Why Earth’s Atmosphere Blocks Most Ultraviolet Light from Space

Earth’s atmosphere blocks ultraviolet (UV) light selectively, not with a solid ceiling. Molecular oxygen absorbs the shortest, most energetic wavelengths, and sunlight-driven oxygen chemistry continually produces ozone in the stratosphere. Ozone then absorbs all UV-C and most UV-B before those wavelengths can reach the surface. UV-A is absorbed much less, so it accounts for most of the ultraviolet that gets to the ground.

The amount that survives depends on wavelength, ozone concentration, the Sun’s angle, altitude, clouds, aerosols and reflection from the ground. “The ozone layer” is therefore a diffuse region of enhanced ozone, not a sealed shell around the planet.

What ultraviolet light reaches Earth’s surface?

Ultraviolet radiation is usually divided by wavelength. A shorter wavelength carries more energy per photon, which is why the shortest UV is the easiest for atmospheric molecules to break apart and absorb. The 2010 WMO/UNEP environmental-effects assessment uses these boundaries:

Band Wavelength used here Main atmospheric interaction Typical transmission to the ground
UV-C 100–280 nanometres (nm) Absorbed by molecular oxygen, ozone and other minor atmospheric species Essentially none from direct sunlight
UV-B 280–315 nm Strongly absorbed by stratospheric ozone, with transmission varying by conditions A small, variable fraction
UV-A 315–400 nm Much less affected by ozone Most reaches the surface

Some older literature places the UV-A/UV-B boundary at 320 nm rather than 315 nm. The numerical boundary should therefore be stated when comparing measurements. Regardless of that convention, the physical pattern is the same: UV-C is filtered most completely, UV-B is filtered strongly but not perfectly, and UV-A passes through comparatively readily. Less ozone does not make UV-A harmless; it simply means ozone is not its dominant atmospheric control.

For sunlight traveling vertically through the atmosphere, the WMO/UNEP 2010 assessment reports that all UV-C and approximately 90 percent of UV-B are absorbed. That percentage is an assessment for the stated wavelength ranges and vertical path, not a universal value for every latitude, season, solar angle, altitude or cloud condition.

Why oxygen starts the filtering process

At the top of the atmosphere, molecular oxygen (O2) encounters the highest-energy UV photons first. NASA’s chemistry explanation notes that radiation with wavelengths below 242 nm can split an oxygen molecule into two individual oxygen atoms:

O2 + UV photon → O + O

Those free oxygen atoms are highly reactive. When one collides with another O2 molecule, a three-body collision can form ozone (O3). The third collision partner carries away excess energy, allowing the new ozone molecule to remain intact. This process is most effective in the stratosphere, where enough oxygen and sunlight coexist for ozone production while the air is still thin enough for ultraviolet radiation to penetrate.

Oxygen and ozone do not create a one-time barrier. They continually absorb photons, break apart and reform. The atmosphere filters UV because this ongoing chemistry removes particular wavelengths from the sunlight beam and converts their energy into molecular motion—ultimately heat.

How ozone absorbs UV and turns it into heat

Ozone absorbs ultraviolet photons over a broad range, especially the wavelengths that would otherwise make UV-B biologically damaging at the surface. When ozone absorbs a photon, it can split into molecular oxygen and a free oxygen atom:

O3 + UV photon → O2 + O

The oxygen atom commonly reacts again with O2 to recreate ozone. NASA describes this as an ozone–oxygen cycle: sunlight both makes ozone from oxygen and destroys ozone, while the absorbed radiation’s energy is transferred to the surrounding atmosphere as heat. Because molecules are constantly being made and destroyed, an individual ozone molecule may not persist for long even though the overall ozone-rich region continues to screen ultraviolet.

Atmospheric scientist Charles Jackman explains the ordinary chemistry this way: “The free oxygen atom is so reactive and there is so much O2 around, that out of 1001 times that this reaction occurs, 1000 times it will reform.” That is an explanatory comparison for the cycle, not a universal measured rate under every atmospheric condition.

