Faster economic growth can lower federal debt as a share of GDP, but it does not automatically pay down the dollars already borrowed. The United States can post strong GDP gains while its nominal debt keeps increasing when annual deficits and interest costs add to the debt faster than the economy expands. Whether the debt ratio falls depends on three variables together: the primary budget balance, the interest rate on federal debt, and the economy’s nominal growth rate.
This distinction explains why the Congressional Budget Office (CBO) projects debt held by the public rising from 101% of GDP in 2026 to 120% in 2036 even while the economy continues to grow. The CBO figures are a conditional baseline, not a final outcome, and reflect laws and economic information available at specific dates.

GDP growth changes the denominator, not the debt stock
Federal debt is a stock: the accumulated value of past borrowing. The annual deficit is a flow: the amount by which federal outlays exceed revenues during one fiscal year. When the government runs a deficit, it generally issues additional Treasury securities. Those securities remain outstanding until they mature or are otherwise retired.

GDP is the value of goods and services produced during a year. If GDP rises while the dollar amount of debt is unchanged, the debt-to-GDP ratio falls because the denominator is larger. But growth does not cancel previously issued Treasury securities. If the government continues to borrow, the numerator also rises.

The CBO defines debt held by the public as Treasury securities owned by investors outside the federal government. It uses this measure because federal borrowing competes with other borrowers for funds and can affect interest rates and private investment. Gross federal debt is broader: it also includes Treasury securities held by federal trust funds and other government accounts. These measures should not be substituted for one another.
The debt-to-GDP ratio depends on three moving parts
A useful way to think about the ratio is that it changes according to the existing debt burden, the government’s primary balance, interest costs, and nominal GDP growth. The primary balance is the budget balance before net interest. A primary deficit means the government is borrowing even before paying interest on earlier debt.
In simplified terms, debt rises when the primary deficit and interest bill exceed the economic growth that enlarges the tax base and GDP denominator. Growth can therefore improve the ratio without reducing the nominal balance, but only if borrowing pressures are not growing faster at the same time.

Suppose revenues and noninterest spending leave a primary deficit equal to 2% of GDP. That gap requires new borrowing regardless of whether GDP growth is 1%, 3% or 5%. Faster growth may increase tax receipts, but it does not guarantee that receipts will cover spending commitments or that lawmakers will eliminate the primary deficit.

CBO’s February 2026 outlook says primary deficits average 2.1% of GDP from 2026 through 2036, “adding to debt held by the public each year.” Because that borrowing occurs before interest is included, growth alone cannot stabilize the debt path under those assumptions.
Interest turns a fiscal gap into additional borrowing
Net interest is the cost of servicing debt held by the public. It depends mainly on how much debt is outstanding and the average interest rate paid on that debt. When securities mature, the Treasury refinances them at prevailing rates; higher rates therefore affect the portfolio gradually rather than all at once.
If the government borrows to pay interest, the larger debt balance can generate still more interest in later years. This feedback is why a growing economy can coexist with a rising debt ratio when interest costs and primary deficits together outpace GDP growth. CBO examines this rate sensitivity in its higher-interest-rate scenarios.

| Measure | CBO projection | What it means |
|---|---|---|
| Federal deficit, fiscal year 2026 | $1.9 trillion, or 5.8% of GDP | The projected annual shortfall adds to federal borrowing. |
| Federal deficit, 2036 | $3.1 trillion, or 6.7% of GDP | The annual gap is projected to be larger relative to the economy. |
| Debt held by the public, 2026 | 101% of GDP | The starting point for the CBO baseline’s debt ratio. |
| Debt held by the public, 2036 | 120% of GDP | The ratio rises despite continued economic growth. |
| Primary deficits, 2026–2036 | Average 2.1% of GDP | Borrowing pressure exists before net interest is included. |
| Net interest payments, 2026 | 3.3% of GDP | The projected interest burden at the beginning of the period. |
| Net interest payments, 2036 | 4.6% of GDP | Higher interest costs add to future borrowing needs. |
The arithmetic is the key point: GDP growth enlarges the denominator, but the projected primary deficits enlarge the numerator and rising interest costs enlarge it further. The ratio can rise when those additions are greater than the denominator effect.
A longer horizon makes the same mechanism clearer
In its September 24, 2026 extended baseline, CBO pairs average annual GDP growth of 3.8% with an average interest rate of 4% on debt held by the public and primary deficits averaging 2.1% of GDP from 2026 through 2056. Under that particular combination, debt held by the public rises from 101% of GDP in 2026 to 175% in 2056. The figures illustrate the interaction of growth, interest and fiscal flows; they do not establish a universal growth threshold at which debt becomes sustainable.
CBO also provides a useful counterfactual. In a scenario in which the debt-to-GDP ratio stayed at its 2026 level of 101%, primary deficits would average 0.2% of GDP over 2026–2056—1.9 percentage points lower than in the extended baseline. Holding the ratio steady therefore requires a much smaller primary deficit, not simply a faster-growing economy.

