Diesel can stay expensive while crude oil falls because the pump price is not a direct quotation of crude. Crude is the main feedstock, but drivers also pay for refinery capacity and margins, distillate inventories, exports and imports, transport, retail operations, and taxes. Those layers can move in different directions. In the United States, crude represented about 51% of the monthly average retail on-highway diesel price over 2004–2025, according to the U.S. Energy Information Administration (EIA). The remaining share leaves substantial room for diesel prices to rise, fall slowly, or move opposite to crude.
The short answer: diesel is a product-market price, not a crude-oil pass-through
A barrel of crude must be refined into products before it becomes diesel at a filling station. Between the oil producer and the driver are several markets and costs:
As an Amazon Associate I earn from qualifying purchases.
- the crude feedstock and its benchmark price;
- refinery operating costs and the value of diesel relative to other products;
- inventories and available distillate production;
- international trade, exports, and regional transport capacity;
- wholesale distribution and retail-station costs and margins; and
- federal, state, county, and local taxes.
EIA describes these as four broad pump-price components: crude oil; refining costs and profits; distribution, marketing, and retail station costs and profits; and taxes. Their percentages are not fixed. A drop in crude lowers one component, but a simultaneous increase in refining margins, freight costs, taxes, or scarcity premiums can offset it.
This is why the question “Why don’t gas prices follow oil prices?” needs a more precise answer. Which oil benchmark, which fuel grade, which location, and which stage of the supply chain are being compared? A crude-futures price per barrel and a retail-diesel price per gallon are not equivalent measurements.

What is included in a U.S. diesel pump price?
Crude oil: the largest single input, but not the whole bill
Crude is the principal feedstock for diesel. However, EIA’s 2004–2025 analysis found that it accounted for about 51% of monthly average U.S. retail on-highway diesel prices. That is an average over a long period, not a permanent rule for every month, state, or fuel market. The share can be higher when refining and logistics are inexpensive and lower when diesel supplies are unusually tight.
“Crude oil” also does not mean one identical worldwide price. West Texas Intermediate, Brent, and regional crude grades can trade at different values because of quality, location, transport, and market conditions. A chart using one benchmark may not track the crude actually used by a particular refinery.
Refining converts crude into a valuable mix of products
Refineries produce diesel, gasoline, jet fuel, residual products, and petrochemical feedstocks in combinations determined by refinery design and operating choices. They cannot instantly make any desired product in unlimited quantities. Maintenance, unplanned outages, environmental requirements, crude quality, and the availability of specialized equipment can reduce diesel output even while crude remains plentiful.

EIA defines it as the wholesale diesel price minus the crude spot price, expressed on a comparable per-gallon basis. If crude falls from $3.00 to $2.70 per gallon equivalent while wholesale diesel falls only from $4.20 to $4.10, the spread widens from $1.20 to $1.40. The lower feedstock cost is then partly offset by a more expensive diesel product relative to crude.
The crack spread is an indicator or proxy for refinery margins, not a refinery’s complete accounting profit. It does not by itself include every operating expense, financing cost, contract, product yield, or difference between a refinery’s actual crude slate and the benchmark used in a published spread.

Distribution and retail add local costs
After refining, diesel moves through pipelines, barges, rail, trucks, terminals, and storage tanks before reaching a station. Wholesale prices reflect those movements; the pump price also includes station labor, maintenance, rent, electricity, card fees, compliance costs, and the retailer’s margin. A station close to a terminal may face a different delivered cost from one supplied by truck over a long distance.
Taxes vary by jurisdiction
For U.S. on-highway diesel, EIA reported a federal tax of 24.40 cents per gallon in 2026: a 24.30-cent excise tax plus a 0.1-cent Leaking Underground Storage Tank fee. EIA also reported average state taxes and fees of 35.86 cents per gallon in January 2026. These figures are U.S.-specific and do not describe taxes in other countries. State and local rates, exemptions, and fuel programs can make two nearby stations charge different final prices even when they buy from the same wholesale market.

Crude and diesel respond to separate supply-and-demand balances. When crude prices fall because global oil demand weakens, diesel demand may not fall as quickly. Freight, construction, farming, manufacturing, and heating all use distillate fuels. If refiners cannot supply enough diesel, the wholesale product price can remain high or rise.
In that situation, the crack spread widens. The pump price may decline only slightly, remain flat, or increase if the spread and local costs rise more than crude falls. Conversely, if refineries have abundant diesel output and inventories are comfortable, a crude decline can pass through more quickly.
The spread is therefore useful for explaining divergence:

