Playtime, replayability, multiplayer, Early Access content, comparable games, regional purchasing power, storefront rules and temporary promotions can all change the number a player sees. A $20 price may be a permanent base price, a regional conversion or a two-week launch discount from a much higher regular price, so those mechanisms must be separated before comparing games.
First, identify what “launch price” means
Players often use “launch price” to describe several different figures. The regular base price is the publisher’s standing price for an edition in a particular country and storefront. An introductory or launch discount temporarily reduces that base price. A regional price changes the amount for a country or currency, while a platform-specific price can differ between PC, console and other storefronts.

For example, a game displayed at 10% off on release has not necessarily “launched at” that reduced amount. Its regular price could be visible beside the offer, and the promotion may end after the launch window. Conversely, a lower price in another country may be that market’s normal price rather than a sale.
Publishers price the experience players expect to receive
Steam’s pricing guidance tells developers to consider the value customers receive and the market around the game. It specifically points to expected playtime, replayability, multiplayer features, Early Access status, comparable games and the role of future promotions. Those factors explain why two games made by similarly sized teams can launch at different prices.

Playtime is only one part of value
A short, tightly authored game can justify a different price from a title designed for dozens of hours, but hours alone do not determine the number. Replayable runs, procedural systems, competitive matches, cooperative play and ongoing updates can give players reasons to return. A campaign that takes 12 hours may be a different proposition from a 12-hour game with no repeatable content, while a multiplayer title may derive value from the community and number of available modes.
Steam’s guidance does not establish a formula in which a certain number of hours equals a fixed price. It asks developers to judge the amount and type of experience they are offering. That is why claims such as “a small budget always means a cheap game” or “a large game must cost the maximum” are too broad without evidence about the individual title.
Comparable games set a reference point
Developers research similar releases and customer feedback before choosing a price. Comparisons help a studio understand what players already pay for games with similar scope, modes and presentation. The purpose is not simply to undercut every competitor. Steam’s documentation states, “It’s not about trying to undercut competition with a lower price.” A publisher may choose a price near comparable games, above them for a larger or more persistent experience, or below them to match a narrower scope.

The relevant comparison is the experience a customer is deciding between.
Early Access changes the timing of the price
Early Access means that players buy and play a version before the developer considers it complete. Steam’s Early Access documentation says most developers have chosen a price below their intended full-release price. The stated reasoning is that the available content and polish are still developing, with the possibility of raising the price as the game expands.

Why an Early Access price may start lower
A lower starting price can align the amount of content available today with what players receive today. It can also acknowledge unfinished features, bugs or a roadmap that has not yet been delivered. In this model, the initial amount is not a permanent valuation of the finished game; it is a price for an earlier stage.
Developers should explain that possibility clearly. A buyer needs to know whether the current build is feature-complete, how development plans may change and whether the price is expected to rise. A future increase is not guaranteed merely because a game is in Early Access, but Steam’s documentation explicitly allows that approach.
Some Early Access games cost more, not less
Steam also notes that some developers set a higher Early Access price to reach a smaller group of committed fans. A higher price can reduce the number of purchasers while attracting players who specifically want to participate in development, provide feedback or support the project early. Therefore, Early Access status by itself does not predict a discount.
The principle is summarized in Steam’s own wording: “Pricing decisions depend on the nature of your game and what behavior you’d like to encourage.” A studio seeking broad testing may choose a lower barrier; one seeking a focused community may choose a higher one.
Price increases can affect launch promotions
Steam’s Early Access rules say that increasing the price within 30 days of the transition to full release blocks a launch discount at that transition. This is a platform-specific operational rule and can change, so developers should check the current documentation before scheduling a price increase and release promotion. For players, it means an Early Access price change near full release can affect whether a separate launch offer appears.

