Electronics are made in multiple countries because no single location usually has the best combination of design expertise, fabrication capacity, materials, equipment, labor, infrastructure and market access for every production stage. A semiconductor may be designed by one company, fabricated on wafers in another economy, assembled and tested somewhere else, and then installed in a phone, vehicle or server in a fourth location.
This division of work makes complex products affordable and technically feasible, but it also creates interdependence. A disruption at one concentrated supplier or trade link can restrict factories far downstream. Semiconductor production shows the pattern clearly, although the exact route varies by product and company.

What an electronics supply chain actually includes
An electronics supply chain is the connected set of activities that turns ideas and raw inputs into a working product. It includes intellectual property and software as well as physical factories. For many devices, the chain contains at least these layers:
Quick wins for a faster PC:
Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Repair Windows errors before they cause bigger problemsFix Now →| Stage | What happens | Typical dependencies | Output |
|---|---|---|---|
| Design | Engineers specify what an integrated circuit or finished device should do and create the layouts, firmware and specifications. | Design software, intellectual property, engineering talent and data centers. | Chip designs, circuit boards, bills of materials and production files. |
| Materials and chemicals | Suppliers produce silicon, specialty chemicals, gases, metals, substrates and other inputs. | Refining, chemical processing, water, energy and logistics. | Inputs that fabrication and assembly plants consume. |
| Manufacturing equipment | Specialist companies build lithography, deposition, etching, inspection, packaging and test systems. | Precision engineering, software, components and maintenance networks. | Machines installed in production facilities. |
| Wafer fabrication | Factories form many copies of circuits on silicon wafers through repeated chemical and physical processes. | Clean rooms, electricity, water, gases, chemicals, equipment and highly trained staff. | Processed wafers containing individual dies. |
| Assembly, testing and packaging | Wafers are cut into dies, connected to packages, tested for performance and defects, and prepared for shipment. | Packaging materials, substrates, test equipment, labor and logistics. | Usable packaged chips. |
| Final integration | Manufacturers install chips and other components in phones, computers, vehicles, appliances, industrial systems and infrastructure. | Printed circuit boards, displays, batteries, mechanical parts, software, factories and distribution. | Finished electronics delivered to businesses or consumers. |
The OECD’s 2025 mapping treats chemicals and basic metals as upstream sources and assembly, testing and packaging (often abbreviated ATP) plus final-goods integration as downstream flows. The chain therefore extends well beyond the building that carries the final product’s brand.

How a semiconductor moves through several countries
Semiconductors provide a concrete example because their stages are technically distinct and often performed by different businesses.
- Architecture and design: A design team defines functions such as processing, memory, wireless communication or power management. It uses electronic-design-automation software and licensed intellectual property to produce a manufacturable layout.
- Design transfer to a foundry: A company without its own wafer factory can send the design to a contract foundry. This is the “fabless” model. A US fabless firm working with a pure-play foundry in Chinese Taipei is a commonly cited example of complementary specialization; other companies combine design and manufacturing internally.
- Wafer fabrication: The foundry creates layers of circuitry on silicon wafers. Lithography, deposition, etching, cleaning, doping and inspection are repeated many times. The process is capital intensive and depends on a large installed base of specialized machines and tightly controlled utilities.
- Wafer sort and preparation: Electrical tests identify functioning dies before the wafer is cut. Defective dies are separated from those that meet specification.
- Assembly, testing and packaging: Processed wafers are cut into individual dies, attached to packages, connected electrically and tested. Packaging protects the die and provides the connections needed by a circuit board.
- Downstream integration: The packaged chip is shipped as an intermediate input to an electronics manufacturer. It may be mounted on a board, combined with memory, a display, battery, sensors and software, and then installed in a finished product.
The OECD describes semiconductor production as involving more than 1,000 processes across design, fabrication, assembly, testing and packaging. Some integrated circuits can require up to 500 specialty chemicals. Those figures explain why a “chip factory” is dependent on an extensive supplier network rather than operating as a self-contained site.
Why businesses divide the work internationally
Specialized knowledge accumulates in different places
Designing a processor, operating a leading-edge wafer plant and running high-volume packaging lines require different engineering disciplines. Skills, supplier relationships and process know-how accumulate over years. A location that excels at chip architecture may not have the equipment ecosystem or clean-room infrastructure needed for wafer fabrication.
Fixed costs and scale favor concentration
A modern fabrication plant requires enormous capital investment, reliable power and water, controlled environments, process engineers and a high utilization rate. Producing for customers around the world helps a facility spread those fixed costs over more wafers. Similar scale effects apply to equipment makers, chemical producers and advanced packaging providers.

