Why Does the Total War AI Feel Unfair? Battle and Campaign AI Explained

Short answer: Total War does not use one all-purpose AI. The campaign AI makes turn-based decisions about threats, armies, diplomacy, recruitment and buildings, while a separate battle AI controls formations, targets, siege routes and reserves in real time. The “cheating” feeling usually comes from difficulty modifiers and player-focused threat calculations layered on top of imperfect decision-making—not from an opponent that knows everything or plays by entirely different rules.

That distinction matters. A faction can receive stronger campaign bonuses yet make a poor march decision, or choose a sensible strategic objective and then waste its army at a siege. The symptoms look similar on the campaign map and battlefield, but the causes and remedies are different.

Campaign AI and battle AI are separate systems

Think of a Total War turn as two connected decisions. On the campaign map, an AI faction evaluates information it has, estimates the strength and danger of forces, selects tasks and spends resources. When armies meet, a battle controller takes over and applies tactical rules to movement, attacks, formations and objectives. The campaign controller does not directly micromanage every unit once the battle starts.

What the campaign AI controls

  • Which factions and settlements count as threats.
  • Whether an army is strong enough for an attack, defense, raid or other task.
  • Recruitment, construction, technology and resource spending.
  • Movement, stances, diplomacy, deals and task priorities.
  • How faction potential and difficulty alter strategic behavior.

What the battle AI controls

  • Deployment lines, assault designations and attack focus.
  • Target selection and movement of formations.
  • Siege entry points, gates, walls, breaches and storming routes.
  • Reserve deployment and coordination between simultaneous tactics.

A campaign mistake therefore does not prove that the battle AI is unintelligent, and a siege blunder does not show that the faction’s strategic model ignored an obvious enemy. They are different controllers with different data, goals and failure modes.

Why higher difficulties can look like cheating

Higher difficulty is not simply a request for better reasoning. Creative Assembly’s Patch 5.2 notes describe stronger AI buffs that were increased by approximately 20 percent in accordance with faction potential. The same patch revised recruitment and building priorities. Those are deliberate rules changes: the AI can begin with or receive stronger economic and military support without making more sophisticated tactical choices.

The exact effect depends on the title, patch and difficulty setting. “Legendary makes the AI smarter” is therefore an inaccurate shortcut. A higher setting can alter the numbers used to judge armies, the resources available for recruitment, the urgency assigned to the player and the relative strength of factions. It may produce a more dangerous opponent while leaving basic pathing or siege behavior unchanged.

Strength is an explicit calculation

Campaign-AI beta documentation describes a strength evaluation that uses everything the AI knows about a force, including unit composition, experience, bonuses and current stances. The resulting value is compared with a required strength ratio for a task. If the ratio is too low, the AI may spend additional resources recruiting before attempting the task.

This explains two apparently contradictory behaviors. An army that looks weak to you may be judged strong because its experience, bonuses or stance are included in the calculation. Conversely, an army that appears powerful may refuse to attack because the task requires a larger safety margin. The model is not reading your intent; it is applying thresholds to its own estimate of force power.

Threat scores can put the player in a different category

Threat scores are faction-specific and feed into task generation, diplomatic attitude and deal evaluation. Creative Assembly’s explanation of the earlier system identified anti-player bias as a major source of unfairness: player actions could generate between 50 percent and 200 percent of the threat they would generate for another AI faction, depending on personality and campaign difficulty.

“The current biggest source of anti-player bias in the game is the threat system.” — Radoslav Borisov, Principal Technical Designer, Creative Assembly

In practical terms, two AI factions can perform the same action while the player is treated as the more urgent target. A border raid, settlement capture or military buildup may produce more “attack the human” tasks than the equivalent action by an AI neighbor. The result feels personal because, under that system, it is mechanically different.

The campaign-AI beta proposed narrowing player threat generation to 90–120 percent, applying a player-strength multiplier of 100–120 percent and removing or reducing many tasks explicitly directed at human forces or settlements. Those figures describe the proposed balancing approach, not a promise that every current Total War title uses those exact ranges.

Faction potential changes the baseline

Faction Potential is a numeric value that varies between campaigns and difficulty levels and affects multiple systems. It is intended to make major factions develop at different speeds and keep a campaign from becoming static. Proposed beta work included stronger major factions, changed autoresolve weighting and different under-shroud bonuses.

Creative Assembly later said that aggression and faction-potential changes were held back because they produced unintended consequences. A faction may therefore behave differently between updates even when you select the same difficulty. A campaign that feels unusually passive or unusually explosive can reflect tuning changes rather than a hidden rule you triggered.

Why the battle AI makes strange decisions

Battle AI mistakes are easier to see because they happen in front of you. A siege army may send most units through one gate, form a blob under missile fire, fail to commit reserves or choose a poor wall section. These are not necessarily campaign-level choices. They are outputs of a layered tactical architecture.

Creative Assembly’s 2016 Game Developers Conference presentation on Warhammer siege AI describes a system built from a battle model, settlement and influence graphs, deployment lines, assault designation, attack focus, entry-point management, gate, wall and breach tactics, storm entry points, reserves and coordination between tactics. The presentation documents a design foundation for siege behavior, not proof that every current Total War game uses identical code.

Entry points and assault plans

The battle controller has to translate a strategic objective—capture the settlement—into a route. It evaluates gates, walls, breaches and storming locations, then assigns units to assault or support roles. If the chosen entry point is narrow, pathfinding and unit collision can compress many formations into a visible mass. What looks like a deliberate “one-gate cheat” may be a poor route assignment combined with congestion.

Reserves and coordination

Reserves are a separate coordination problem. The AI can identify a reserve force yet fail to release it at the moment a human commander would. One tactic may call for pressure on a wall while another waits for an opening elsewhere. When those plans do not synchronize, the army appears indecisive or suicidal even though each local behavior follows a rule.