A launch discount is separate from the regular price
Steam describes a launch discount as an optional promotion that starts when a title releases. Its discounting documentation generally suggests a discount of 10% to 15%, lasting seven to 14 days, with a 40% limit. These figures describe Steam’s system, not every store’s policy.
Why publishers use a launch offer
A temporary reduction can concentrate purchases during release, reward early adopters and create a clear event for a new title. It can also make the game easier to try while reviews, streams and community discussions are emerging. Because the offer is optional, two games with identical regular prices may launch with different displayed amounts, and one may have no launch discount at all.
Steam’s discount guidance illustrates a gradual approach to deeper discounts over time, moving from 33% to 50%, 66%, 75% and beyond over a year or more. That progression is guidance rather than a promise for every game. The practical lesson is to look at both the sale price and the regular price before concluding that a title permanently launched cheaply.
How to read a store listing
- Check whether the lower figure is accompanied by an “off” percentage or an end date.
- Record the regular price shown for the same edition, platform and currency.
- Verify whether the offer applies to a bundle, deluxe edition or standard edition.
- Do not assume another storefront follows the same launch-discount duration or percentage.
Regional pricing reflects more than a currency conversion
Steam says its pricing system supports 37 currencies and four region groups. Its tools offer three broad approaches: direct exchange-rate conversion, purchasing-power conversion and a multi-variable method that considers purchasing power, comparable entertainment costs and exchange rates. Developers retain discretion over the final regional amounts; the tools provide data rather than mandatory prices. Details can change as Steam updates its systems.
Why exchange rates alone are insufficient
A simple conversion from US dollars or euros can produce an amount that does not match local wages, prices for other entertainment or common spending patterns. Purchasing-power methods attempt to relate the price to what customers in that market can afford. The multi-variable approach adds the cost of comparable entertainment and exchange-rate information, producing a different result from a calculator that uses only the day’s currency rate.

Regional pricing is therefore not proof that a publisher is charging the same real-world value everywhere, nor is it necessarily a mistake. It is a market decision made within the storefront’s available tools.
A publisher’s platform explanation is not a universal rule
Dovetail Games’ support article says the platforms it supports use broader economic circumstances rather than only current exchange rates when converting regional prices, and describes the structure as typically refreshed annually. That is an explanation from one publisher about the platforms it supports, not evidence that every game and storefront updates prices on the same schedule.

The same game may show different amounts on different storefronts because each platform can maintain its own price matrix, currency support and promotion restrictions. Dovetail Games explains that PC competition includes other PC platforms and key resellers, while console stores operate as closed platforms in its account. It also says discount timing and restrictions differ by platform. Treat those points as that publisher’s description, not a universal rule for all titles.
A platform may require a publisher to submit prices in a particular currency, use a recommended conversion table or follow limits on how soon a product can be discounted again. Another storefront may allow a different schedule. Taxes, local consumer law, payment costs and platform fees can also affect the final amount a customer sees, but the supplied platform explanation does not establish one identical formula across stores.

Before deciding that one game “launched cheaper,” normalize the comparison. Use this checklist in order:
- Edition: Confirm that both prices cover the same standard, deluxe or bundled content.
- Storefront: Record whether each figure comes from the same PC, console or other store.
- Country and currency: Compare prices from the same region, including how tax is displayed.
- Release stage: Establish whether either game is in Early Access and whether the other is at full release.
- Timing: Note the date and whether a sale, launch promotion or permanent price change is active.
- Experience: Compare expected playtime, replayability, multiplayer, update plans and comparable titles.

What a low launch price does—and does not—tell you
A lower amount can signal a smaller expected experience, an Early Access build, a deliberate introductory promotion or a regional adjustment. It does not, on its own, prove that the game had a smaller development budget, lower quality or fewer features. Steam’s pricing guidance supports evaluating scope and customer value, but it does not say that team size or production cost mechanically determines the retail price.
Nor does a high price guarantee a long campaign or a successful game. A publisher may be positioning a title for a committed audience, pricing a broad multiplayer feature set or choosing a higher Early Access amount. The number is a commercial decision about expected value and behavior, not a standardized measurement of quality.
A practical way to interpret the number you see
If the price is low on release day
Look first for a discount label and an end date. If one exists, treat the amount as temporary. If there is no promotion, check the edition and region before inferring that the publisher selected a low permanent base price.

Read the Early Access description for current content, unfinished systems and the possibility of a future increase. A lower amount may reflect what is playable now, while a higher amount can reflect a strategy aimed at committed participants.
If another country pays less or more
Check the storefront’s regional price rather than converting currencies yourself. Steam allows developers to choose among conversion approaches and set their own regional amounts. A difference can therefore reflect purchasing power, comparable entertainment costs or publisher policy rather than an arithmetic error.
If another platform shows a different regular price
Compare the same edition and release stage, then consult that platform’s sale terms. Platform-specific matrices and discount restrictions can make otherwise identical offers diverge.
The bottom line
Games launch at lower prices when the publisher expects a different level or type of value, is selling an Early Access version, is running a temporary launch promotion or has set a lower regional or platform price. Those explanations can overlap. The reliable comparison is not the headline number but the complete context: edition, storefront, country, release stage, date, discount status and the experience the game is designed to provide.
