Data-center electricity use is rising because cloud services, digital storage and networking continue to expand while artificial-intelligence workloads add dense, power-hungry accelerated servers. The International Energy Agency (IEA) estimates global data-center consumption at about 415 TWh in 2024 and about 945 TWh in 2030 in its Base Case. That trajectory is a scenario, not a guarantee: hardware and software efficiency, AI adoption and grid bottlenecks can produce materially lower outcomes.

The immediate limit is often not whether a developer can construct a building. A data center can be built in roughly 1–3 years, whereas planning, permitting and completing the grid infrastructure needed to serve it can take 5–15 years. Local connection capacity, high rack densities, fast load swings and equipment supply chains therefore determine which projects can actually energize and when.

How much electricity are data centers using?

Two different measures are frequently mixed in discussions of data-center growth. Consumption is the electricity used by servers and the facility. Generation to supply data centers is a supply-side accounting measure that includes the electricity generation needed to serve that load. They are related but not interchangeable.

Measure 2024 2030 What the figure means
Global data-center electricity consumption About 415 TWh About 945 TWh IEA Base Case estimate of electricity consumed by data centers worldwide.
Global electricity generation to supply data centers About 460 TWh More than 1,000 TWh IEA Base Case supply-side estimate; it should not be presented as consumption.

The consumption estimates come from the IEA’s 2025 analysis of energy demand from AI. The separate generation figures are in its 2025 analysis of energy supply for AI. Both are modeled outlooks. The IEA also publishes High Efficiency and Headwinds cases with slower growth, so 945 TWh is not a fixed forecast that every market will reach.

The United States has its own, faster-rising series

U.S. figures should be kept separate from the global totals. The U.S. Department of Energy, summarizing a national-laboratory report in 2024, reported data-center electricity use of 58 TWh in 2014 and 176 TWh in 2023. The same work estimated a broad 2028 range of 325–580 TWh. The range reflects uncertainty about deployment and efficiency rather than a promise that the high end will occur.

U.S. year Estimated data-center consumption Qualification
2014 58 TWh Historical estimate reported by the U.S. Department of Energy in 2024.
2023 176 TWh Historical estimate reported by the U.S. Department of Energy in 2024.
2028 325–580 TWh Estimated range, not a single-point forecast.

The underlying U.S. release is available from the U.S. Department of Energy.

What is driving the increase?

More electricity is required whenever more computation, data movement or cooling equipment is installed. The IEA’s accounting framework includes servers, storage, networking, uninterruptible power supplies, cooling, network connections, grid connections and backup generators. The balance differs among enterprise facilities, colocation sites, server providers and hyperscale campuses, but growth is occurring across all of those categories.

AI accelerates server demand

Training and running modern AI models uses accelerated servers built around specialized processors. These systems perform many operations in parallel and generally draw more power per rack than conventional CPU-only systems. In the IEA Base Case, electricity use by accelerated servers grows at an estimated 30% annually from 2024 through 2030, while conventional-server electricity use grows at an estimated 9% annually. Those are scenario growth rates, not measured annual rates.

The IEA attributes almost half of the net increase in global data-center consumption in that Base Case to accelerated servers. AI is therefore a major accelerant, but not the entire explanation. Conventional computing, storage, networking and the mechanical and electrical systems that support every workload continue to add load.

Cloud and digital services keep adding baseline load

Even without a new AI application, businesses continue moving software and databases to cloud platforms, consumers create and stream more data, and online services require additional storage, network traffic and redundancy. Providers also build capacity ahead of demand so that customers can obtain low-latency service and failover protection. This baseline expansion means that a slowdown in AI adoption would not return electricity use to its earlier level.

Why AI changes the grid problem, not just the annual total

Annual terawatt-hours are useful for estimating energy needs, but a grid must also serve the highest instantaneous demand and keep voltage and frequency within operating limits. AI server racks are becoming denser, so a campus can require substantial electrical capacity on a small site. The IEA reports rapidly rising AI rack power density and large, rapid load swings associated with AI training and use.