Why diesel supplies tighten independently of crude
Diesel shares the distillate market with heating oil
Diesel is part of the broader distillate-fuel market, which also includes heating oil. Heating oil and diesel are practically the same fuels, although they can differ in taxation, specifications, and permitted uses. Refineries produce them together, so a surge in one use can draw on the same pool available to another.
EIA reports that distillate crack spreads are usually highest from October through February. That is a recurring seasonal tendency, not a guarantee for every year. Winter heating demand can tighten supplies, while agricultural demand often increases in the fall. Diesel demand also tends to reflect economic activity: more freight and construction can lift consumption even when crude demand signals are mixed.
Inventories act as a buffer—and a warning signal
When storage tanks are full, buyers can draw down inventories during a refinery outage or demand spike. When stocks are low, even a modest disruption can produce a large price response because traders and distributors have less spare fuel to cover the gap. Low inventories can therefore keep diesel margins elevated after crude has started to decline.
Refinery outages reduce product supply
Planned maintenance, hurricanes, fires, equipment failures, labor interruptions, or restrictions on a refinery’s operations can remove diesel production from the market. A disruption in one region may not be quickly repaired by another if pipelines, ports, storage, or blending facilities lack spare capacity.
International trade changes the barrels available locally
Diesel is traded globally. Strong demand overseas can attract cargoes that might otherwise supply domestic buyers. Exports can support refinery economics while tightening local inventories; imports can relieve a shortage when ports and infrastructure can receive them. EIA’s September 2026 analysis attributed elevated U.S. distillate margins to reduced global refining activity in Russia, China, and the Middle East, along with U.S. net exports and low inventories. That was a dated explanation of market conditions, not a permanent relationship.

Why prices differ between U.S. regions
Distance from supply is a major influence. EIA identifies the Gulf Coast as the source of about half of U.S. diesel production. Regions connected efficiently to Gulf Coast refineries can receive fuel through pipelines, waterways, or terminals. Other regions may rely more on long truck routes, rail, ships, or local refineries.
Regional infrastructure can limit how quickly fuel moves:
- pipeline capacity may be fully subscribed;
- river levels or port congestion can delay barges;
- storage tanks may be inadequate during a surge;
- a refinery outage can remove a large share of a local market’s supply; and
- fuel specifications can prevent one region from immediately using supplies made for another.
EIA notes that the West Coast, particularly California, is relatively isolated from other U.S. fuel markets. Its prices can be higher because of supply constraints and taxes, not simply because crude is more expensive there. Local station competition, ownership, traffic patterns, and operating costs add another layer at the pump.

EIA’s October 2026 Short-Term Energy Outlook reported that U.S. retail diesel averaged $6.29 per gallon in September 2026. EIA attributed the increase to both higher crude prices and rising crack spreads. The outlook forecast prices above $4 per gallon through 2027, with low inventories keeping spreads elevated.

How to compare crude and diesel prices correctly
A useful comparison aligns five dimensions before drawing a conclusion:
- Geography: compare the same country or region. A U.S. Gulf Coast wholesale series is not a direct match for a retail price in California or another country.
- Time period: use the same dates and frequency. A daily crude futures quote and a monthly retail average can move differently simply because they measure different windows.
- Market stage: compare crude spot or futures with wholesale diesel, or compare retail diesel with a delivered crude-cost estimate. Do not treat a barrel quote as a pump quote.
- Units: convert barrels to gallons before calculating a spread. One barrel contains 42 U.S. gallons, but conversion alone does not account for refining, transport, taxes, or product yields.
- Market factors: check the diesel crack spread, distillate inventories, refinery availability, exports and imports, seasonal demand, distribution costs, and taxes.
Looking only at the crude line can make a normal product-market response appear mysterious. Looking at crude, the crack spread, inventories, and the local retail components together shows which layer changed.
Why diesel often costs more than regular gasoline
EIA reports that diesel has generally been more expensive than regular-grade gasoline in the United States since September 2004. It attributes that pattern to increased worldwide distillate demand and the costs of producing and distributing U.S. ultra-low-sulfur diesel. Gasoline and diesel use different refining pathways, specifications, seasonal patterns, and trade balances, so a fall in crude does not force their retail prices to converge.

What drivers and businesses should watch
For a household tracking pump prices
- Check whether crude and wholesale diesel are moving together or whether the diesel crack spread is widening.
- Watch local and regional inventory news, refinery outages, and severe-weather disruptions.
- Compare stations within the same area because taxes, delivery distance, and competition can produce meaningful differences.
- Expect greater seasonal risk from October through February, while recognizing that weather and market conditions vary each year.
For fleets and freight operators
- Budget against the diesel product market, not crude alone.
- Track the region where vehicles actually refuel; a national average may hide a local supply constraint.
- Separate temporary market spikes from structural tax or logistics costs when evaluating contracts.
- Use a clearly defined wholesale index and adjustment schedule if a fuel surcharge is tied to an external price.
Common misconceptions
“Crude fell, so diesel should fall by the same percentage.”
Only the crude portion can respond directly in that way. Refining margins, inventories, trade, logistics, taxes, and retail margins may move differently.
“A high crack spread equals a refinery’s profit.”
It is a proxy for the value of diesel relative to crude. Actual profit depends on the refinery’s full cost structure, product mix, contracts, yields, and other expenses.
“Diesel always follows crude after a fixed delay.”
There is no universal lag established for every region or market condition. Timing depends on inventory, contracts, transport, retail pricing practices, and whether the change begins in crude or in diesel demand and supply.
“A national average explains every station.”
National averages combine regions with different taxes, infrastructure, supply sources, and competition. They are useful for broad trends, not for predicting the exact price at one pump.

Bottom line
Diesel prices can diverge from crude because diesel has its own market. Crude supplies the feedstock, but refinery capacity and margins, distillate inventories, heating and transport demand, exports, regional infrastructure, retail costs, and taxes determine what drivers ultimately pay. The diesel crack spread is the quickest indicator of whether the product market is offsetting a crude decline, while local supply and tax conditions explain why the result differs from one place to another.