Congressional Budget Office, Projections of Deficits and Debt Under Alternative Scenarios for Interest Rates and the Budget
Why a falling ratio can still mean more debt in dollars
Consider a simplified example. If debt is $30 trillion and GDP is $30 trillion, the ratio is 100%. If GDP grows to $33 trillion while debt rises to $31 trillion, the ratio falls to about 94%, even though the government owes $1 trillion more. A falling ratio in that situation signals that the economy grew faster than the debt stock; it does not mean the debt was paid down.
The reverse can happen as well. If GDP rises 3% but debt rises 6% because of deficits and interest, the debt-to-GDP ratio increases. Neither example says whether the policy is affordable by itself. The relevant question is how the debt path affects interest costs, private investment, future budgets and the government’s ability to respond to shocks.

Debt securities and tax collections are measured in dollars, so comparisons must use nominal GDP growth—the combination of real output growth and economy-wide price changes. A statement that “GDP grew 4%” is incomplete unless it is clear whether the figure is nominal or inflation-adjusted. Real growth can be strong while low inflation leaves nominal GDP growth insufficient to offset borrowing costs. Conversely, inflation can lift nominal GDP and reduce the ratio temporarily without improving households’ real purchasing power or eliminating the underlying deficit.

Interest rates can erase the benefit of faster growth
Growth improves the debt ratio only relative to the rate at which debt service accumulates. When the average interest rate on outstanding debt is near or above nominal GDP growth, existing debt does not shrink relative to the economy unless the government runs a sufficiently large primary surplus. The exact result depends on maturity structure, refinancing timing and the size of the primary balance; there is no single growth rate that guarantees a lower ratio.
Higher market rates do not reset every Treasury security immediately. Long-term and short-term securities mature on different schedules, so the average rate on the portfolio adjusts over time. As more debt is refinanced at higher yields, however, the interest share of the budget can rise even if economic growth remains positive.
How to read competing debt forecasts
Official projections are not interchangeable. CBO and the Government Accountability Office (GAO) use different models, policy assumptions and publication dates.

| CBO, February 2026 baseline | 101% of GDP in 2026; 120% in 2036 | Conditional on economic information available November 20, 2025, and laws in place through January 14, 2026; later appropriations were not included. |
| GAO, June 11, 2026 | 123% of GDP in 2036 under current policy | A separate estimate using GAO’s assumptions and methods; it should not be blended with CBO’s baseline as though it were the same forecast. |
When comparing a forecast, check the debt definition, projection vintage, policy baseline, interest-rate assumptions and whether the number is a one-year estimate or part of a long-term path. A different headline percentage may reflect methodology rather than a disagreement about the basic debt mechanism.
What faster growth can and cannot accomplish
Growth can help by
- Increasing taxable income, consumption and corporate activity, which may raise federal receipts.
- Expanding nominal GDP, thereby lowering the ratio if debt grows more slowly than the denominator.
- Improving the economy’s capacity to support public services and debt payments.
Growth cannot guarantee
- A smaller nominal debt balance, because deficits still add securities.
- A lower debt-to-GDP ratio when primary deficits and interest costs grow faster than GDP.
- Lower interest rates; strong growth can sometimes coincide with higher rates if borrowing demand or inflation rises.
- Fiscal sustainability without policy changes to revenues, spending or both.
A practical checklist for evaluating the claim
- Identify the debt measure. Confirm whether the statement concerns debt held by the public or gross federal debt.
- Separate stock and flow. Ask whether the source is discussing the dollar debt balance or the one-year deficit.
- Check the primary balance. A primary deficit means borrowing continues before interest is counted.
- Use nominal GDP growth for ratio analysis. Real growth alone does not describe the dollar denominator.
- Compare interest and growth assumptions. Review the average rate on federal debt, refinancing schedule and expected GDP growth together.
- Read the forecast date and laws included. Projections change when legislation, appropriations, trade policy or economic conditions change.
- Do not treat one forecast as a certainty. CBO and GAO numbers are scenarios based on stated assumptions, not guarantees.
The bottom line for the U.S. debt question
Faster GDP growth is helpful, but it is not a repayment plan. It can make debt smaller relative to the economy when the denominator grows faster than borrowing. Persistent primary deficits, rising interest costs or refinancing at higher rates can overwhelm that effect, leaving both the nominal debt and the debt-to-GDP ratio higher. The sound test is therefore not “Is GDP growing?” but “Are the primary balance, interest rate and nominal growth rate together putting debt on a stable path?”
