CJP leader Abhijeet Dipke said the group chose Mumbai because Maharashtra’s election results made it a consequential place to challenge the Election Commission. The new protest is about alleged voter-roll changes and Chief Election Commissioner Gyanesh Kumar—not the education and exam demands behind CJP’s earlier Jantar Mantar agitation, which had ended after the government accepted demands and Education Minister Dharmendra Pradhan resigned.
Why did CJP choose Mumbai?
Dipke told Hindustan Times on October 2, 2026 that the immediate trigger was a news investigation alleging an internal rift within the Election Commission. He also pointed to the contrasting results of Maharashtra’s 2024 Lok Sabha and Assembly elections, arguing that the state matters to political power in Delhi. “In this context that we have chosen to start the agitation from Mumbai,” the outlet quoted him as saying. Dipke also used the Marathi phrase “Delhi che hi takth rakhto Maharashtra maza [Even the Delhi throne is guarded by Maharashtra].”

The election figures help explain his argument, but they do not establish that voter rolls were manipulated. Dipke said the BJP won nine of the 28 Maharashtra seats it contested in the 2024 Lok Sabha election, while the Mahayuti alliance won 17 of 48 seats. Hindustan Times reported that, six months later, the BJP won 132 seats and the Mahayuti alliance won 230 of 288 seats in the state Assembly election. These are distinct elections and figures, not evidence by themselves of irregularities.
How is this different from the Jantar Mantar agitation?
The earlier agitation focused on examination irregularities and education demands. It ended on July 25 after Education Minister Dharmendra Pradhan resigned and the government accepted other demands from CJP. In September, the group also called off a planned march after the Supreme Court quashed FIRs against NEET protesters and directed compensation for bereaved families.

The October campaign raises a different grievance: CJP alleges that voter names were removed during the Special Intensive Revision (SIR) of electoral rolls and demands Chief Election Commissioner Gyanesh Kumar’s resignation. The earlier campaign’s outcome on education issues did not resolve these separate complaints about election administration.

What was planned, and what happened in Mumbai and Delhi?
Hindustan Times reported that CJP planned to start at Mumbai’s Shivaji Park, then take the agitation to other locations, including Goa and Kolkata, before holding a sit-in at Jantar Mantar until Kumar resigned. The outlet reported that police denied permission for the proposed Shivaji Park gathering, citing ground-use restrictions, missing civic permission, and noise and traffic concerns. Dipke told the outlet, “It will continue till Kumar resigns.”

That proposed route should not be confused with what later took place. The Associated Press reported that hundreds protested in Mumbai on October 2, while police prevented student and civil-society groups from gathering at Jantar Mantar that day. Permissions and locations can change as events unfold.

CJP alleges that deletions during SIR could affect election outcomes. Dipke cited deletion figures for Maharashtra and other constituencies, but the figures attributed to him are allegations, not independently validated proof of manipulation. The available reporting does not establish that voter-roll changes were politically motivated or changed an election result.

Hindustan Times said its constituency-level analysis found no correlation between SIR deletion levels and election outcomes. It also noted that some names were removed because people had died or migrated. The outlet reported that the Election Commission and government denied wrongdoing. The Commission said its decisions were unanimous and that it had modified the process to reduce inconvenience. The reported allegation of an internal disagreement within the Commission is contested by the Commission.
Separately, Hindustan Times reported that Delhi’s draft electoral rolls had declined 32.8% from 14,510,299 names in June 2026. That is a report-specific figure about Delhi’s draft rolls; it does not, on its own, establish why names were removed or demonstrate an effect on election results.
