Why Did the Akatsuki Target Their Victims in Naruto? The Jinchuriki Plan Explained

Short answer: Akatsuki targeted jinchuriki because each host carried one of the Tailed Beasts. Capturing the host gave the organization access to the beast it needed for a larger plan. That was the group’s shared objective; it was not the private reason every member joined, and it does not mean every victim was selected because of a personal grudge.

This explanation includes major spoilers for Itachi’s history, Sasuke’s alliance with Akatsuki, and the Fourth Great Ninja War.

What Akatsuki was actually hunting

In Naruto, the decisive word is jinchuriki: a person with a Tailed Beast sealed inside their body. Akatsuki’s continuing operation was a hunt for those hosts. The human target was the means of obtaining the far more important prize—the beast within.

That distinction answers most versions of the question. Akatsuki was not conducting a roster-wide revenge campaign against people who had offended its members. It was assembling the Tailed Beasts for an organization-level objective. A host could therefore become a target even when no Akatsuki member had a personal history with that person.

The Naruto Official Site’s retrospective on the Hidan and Kakuzu arc describes the jinchuriki hunt continuing while Akatsuki members operate elsewhere. The same official account later connects Sasuke’s team to a mission against the Eight-Tails’ host, Killer Bee. Those details establish a practical pattern: identify a host, capture the host, and advance the collection.

Why the Tailed Beasts mattered

Akatsuki’s plan is easier to follow when its stages are kept separate. First came the collection of the beasts. Then came the attempt to use their combined power for a much larger project. The individual captures were therefore operations inside a strategic campaign, not independent villain-of-the-week plots.

  1. Locate a jinchuriki. The host is the accessible human link to a Tailed Beast.
  2. Defeat and secure the host. Akatsuki’s teams treated the capture as a mission, not as a symbolic attack on the host’s village.
  3. Obtain the beast. The organization’s goal was the Tailed Beast itself, whether acquired through extraction or another method shown in the story.
  4. Feed the larger plan. The accumulated power was meant to change the political and military balance of the shinobi world.

The sources available for this explanation do not provide a complete mission ledger for every host. They do, however, establish the organization-wide hunt and the named Killer Bee operation. It is safe to explain the common strategy; it is not safe to invent a personal assignment for every capture.

The plan changes as the story reveals more

Akatsuki’s objective is not presented in one unchanging speech. Different leaders describe different purposes, and later revelations expose a deeper endgame.

Pain’s public rationale

Pain presents the collected beasts as overwhelming power that could force the nations to understand the cost of war. In that version of the plan, the Tailed Beasts are a deterrent so terrifying that peace would be imposed through fear. The jinchuriki hunt is consequently framed as a way to acquire a weapon capable of ending the cycle of conflict.

Obito and Madara’s later endgame

War-era retrospectives shift the emphasis to the attempted revival of the Ten Tails and the conflict over the Tailed Beasts. The later endgame centers on the Infinite Tsukuyomi: a world-scale illusion intended to place humanity under a single imposed dream. This is not a contradiction in the capture missions. It is the story revealing that the power Akatsuki gathered was being directed toward a more radical plan than the public explanation suggested.

The Naruto Official Site’s war retrospectives confirm the Ten Tails revival effort and the conflict surrounding the beasts. They are narrative summaries rather than full transcripts of every character’s planning, so the safest wording is that the strategic rationale develops from Pain’s stated logic into Obito and Madara’s Infinite Tsukuyomi project.

Organization goal versus a member’s real motive

Masashi Kishimoto explained in a VIZ Media interview published February 13, 2012, that he wanted Akatsuki to be an anti-hero group with different reasons for becoming outlaws. His point is essential: a character can participate in the same operation while wanting something entirely different from the organization’s leader.

Person or group Role in the target hunt What the evidence supports What it does not establish
Akatsuki as an organization Collect the Tailed Beasts by pursuing their hosts A continuing jinchuriki hunt serving a larger plan A unique personal grudge against every host
Pain Public ideological leader of the operation Using overwhelming beast power to impose peace through fear That every member accepted his reasoning
Obito and Madara Architects of the war-era endgame The Ten Tails revival effort and Infinite Tsukuyomi objective That the early public rationale was the whole plan
Itachi Uchiha Akatsuki member and covert Leaf operative A double-agent mission connected to the Uchiha coup and Sasuke’s survival Sincere loyalty to Akatsuki’s project
Sasuke and Taka Temporary operational allies sent after Killer Bee A specific mission to capture the Eight-Tails’ host That Sasuke’s personal vengeance against Konoha came from Akatsuki’s objective
Orochimaru Former associate with his own fixation on Sasuke A possessive interest in Sasuke distinct from the collective hunt A complete private explanation for every Akatsuki capture

Itachi: the clearest hidden motive

Itachi is the strongest reason not to treat Akatsuki’s stated objective as each member’s true purpose. The official account of his history describes him as acting as a double agent for the Hidden Leaf while an Uchiha coup threatened the village. He carried the burden of the massacre, entered Akatsuki, and still could not bring himself to kill Sasuke.

From the outside, Itachi looked like an international criminal who had joined the group responsible for hunting hosts. From the inside of the story, his membership also functioned as cover for a protective mission. He could monitor threats, preserve the possibility of Sasuke’s survival, and keep the truth about the coup hidden. His actions were morally catastrophic, but they were not evidence that he embraced Akatsuki’s final plan.

