Nevada said its records showed no evidence that the voters it could match to records provided by the Department of Homeland Security (DHS) were noncitizens. But the state also warned it could not be certain those were the same people DHS intended to flag: DHS supplied 185 voter case numbers, not names, birth dates or addresses, and county voter IDs could be duplicated.
What happened to the 15,903 figure?
DHS initially said that up to 15,903 noncitizens could be on Nevada’s voter rolls. That was a preliminary upper figure, not a verified count of people who had voted. The records had not all received a full manual review. Techdirt’s September 11, 2026 report described the original figure and the later, smaller list.
The distinction matters: being listed as registered is not the same as casting a ballot, and an initial estimate is not a confirmed count of ineligible voters.
Why did DHS later provide 185 case numbers?
DHS subsequently gave Nevada 185 voter case numbers that it described as possible noncitizens and said had undergone manual review. The 185 were a subset of the original claim—not proof that 185 people were noncitizens, registered unlawfully or had voted. DHS described its work as “providing a service to the citizens of Nevada,” according to that report. That is the agency’s description of its effort, not an independently established finding about the people on the list.
What did Nevada’s review find?
Nevada officials said the registration records they could associate with the identifiers showed no evidence that the people they identified were noncitizens. Secretary of State Cisco Aguilar said, “Our records do not support DHS’s claims, and DHS has still not provided evidence to change that,” as quoted by The Nevada Independent. Deputy Attorney General Greg Ott wrote to DHS officials, “You have provided nothing of substance to suggest otherwise.”

Why can’t the result be stated as a definitive match for all 185?
Nevada said DHS provided case numbers but not the identifying details—such as names, dates of birth or addresses—that state officials had requested. The state also cautioned that county-level voter IDs could be duplicated. As a result, Nevada could not be fully certain that each record it checked represented the same person DHS meant to flag.
So “zero” describes Nevada’s finding of zero supporting evidence among the records it reviewed and could match. It is not an uncontested federal confirmation that every intended person on DHS’s list was a citizen. The reporting does not establish a mutually reconciled, person-by-person count.

What remains unresolved
The reporting available through October 3, 2026 does not show a later reconciled list or an independently confirmed final federal count. Without the identifying information needed to establish that both sides examined the same people, the state’s finding and DHS’s original figures cannot be collapsed into a single definitive count of noncitizens who voted.
