India’s defence budget and domestic-procurement policy support demand, but they do not make revenue arrive as soon as money is allocated. Contracts, production, testing and delivery take time; some segments may take years to clear existing orders. For manufacturers handling high-value orders, investing in capacity can therefore be part of executing the backlog—while also tying up cash before deliveries are completed. The available sector outlook supports this as a tendency among some private companies, not a uniform shift across the industry.
Why does a large government allocation not immediately become company revenue?
A defence budget allocation is not a purchase order to a particular supplier. The path from public funding to a company’s reported sales includes distinct steps: budget allocation, procurement decisions and approvals, contract award, production, testing, delivery, and revenue recognition under the applicable contract terms. A delay or constraint at any point can push out deliveries and the revenue associated with them.

For FY2025–26, the Ministry of Defence received an allocation of ₹6,81,210.27 crore, 9.53% above FY2024–25’s Budget Estimate, according to a 1 February 2025 Press Information Bureau release. The allocation included ₹1,80,000 crore for capital outlay, of which ₹1,48,722.80 crore was planned for capital acquisition. The budget also earmarked 75% of the modernisation budget for domestic procurement. These figures describe public funding and policy intent—not contracts awarded to individual manufacturers.
The same release said 25% of that domestic-procurement share was set aside for private domestic industry. This creates a supportive procurement framework, but it does not establish that any particular listed company will win work, when a contract will be signed, or when a supplier will recognize revenue.

How can an order book be large while growth remains uneven?
An order book represents contracted work still to be executed; it is not the same as current-period sales. A manufacturer may have years of orders ahead but lack the production capacity, components, skilled labour or testing bandwidth to complete them quickly. Complex systems can require integration, quality checks, approvals and customer acceptance before delivery. Supply-chain delays or dependencies on other suppliers can also affect schedules.
PwC India’s 4 June 2026 industry outlook said existing orders in some segments could take 5–10 years to clear, highlighting execution bottlenecks and backlogs. The qualification matters: this is not a single timeline for every defence company or every order. A long delivery horizon can sustain future demand while limiting how much of that demand becomes revenue in a particular year.

Growth can also differ between suppliers. One company may be able to deliver from existing facilities, while another may need to build capacity or wait for testing and approvals. Sector-wide output growth therefore does not guarantee a smooth growth path—or the same outcome—for each contractor.
Why might manufacturers increase internal capex?
When orders are large or technically demanding, companies may need to expand or upgrade factories, equipment, tooling, production lines or other execution capabilities. That investment can help a manufacturer deliver more work over time, but it generally precedes the capacity and revenue it is intended to support. Construction, installation, qualification and ramp-up take time; spending on capacity is not proof that the associated orders will be delivered on schedule.

CRISIL Ratings’ June 2026 outlook anticipated capex of ₹1,500–1,600 crore among the companies it covered, compared with ₹1,000 crore in the prior fiscal year. CRISIL tied the higher estimate to high-margin, high-value orders. It also estimated working-capital requirements of ₹1,600–1,800 crore. These are attributed estimates for the companies covered by that outlook, not a consolidated measure of all Indian defence manufacturers or a verified comparison of every company’s internal capex plans.
The distinction is important: an industry outlook can identify a pattern without proving that every firm is making the same choice. The available evidence points to increased investment needs among some private-sector manufacturers handling high-value orders; it does not establish a uniform, sector-wide pivot based on company-by-company filings.

What do production and export figures say—and what do they not say?
Government production data show that aggregate output has grown, even as individual order execution can remain lumpy. Press Information Bureau figures report the following:

Aggregate production and exports provide context for the sector’s scale; they do not show how much revenue a particular supplier recognized, what margins it earned, whether its backlog is converting on time, or how much cash it must invest to fulfil orders. The government’s targets are ambitions, not guarantees of future output.

A separate policy change also needs to be read in its proper scope. The PIB’s 2025 release said the Defence Procurement Manual 2025 took effect on 1 November 2025. It concerns revenue procurement and operational preparedness; it should not be treated as the process or evidence of a capital-acquisition award to a manufacturer.
How to assess whether a company can turn its backlog into growth
Order-book size alone does not resolve the timing question. To compare manufacturers, examine the order book’s composition and the execution demands behind it, using each company’s latest annual report, exchange filings and investor presentations.
- Order quality and timing: Separate firm contracts from prospective opportunities, and look for disclosed delivery schedules, milestones and customer acceptance requirements.
- Capacity and capex: Identify what planned investment is intended to address—such as a production constraint, a new product line or testing capacity—and when the added capacity is expected to be usable.
- Conversion and delivery: Compare reported execution with stated schedules. Consider whether testing, approvals, supply-chain dependencies or integration work could defer delivery.
- Working capital and payment terms: Check how much cash production may consume before milestone payments or final delivery. Higher output can require more inventory and work in progress before the company receives the balance of its payment.
CRISIL Ratings’ June 2026 outlook expected 15–16% revenue growth for the private defence companies it covered, supported by an approximately ₹50,000 crore order book and domestic-procurement policy. That is an attributed outlook, not a settled result or a forecast for every firm. The same outlook’s capex and working-capital estimates underline why backlog conversion can require funding as well as factory capacity.
None of these sector figures alone establishes whether a defence stock is attractively valued. That requires company-specific analysis of financial results, execution, cash generation, risks and valuation; production growth or a large order book is not sufficient on its own.