What “the ozone layer” actually means

Ozone is spread throughout the atmosphere, with most of the protective abundance in the stratosphere. NASA’s Ozone Watch gives a total atmospheric ozone mass of about 3 billion metric tons and places the peak concentration roughly 32 kilometres above Earth. These figures describe the scale and location of the maximum concentration; they do not imply a solid sheet at that altitude.

The layer is better understood as a broad region in which ozone molecules are more concentrated than they are near the ground. Air is continually moving, and ozone production and loss vary with sunlight, temperature, circulation and chemical reactions. A ray of sunlight is filtered through many kilometres of gas, encountering oxygen and ozone molecules along its path. There is no physical surface at which UV suddenly stops.

Stratospheric ozone is protective because it removes UV-C and much of UV-B before they reach ecosystems and people. Ozone near the surface is a different matter: at high concentrations it is an air pollutant that can irritate the respiratory system and damage plants. Calling both forms simply “ozone” can obscure their very different roles.

Why UV-C is stopped almost completely

The WMO’s 1998 ozone assessment describes wavelengths below 280 nm as completely absorbed in the atmosphere by ozone, molecular oxygen and other minor species before direct sunlight reaches the ground. This range corresponds to UV-C in the convention used in this article. The shortest wavelengths are intercepted efficiently because O2 and O3 have strong absorption at those photon energies.

Consequently, natural surface sunlight contains essentially no direct solar UV-C under ordinary atmospheric conditions. Artificial sources can produce UV-C, however, so the absence of solar UV-C at ground level should not be taken as evidence that the band is intrinsically safe.

Why some UV-B still gets through

Ozone absorbs UV-B strongly, but absorption is not equally efficient at every wavelength. The longer-wavelength edge of UV-B is less readily removed than the shorter edge, so a residual amount reaches the surface. The surviving fraction changes when the total ozone column changes: a thinner ozone column allows more UV-B through, and NASA notes that the shortest UV-B wavelengths increase by a larger percentage than the longer UV-B wavelengths when ozone decreases.

The often-quoted “about 90 percent” refers to the WMO/UNEP assessment’s vertical sunlight path. It should not be applied as a fixed ground-level percentage for a sunrise, a high-altitude site, a cloudy day or a location with an unusual ozone column. Health and ecological effects depend on the spectrum that actually arrives, not on a single global average.

Why UV-A dominates the ultraviolet at the ground

UV-A, defined here as 315–400 nm, is much less absorbed by ozone. Most of it therefore passes through the stratosphere and lower atmosphere. Scattering by air molecules and particles can redirect some UV-A, and clouds can attenuate or redistribute it, but ozone is not an efficient screen for this band.

“Less absorbed” is not the same as “biologically harmless.” UV-A penetrates more deeply into skin than UV-B and participates in biological effects; the important point for atmospheric physics is that its surface abundance is controlled less by ozone than UV-B is.

Why surface UV changes from place to place

Solar elevation and atmospheric path length

When the Sun is high overhead, sunlight takes a relatively short route through the atmosphere. Near sunrise, sunset or at high latitudes, the same rays arrive at a low angle and travel through a much longer slant path. They encounter more oxygen and ozone, so surface UV-B is generally lower than it would be for a shorter path under otherwise comparable conditions. The longer route also increases opportunities for scattering and absorption by other constituents.

Ozone amount

The total amount of ozone above a location is a direct control on UV-B transmission. Day-to-day and seasonal changes in ozone can alter the surface spectrum even when the Sun’s position is similar. A reduction in ozone does not affect all UV wavelengths equally: the shorter UV-B wavelengths show the larger percentage increase noted by NASA.

Elevation above sea level

A high-elevation location has less atmosphere above it. With fewer kilometres of gas available to absorb or scatter radiation, more UV—particularly UV-B—can reach the surface. Elevation therefore adds exposure even when two places share the same latitude and ozone conditions.