Those swings can occur as workloads start, stop or move between clusters. They affect the sizing and control of transformers, switchgear, power-conversion equipment and backup systems. The IEA identifies transformer and power-electronics supply chains as areas that may be tested. A project that looks manageable on an annual-energy spreadsheet can still require a larger substation, more sophisticated controls or operating limits to handle its peaks.

For planners, the practical questions are therefore: how many megawatts are needed at each stage, how quickly can the load change, how much of it is firm, and what happens if a workload is curtailed or shifted? A connection request that states only yearly energy consumption omits information needed for an engineering study.

The main limit: grid connections take longer than buildings

The clearest structural bottleneck is a schedule mismatch. The IEA’s Electricity 2026 grids analysis gives a broad 5–15 year range for planning, permitting and completing grid infrastructure. It gives 1–3 years for data-center construction. These ranges are not guarantees for an individual project, but they explain why a ready-to-build campus can wait years for a transmission line, substation or transformer.

Where the queue forms

  • Generation: There may not be enough nearby generation during the hours the facility needs firm power.
  • Transmission: Long-distance lines or regional corridors may be saturated, requiring reinforcement and permits.
  • Distribution and substations: A local feeder, transformer or substation can lack spare capacity even when the wider region appears well supplied.
  • Connection studies: Utilities must model fault levels, protection, voltage, thermal limits and the effect of the proposed load on other customers before approving service.

A global demand projection cannot show whether a particular parcel can connect. The answer depends on the local queue, the proposed operating profile and the upgrades identified in that project’s connection study.

Other constraints that can slow expansion

Transformers and power electronics

Dense racks increase the amount of power that must be transformed, switched, conditioned and backed up within a constrained footprint. If transformers, switchgear, inverters or other power-electronics equipment are unavailable, a project can face a hardware delay even after a utility offers capacity. The IEA’s 2025 executive summary on key energy questions for AI links rising rack density and rapid load variation to these supply-chain and planning pressures.

Supply mix and build timing

In the IEA Base Case, renewables provide a substantial share of additional supply. Gas and coal also contribute in the near term, while nuclear becomes more important later in the decade and beyond. The mix varies by region and scenario. In the IEA’s modeled Lift-Off case, long connection queues mean that much of the additional increase beyond 2030 is met by fossil generation. Lift-Off is a scenario, not a prediction that every market will follow that path.

Buying renewable energy or adding on-site generation can change a project’s emissions profile and reduce some exposure to wholesale conditions, but neither automatically creates a permitted, firm grid connection. The local network still has to carry the power, and the project must meet protection and reliability requirements.

Local factors require local evidence

Water availability, community acceptance, permitting duration, electricity prices and project economics can matter greatly in a particular region. The cited outlooks do not establish a universal threshold for any of them. Treat such issues as site-specific questions requiring local studies rather than as automatic constraints on every data center.

What can increase usable capacity?

Grid planners have more choices than simply building a new line, but each option addresses a different constraint. The IEA discusses grid-enhancing technologies, storage, demand-side participation and connection-process reforms in its Modernising Grids in the Age of Electricity executive summary.

