs’ Jawaharlal Nehru Bhawan headquarters on Janpath Road because two reported basement issues remained unresolved: defects in a fire-check door and temporary rooms without fire detection or sprinklers. Reports published October 1, 2026, say MEA must address the outstanding work and apply for another inspection; a basement change of use also reportedly requires New Delhi Municipal Council approval.
What issues led to the rejection?
Hindustan Times and The Times of India reported that the Delhi Fire Service inspected Jawaharlal Nehru Bhawan on August 29, 2026, with an MEA representative present. A department letter dated September 25, as described in those reports, said two previously identified shortcomings remained.
Defects in a basement fire-check door
The reports describe broken glass in a basement fire-check door and door closers removed at some locations. Fire-check doors are intended to help contain fire and smoke; the reported defects mean those doors may not perform as intended.
Newly partitioned rooms without extended systems
Temporary rooms and partitions had been created in the basement, but the building’s existing fire-detection and sprinkler systems had not been extended to cover them. The Times of India attributes this description to an unnamed Delhi Fire Service official.

What is the issue with the basement’s use?
Both reports say part of the basement was being used as a residential “barrack.” Hindustan Times reports that a change of use required NDMC approval before fire-safety clearance could be granted. That approval is a separate requirement from correcting the physical fire-safety shortcomings; the reports do not establish whether NDMC has granted it.
What had been found in the earlier inspection?
Hindustan Times says an earlier 2025 inspection identified eight shortcomings, including non-functional staircase and lift-shaft pressurisation, unsealed electric shafts, a non-functional basement smoke-management system, improperly positioned sprinklers, inadequate exit signage and a non-functional diesel engine pump. It reports that those other issues were subsequently addressed. The Times of India also says most earlier deficiencies had been rectified, while the two basement concerns remained.

The accounts differ on when that earlier inspection took place: Hindustan Times gives January 24, 2025, while The Times of India says February 2025. The original inspection record was not available to resolve the discrepancy.
What must happen before another inspection?
- Complete the outstanding fire-safety work. This includes repairing the fire-check door and restoring door closers where needed, and extending fire detection and sprinklers to the basement rooms and partitions, as applicable.
- Address the reported basement change of use. Hindustan Times says NDMC approval is required for the basement’s residential use before clearance can be given.
- Apply to the Delhi Fire Service for re-inspection. The reports say the department invited MEA to apply after completing the work. They do not report a completed re-inspection or subsequent clearance.

What is the latest reported status?
The rejection and outstanding issues were reported on October 1, 2026. As of October 3, no later case-specific inspection result or clearance was verified. The reports describe a warning that occupation without required fire-safety arrangements would be at the owner’s or occupier’s risk and liability; they do not establish whether MEA has since completed the work, obtained NDMC approval or applied for re-inspection.
