There isn’t one universal cause. First work out where the stutter appears: in the video file before it reaches the stream, in your encoder preview, in a local recording, or only for remote viewers. Those are different symptoms and point to different fixes.
Find where the stutter happens
If you are watching someone else’s stream, the problem may be playback on your device or connection. If you are broadcasting a local video file through OBS or another encoder, the issue may be the file/source, the computer rendering or encoding it, or the upload connection. YouTube recommends comparing the encoder output with a local archive and checking stream health rather than assuming the source file is at fault (YouTube: troubleshoot live stream issues).

Diagnose a stutter in your broadcast
1. Check the source file and source type
Play the video file locally before streaming. If it stutters there too, the stream is receiving a problematic source; try another copy or inspect the file and playback environment before changing network settings.
In OBS, use a Media Source or VLC Video Source for a video or audio file, as OBS recommends for file playback. Test the source in a simple scene, without extra animated elements or filters, to see whether the problem follows the file or the full scene (OBS: encoding and performance troubleshooting).

2. Compare preview, stream health and local recording
Check the encoder’s status and YouTube Live Control Room messages while the problem is happening. Make a local recording or inspect the available archive, then compare it with what viewers report. YouTube recommends checking both encoder output and the local archive when stream audio or video looks wrong (YouTube: troubleshoot live stream issues).
- If the local recording and preview stutter, focus first on the source, scene, rendering or encoding workload.
- If OBS reports network-dropped frames, investigate the connection and configured bitrate.
- If local output is smooth but viewers report buffering, investigate viewer playback conditions, platform delivery and latency rather than treating the file as the proven cause.
3. Distinguish network drops from computer performance
OBS’s network-dropped-frames indicator points to an unstable connection or a configured bitrate that exceeds available capacity. Lowering bitrate can be a useful diagnostic, but OBS cautions that it does not necessarily fix the underlying connection problem (OBS: dropped frames and network issues).

If rendering or encoding performance indicators rise instead, reduce the computer’s workload. Close unnecessary applications, test a simpler scene and consider lowering output demands. OBS identifies frame rate and system workload as factors in rendering and encoding performance (OBS: encoding and performance troubleshooting).
4. Check upload capacity against total bitrate
Check upload bandwidth, not just download speed. Compare the available outbound capacity with the total bitrate your stream sends; include any backup output if you are sending one. YouTube recommends upload capacity with 20% headroom above the total streaming bitrate. Other users or devices sharing the connection can reduce the capacity available to the stream (YouTube: live streaming tips).

If capacity is tight, temporarily lower bitrate or output demands and test again. Change one setting at a time so you can see whether the symptom changes; YouTube recommends testing with representative movement and audio and monitoring stream health (YouTube: live streaming encoder settings).
If only viewers see buffering
A smooth encoder preview and local archive do not guarantee smooth playback for every viewer. Viewers have different devices, apps, browsers, networks and locations. Ask an affected viewer to try another connection or supported device, and compare reports from more than one viewer before changing your encoder settings (YouTube: troubleshoot video playback).

Latency settings also involve a trade-off: YouTube notes that lower latency can mean less buffer in the player and a greater chance of playback interruptions (YouTube: live stream latency). For HLS delivery, YouTube describes video as being delivered in segments, with higher latency than a continuous stream (YouTube: HLS ingestion). If interruptions affect viewers, consider whether the current latency choice suits the broadcast instead of automatically selecting the lowest delay.

- Note exactly where the stutter occurs and when it starts.
- Check the source file locally, then use a simple OBS scene with a Media Source or VLC Video Source.
- During a test, compare OBS network-dropped frames with rendering and encoding performance indicators; also check YouTube’s live dashboard and a local recording.
- If network drops rise, check upload capacity against total bitrate and available headroom. If performance indicators rise, reduce computer workload or output demands.
- Change one variable, then retest with representative movement and audio. Keep a change only if the relevant output improves.
- If local output remains smooth but viewers still report buffering, test their device or connection and reassess latency rather than making unrelated source-file changes.

Playing a video file through a live stream does not make its contents yours to broadcast. Use material you own or are authorized to stream, and check YouTube’s copyright and live-stream policies before going live. A technical fix for stutter does not resolve rights issues or guarantee that a stream will remain available.