Battle difficulty is not only a stat question

Whether battle difficulty changes unit statistics, autoresolve weighting or other values depends on the game and version. The available technical material does not support a universal claim that every difficulty setting merely grants attack or defense bonuses. Campaign modifiers and battle-controller limitations can both be present, and their effects should not be conflated.

Intentional difficulty, evaluation bias and bugs

“Unfair” describes several different situations. Separating them helps you decide whether to change difficulty, alter your tactics or wait for a patch.

What you observe Likely category What it means
AI armies recruit faster or recover from losses unusually well Intentional difficulty modifier Difficulty, faction potential or economic rules may be giving the faction stronger support.
Several factions abandon other enemies to attack you Threat-system bias Player actions may be scored differently from equivalent AI actions.
An army refuses an attack despite an apparent numerical advantage Strength-ratio evaluation Experience, bonuses, stances and task thresholds may produce a lower internal ratio than the visible unit count suggests.
Units cluster at one gate or reserves arrive too late Battle-AI limitation Entry-point, pathing or coordination logic can fail without any campaign cheating.
Factions recruit units they cannot afford, stop acting or build the wrong structure repeatedly Bug or tuning regression Implementation errors can mimic an intentional bonus or irrational strategy.

Documented implementation problems

Creative Assembly’s patch and beta notes record concrete problems that can look like cheating. Inconsistent unit-quality values caused problematic recruitment behavior because those values are used to evaluate unit power. The AI was also found to upgrade major settlements slowly and to mis-prioritize special-resource buildings. One reported Lizardmen building issue affected construction behavior.

Other notes describe recruitment attempts using pooled resources for units that were not affordable and AI factions being forced to remain inactive. Patch 6.1 documentation also records reports of suicidal behavior and concern that faction-potential changes could make minor factions too easy for major factions to defeat. These are defects or tuning concerns, not evidence of a single omniscient system.

Does Very Hard give the AI free armies?

Players often describe sudden enemy stacks as “free armies.” The safer explanation is that higher difficulties can provide stronger buffs and change how faction potential, recruitment priorities and strength evaluations work. An AI faction may recruit more aggressively, meet its internal strength threshold sooner or receive economic support that is not available on Normal.

That does not establish that every title hands out identical free units, nor that every enemy army is spawned without cost. The documented evidence supports a broader conclusion: difficulty can change the resources and calculations behind recruitment, so the same faction can field armies at a pace that feels impossible on a lower setting.

How to diagnose an unfair-looking turn or battle

  1. Identify the layer. If the problem is recruitment, diplomacy, movement, construction or repeated attacks, investigate campaign behavior. If it is formation, targeting, pathing or siege entry, investigate battle behavior.
  2. Check the version and difficulty. Patch notes are version-specific. A behavior changed in one update may be a regression or a deliberate retune in another.
  3. Compare visible strength with context. Include experience, bonuses, stances, garrison support and the task’s likely safety threshold instead of counting unit cards alone.
  4. Look for repetition. One bad move is ordinary uncertainty; the same unaffordable recruitment, inactive faction or construction error across turns is more consistent with a defect.
  5. Separate autoresolve from live battles. Autoresolve weighting can be altered independently of the real-time controller, so a result that seems inconsistent may come from a different calculation.
  6. Test a lower difficulty only as a diagnostic. If the behavior disappears, a modifier or threshold may be involved. If the same siege pathing failure remains, the issue is more likely tactical logic or map geometry.

What you can do as a player

Against campaign pressure

  • Keep a defensive reserve near settlements that repeatedly generate threat, rather than assuming diplomatic distance will protect them.
  • Use scouting and visible strength to anticipate the AI’s task thresholds; a damaged army may be ignored until it crosses the AI’s internal ratio.
  • Expect construction and recruitment priorities to be imperfect. Protect key settlements and compensate for missing special-resource buildings instead of waiting for the AI to repair its economy.
  • When several factions pivot toward you at once, treat it as possible threat-system behavior and adjust diplomacy, borders and army placement before concluding that every faction has perfect information.

Against battle-AI limitations

  • Defend narrow gates and breaches with overlapping missile and melee coverage; a congested assault route is easier to punish than a broad approach.
  • Move reserves manually when the AI’s support troops stall, especially after the first formation reaches a wall or gate.
  • Use terrain and alternative entry points to break a predictable attack focus rather than waiting for the controller to re-plan.
  • Pause or slow the battle when formations compress, then issue direct orders to separate units that have merged into one path.

What has changed recently

Creative Assembly continues to iterate on campaign AI. In the campaign-AI beta discussed in its Update on Patch 6.1, more than 50,000 campaigns were started and 65 percent continued past the early game. Very Hard was the most popular beta difficulty, followed by Legendary and Normal.

The team reported that query-system changes were good enough to ship in Update 6.1. Aggression and faction-potential work required more testing and was held back after unintended consequences. That update path explains why community descriptions can conflict: players may be comparing different builds, beta rules and released versions.

No published independent benchmark measures Total War AI intelligence directly. The strongest public evidence is Creative Assembly’s own technical explanations, patch notes and beta updates, and each is limited to the version and system it describes.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Bottom line

Total War feels unfair when several mechanisms overlap: higher-difficulty buffs make factions stronger, threat calculations can prioritize the human player, strength and faction-potential models can produce surprising strategic choices, and battle AI can mishandle routes or reserves. Some behavior is intentional design; some is a limitation of tactical coordination; some has been documented as a bug or tuning regression. Treat campaign and battle symptoms separately, check the game version, and judge a suspicious move by the system that produced it rather than assuming the whole opponent is cheating.