Option What it changes When it helps Firmness or trade-off
Dynamic line rating Adjusts a line’s allowable transfer using real-time weather and conductor conditions. When thermal limits, rather than other network limits, constrain an existing corridor. Usable capacity varies with operating conditions; it does not replace every new-line project.
Dynamic transformer rating Uses monitored conditions to operate transformers closer to their actual thermal capability. When a transformer has headroom under current conditions but a static rating is binding. Requires monitoring and disciplined operating limits; it is not unlimited firm capacity.
Advanced power-flow control Redirects flows to make better use of parallel network paths. When congestion is unevenly distributed across the network. Benefits depend on topology and system studies.
Topology optimization Reconfigures the network to reduce avoidable congestion. When switching arrangements leave capacity unused. Must preserve protection, stability and reliability.
Storage used as a transmission asset Charges when the network is available and discharges during constrained periods. When a short-duration peak, rather than total annual energy, drives the limit. Energy duration, cycling and state of charge determine how firm the support is.
Non-firm connection Allows connection with an agreed possibility of curtailment during constrained periods. When a project can tolerate interruptions or has flexible workloads. Capacity is conditional, so it cannot be treated as an always-on guarantee.
Demand response and workload shifting Moves computing or other electricity use away from stressed hours. When jobs are deferrable and network peaks are short. Service-level objectives, latency and data location can limit flexibility.
Connection-process reform Changes queue rules, milestones or coordination so viable projects are studied sooner. When administrative sequencing, rather than physical equipment alone, causes delay. It improves allocation and visibility but does not create missing wires or generation.

No option has a universal ranking. Deployment time, the location of the bottleneck, operating conditions, reliability requirements and the project’s actual load profile determine which combination is appropriate. The cited material does not provide a single lead time or capacity gain for each measure.

A practical test for a proposed data-center site

  1. Define the load precisely. State initial and ultimate megawatts, expected peak, ramp rate, power factor, redundancy requirement and the share of workloads that can be shifted or curtailed.
  2. Identify the constrained asset. Ask whether the limiting element is generation, a transmission corridor, a distribution feeder, a substation transformer or equipment inside the facility. A larger annual-energy allowance will not solve a local transformer limit.
  3. Obtain a formal connection study. Require the utility or system operator to document required upgrades, protection changes, queue position, milestones and the conditions under which service is firm or interruptible.
  4. Match flexibility to the constraint. Compare storage, demand response, non-firm service and grid-enhancing controls with a conventional reinforcement. Evaluate how each performs during the exact hours and contingencies that cause the limit.
  5. Check equipment and permitting schedules. Confirm availability of transformers, switchgear and power electronics, and align procurement with the longer grid schedule rather than the building schedule alone.

How to read the forecasts without overclaiming

The IEA’s Base Case, High Efficiency, Headwinds and Lift-Off cases are ways to test assumptions about AI uptake, efficiency, infrastructure and policy. They should be read as conditional pathways. A projection of 945 TWh in 2030 does not mean every country, utility or facility will experience the same growth, and it says nothing by itself about which proposed site can connect.

Efficiency can change both sides of the equation. Better chips, software optimization, utilization and cooling can reduce electricity per computation. At the same time, lower cost per computation can encourage more applications and erase part of those savings through increased demand. The scenarios capture that uncertainty; they do not settle it in advance.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Generation planning also has to distinguish energy from deliverability. A region may have enough annual renewable output on paper but still need transmission, storage, firming generation or a flexible data-center load to cover evening peaks, weather events and contingencies. Conversely, a site with a strong connection may still face delays if its required transformers or facility power systems cannot be procured.

What the public numbers cannot answer

Aggregate forecasts cannot establish a universal water requirement, permitting duration, community response, tariff level or financial return. Those questions depend on climate, cooling design, local rules, utility practice and project contracts. They should be answered with site-specific engineering, environmental and commercial evidence rather than inferred from global TWh totals.

They also cannot show whether AI will dominate every facility. Enterprise and colocation sites may have a different mix of conventional and accelerated servers, and some workloads can move across regions while others cannot. The relevant evidence is the facility’s equipment plan and operating profile.

Bottom line

Data-center power demand is growing from two reinforcing forces: continued expansion of cloud and digital services, and AI’s rapid deployment of high-density accelerated servers. Expansion is limited when the schedule and shape of that load run ahead of the grid. The decisive questions are local—what connection capacity exists, which equipment and permits are required, how firm the load must be, and whether storage or workload flexibility can bridge the wait for permanent infrastructure.