Business models connect specialists
Companies can focus on the activity where they have an advantage instead of duplicating every capability. Fabless designers buy manufacturing capacity; foundries serve many design companies; outsourced assembly and test providers specialize in the final semiconductor steps. An integrated manufacturer may still perform several stages, but the existence of specialist partners lets firms choose different combinations.
Inputs are themselves international
Even a local factory imports some combination of silicon, gases, photoresists, substrates, metals, machine parts, software updates and maintenance services. Equipment may contain components made in several other economies. A disruption can therefore arise before a product reaches the factory gate.
Where concentration appears in the data
Geographic specialization does not mean one country makes every part. It means particular stages and capabilities are clustered. OECD estimates using 2018 data found that the top five economies accounted for about three-quarters of global semiconductor value added. China, Korea and Chinese Taipei together accounted for around 60 percent of that value added in 2018.
| Measure | Figure | How to interpret it |
|---|---|---|
| Top five economies’ share of global semiconductor value added | About three-quarters | OECD estimate for 2018; it is not a current-year share and does not cover all electronics manufacturing. |
| China, Korea and Chinese Taipei’s combined share | Around 60 percent | OECD analysis of 2018 semiconductor value added, reported in 2023. |
| Semiconductor value added in final demand for ICT and electronics excluding semiconductors | 8 percent | OECD 2023 analysis of 2018 data, averaged across countries; it measures the semiconductor contribution embodied in that final demand. |
These statistics describe value added, not the number of factories or the origin of every component. They also should not be read as a map of current market shares. Production capacity, ownership, technology generations and trade routes change over time.

How a local disruption becomes a global problem
Chips are upstream inputs in products ranging from communications equipment to vehicles and industrial controls. If a concentrated supplier loses power, water, chemicals, equipment access or shipping capacity, downstream manufacturers may be unable to complete products even when their own factories are operating.
- Single-stage bottleneck: A shortage of one specialized material, machine or package can limit output at otherwise well-supplied factories.
- Trade-link interruption: Port closures, export controls, transport delays or damaged infrastructure can prevent parts from reaching the next stage.
- Qualification time: A replacement supplier may need to pass electrical, reliability and customer qualification tests. Switching is not equivalent to ordering a commodity from a new vendor.
- Inventory mismatch: A manufacturer may have enough of one chip family but lack a low-cost controller or power-management part, stopping the entire product.
- Demand amplification: When many buyers place emergency orders at once, limited capacity is allocated to the highest-priority or most profitable products, leaving other industries waiting.
The OECD’s 2018 analysis found that semiconductor value added represented 8 percent of final demand in ICT and electronics excluding semiconductors, averaged across countries. That does not mean an 8 percent supply shortfall automatically reduces final output by 8 percent. It shows that semiconductor production is materially embedded in downstream demand and that effects can cross borders.
Why “made in” labels tell only part of the story
A country-of-origin label generally identifies the legally relevant origin under the applicable customs rule, often the location of final assembly or the last substantial transformation. It does not necessarily identify where the design, wafer fabrication, packaging, display, memory, battery materials or software were produced.
The World Trade Organization explains that companies divide operations across the world, from product design and component manufacturing to assembly and marketing, creating international production chains. Assigning all commercial value to the last country in the chain can therefore obscure the contributions of earlier suppliers. A device assembled in one country may embody significant value added from several others.

A practical way to compare countries or stages
When evaluating an electronics route, use the same questions for each location rather than asking only where the final assembly occurs:
- Identify the stage: Is the location providing design, materials, manufacturing equipment, wafer fabrication, assembly/testing/packaging or final integration?
- List critical inputs: Which chemicals, metals, substrates, machines, software, utilities and services must arrive on time?
- Assess capabilities: What specialized skills, infrastructure, capital and quality systems does the stage require?
- Measure concentration: How many qualified suppliers exist, and are they clustered in the same region or exposed to the same trade route?
- Trace downstream links: Which products and economies depend on the output, and can an interruption stop a complete product?
- Separate legal origin from value added: What would an origin label show, and which important contributions would it leave out?
These questions are analytical tools, not evidence that every stage has identical costs or the same number of alternatives. Design may have many globally distributed firms, while a particular fabrication process or package type may have far fewer qualified sources.
Why every electronic product has a different map
A smartphone, a data-center server, a car-control module and a household appliance use different components and manufacturing sequences. Some products use custom chips and several layers of contract manufacturing; others rely on standard parts available from multiple distributors. A company may keep design in-house, outsource fabrication and packaging, and perform final assembly near its largest market. Another may integrate more steps in one country.

Can companies eliminate international dependence?
Moving a stage closer to the final market can reduce exposure to a particular shipping lane or geopolitical risk, but it does not automatically remove dependence. A new plant still needs imported tools, chemicals, software, trained workers and customers large enough to keep capacity busy. Building and qualifying capacity can take substantial investment and time.
More resilient strategies usually combine several measures: multiple qualified suppliers, safety stock for hard-to-replace parts, visibility into lower-tier vendors, compatible product designs, and contingency plans for transport and utilities. Each measure has a cost and may trade efficiency for flexibility. “Reshoring” one visible stage while leaving its critical inputs concentrated elsewhere can shift the risk rather than eliminate it.
The central reason the chain spans countries
International electronics supply chains are the result of deliberate specialization. Different economies offer different combinations of research talent, process expertise, supplier networks, scale, capital, infrastructure and access to customers. Companies connect those strengths across borders because reproducing the entire ecosystem in one place would often be slower, more expensive or technically impractical.
That same interconnection creates vulnerability: concentrated stages and tightly timed logistics allow a problem in one location to propagate through many products and markets. Understanding the stage being performed, its inputs, its concentration and its downstream links gives a more accurate explanation than any single “made in” label.