Clouds and aerosols

Clouds and airborne particles can absorb, scatter or reflect ultraviolet. Their effect is not simply proportional to visible brightness: broken clouds can produce rapidly changing exposure, and scattered light can still arrive from parts of the sky that are not directly in the Sun’s disk. Local humidity, smoke, dust and pollution change the result.

Season and latitude

Earth’s tilt changes the Sun’s elevation and day length through the year. Latitude affects the typical solar path and the seasonal circulation that redistributes ozone. These factors help explain why surface UV is usually strongest in places and seasons with a high Sun, but local ozone and weather can modify that pattern.

Reflection from the ground

Ultraviolet that does not arrive directly from the Sun can be reflected upward from the surface and scattered back toward a person or instrument. NASA’s explainer, citing Herman and Celarier (1997), gives illustrative reflectivity values of as much as 94 percent for fresh snow, compared with about 2–4 percent for snow-free land and 5–8 percent for ocean. Those are representative figures, not constants for every snow crystal, soil type, water surface or viewing angle. Bright snow can therefore increase exposure even while the atmosphere itself is filtering the same incoming spectrum.

Absorption is the main “blocking” mechanism—not a roof

It is tempting to picture the atmosphere as a transparent roof that reflects ultraviolet back into space. Reflection and scattering do matter, but the core reason most UV never reaches the ground is molecular absorption. O2, O3 and other gases take up photons at specific wavelengths. The molecules are excited or dissociated, and the energy is redistributed through collisions and chemical reactions. Some radiation is scattered or reflected, yet the wavelength-selective absorption by oxygen and ozone determines the distinctive pattern of no UV-C, limited UV-B and abundant UV-A at the surface.

What happens when the ozone column changes

Because ozone is continually produced and destroyed, changes in atmospheric chemistry can alter the ultraviolet dose at the surface. Less stratospheric ozone means that a greater fraction of UV-B can pass through. The increase is spectrally uneven, with the shorter UV-B wavelengths changing by a larger percentage. A local surface measurement still depends on solar angle, altitude, clouds, aerosols and reflection, so ozone alone cannot predict a person’s exact exposure.

Solar activity can also disturb ozone chemistry. In a NASA Earth Observatory report about a solar proton event, Jackman noted: “A lot of impacts on ozone, like those caused by humans, are very subtle and happen over long periods of time, but when these solar proton events occur you can see immediately a change in the atmosphere.” The quotation contrasts timescales; it does not mean every solar event produces the same surface-UV response.

A practical way to reason about any UV situation

  1. Identify the wavelength band. Ask whether the source is UV-C, UV-B or UV-A, and state the boundary convention if a measurement is near 315–320 nm.
  2. Determine the path through the atmosphere. A high Sun gives a shorter path; a low Sun gives a longer one and generally more attenuation.
  3. Check the ozone column. More ozone usually means less UV-B at the surface; less ozone means more, especially at shorter UV-B wavelengths.
  4. Account for altitude. Less air above a high-elevation site means less opportunity for absorption and scattering.
  5. Look for clouds, aerosols and reflective ground. These can reduce, redirect or locally enhance the radiation reaching a surface.

This sequence explains why “the atmosphere blocks UV” is true but incomplete. The atmosphere is a wavelength-selective filter whose result changes continuously with chemistry, geometry and weather.

The bottom line

Earth’s atmosphere blocks most ultraviolet because oxygen and ozone absorb photons according to their wavelengths. Oxygen removes the shortest UV and supplies the atoms that form ozone; stratospheric ozone then absorbs all UV-C and most UV-B, converting the absorbed energy into heat through the ozone–oxygen cycle. UV-A is much less affected and therefore makes up most surface ultraviolet. The ozone-rich atmosphere is diffuse, dynamic and variable, so the UV dose at any location also depends on ozone amount, solar angle, altitude, clouds, aerosols, season, latitude and ground reflection.