VIZ’s editorial description of Naruto: Itachi’s Story: Daylight reinforces this split identity by emphasizing that the Leaf, Akatsuki, the Uchiha clan, and Sasuke each perceived a different Itachi. That is why “Why did Itachi target the victims?” has no simple answer: the organization’s operation and his concealed loyalties overlap without being identical.

Sasuke and Taka: one mission, two motives

Sasuke’s relationship with Akatsuki is another deliberate contrast. After learning the truth about Itachi, Sasuke declared that his new team existed to destroy Konoha. That is a personal vengeance objective rooted in what he believed the village had done to his clan and to Itachi.

The official retrospective then records Taka joining Akatsuki and traveling to Unraikyo to capture Killer Bee, the Eight-Tails’ host. The mission advanced Akatsuki’s collection strategy. It did not transform Sasuke’s revenge into an ideological commitment to Pain, Obito, or Madara.

These motives can operate simultaneously:

  • Akatsuki’s assignment: secure the Eight-Tails’ jinchuriki.
  • Sasuke’s personal agenda: destroy Konoha.
  • Taka’s immediate function: serve as Sasuke’s team during the assigned operation.

Keeping those layers separate prevents a common mistake—assuming that every person standing beside Akatsuki shares its beliefs.

Orochimaru and the difference between a rival and a target

Orochimaru illustrates a different kind of confusion. The official retrospective for the Kazekage Rescue and Long-Awaited Reunion material depicts him speaking about Sasuke as his possession, provoking Naruto’s anger. That language supports describing Orochimaru’s pursuit of Sasuke as personal and possessive.

His fixation should not be used to explain the jinchuriki hunt. Sasuke can be a personal rival, recruit, vessel, or object of possession in one character’s story while the Tailed Beasts remain Akatsuki’s strategic targets. A person’s importance to one member does not automatically make that person one of the organization’s hosts or explain every operation.

What can—and cannot—be said about the other victims

The phrase “each of their victims” sounds as if canon gives every victim a neat Akatsuki-member pairing with a documented reason. The available official summaries do not support that level of precision. They establish the category—jinchuriki—and identify the Killer Bee mission, but they do not publish a complete assignment chart that explains why each duo was selected for each host.

Some fan discussions infer that a particular member was chosen because of a matching ability, temperament, or rivalry. Unless a manga chapter, episode, or authoritative guide explicitly supplies that reason, it remains an interpretation rather than a confirmed motive. The same caution applies to claims that a member personally hated a particular host.

A canon-safe description of the unnamed or less-documented operations is therefore:

  • The host was targeted because the person carried a Tailed Beast.
  • The capture served Akatsuki’s collective plan.
  • The participating members may have had additional motives, but those motives require evidence for that specific character and mission.
  • The story’s creator intentionally gave Akatsuki members different backgrounds, so a single psychological explanation cannot cover them all.

How to read the public story versus the concealed story

Naruto repeatedly separates what a character says from what the audience later learns. That structure is especially important with Akatsuki.

Public explanation

At the organizational level, the visible explanation is straightforward: gather the Tailed Beasts through their hosts and use their power to reshape the world. Pain’s language makes the plan sound like a brutal peace mechanism.

Concealed motive

Later revelations add private agendas. Itachi is protecting the Leaf and Sasuke while carrying out a double-agent role. Sasuke is pursuing vengeance while temporarily performing an Akatsuki mission. Obito and Madara are directing the collected power toward the Ten Tails and Infinite Tsukuyomi. The same battlefield can therefore contain several motives at once.

What remains inference

The sources do not justify saying that every capture was a custom matchup designed around a member’s specialty. Nor do they prove that every participant believed the same version of peace, revenge, or salvation. When the story does not state a reason, the accurate answer is that the organization needed the host as a vessel for a Tailed Beast.

A spoiler-safe timeline of the targeting logic

  1. Akatsuki forms around outlawed shinobi with different histories. Kishimoto’s creator explanation frames the members as anti-heroes with distinct reasons for rejecting society.
  2. The organization begins pursuing jinchuriki. Hosts are targeted because they contain the Tailed Beasts required for the larger strategy.
  3. Itachi participates under concealment. His membership hides a double-agent role tied to the Leaf, the Uchiha coup, and Sasuke.
  4. Sasuke declares a separate revenge mission. His stated goal is the destruction of Konoha, not the ideological adoption of Akatsuki’s plan.
  5. Taka undertakes the Killer Bee operation. The team’s mission against the Eight-Tails’ host is a concrete example of an operational assignment inside the broader hunt.
  6. The war reveals the deeper endgame. The attempted Ten Tails revival and Infinite Tsukuyomi project show how the collected beasts fit into the final conflict.

The precise answer to “why each victim?”

Each victim was targeted at the category level because that person was a jinchuriki: a living container for a Tailed Beast. Akatsuki needed the beasts, so it pursued their hosts. That is the documented common reason.

Individual members complicate the picture. Itachi’s participation concealed a protective double-agent mission. Sasuke’s personal reason for fighting Konoha was separate from Taka’s Killer Bee assignment. Orochimaru’s possessive interest in Sasuke was personal rather than a statement of Akatsuki’s collective purpose. Pain, Obito, and Madara supplied different explanations for what the gathered power would accomplish.

For victims and assignments not specifically explained in the cited official material, the responsible conclusion is limited: they were part of the jinchuriki collection, while any additional personal motive remains unconfirmed unless the manga or anime explicitly supplies it.
