Blocked numbers, Do Not Disturb, call forwarding, a SIM or network problem, and carrier account or service settings can all affect incoming calls. Start with the quick, reversible checks below, testing after each change; if calls still fail, your carrier may need to investigate the line or phone’s network setup.
First, identify what is happening
Before changing settings, ask the caller what they hear: a repeating busy tone, a recorded announcement, or voicemail. Also check whether the problem affects one caller or everyone, whether you can make outgoing calls, and whether your phone shows a mobile signal. These clues help you explain the issue to support, but none alone identifies the cause.

If only one person cannot get through, start by checking that caller’s number and contact entry. If all callers are affected—or outgoing calls also fail—continue through the network and carrier checks.
Check blocked numbers and Do Not Disturb
Samsung recommends checking whether the number is blocked, whether Do Not Disturb is on, and whether the contact details are correct. Menu names can vary by Galaxy model and software version.

- In the Phone app, review the blocked numbers list and remove the caller if they were blocked unintentionally.
- Turn off Do Not Disturb and ask the caller to try again. Its effect on the caller’s exact tone can vary; a busy signal does not prove that DND is responsible.
- Confirm the contact’s saved number, including its area or country code where applicable.

Review call forwarding, especially “Forward when busy”
Call forwarding can route an incoming call to another number when your phone is busy, unanswered, or unreachable. If your Galaxy offers this setting, check whether forwarding is enabled for the busy condition. This is one possible setting to inspect, not a confirmed explanation for every busy signal.

- Open Phone and tap More options (the three-dot menu).
- Tap Settings > Supplementary Services.
- Select the relevant SIM, such as Call forwarding for SIM 1 or SIM 2, then tap Voice Calls.
- Open Forward when busy. If it is enabled and you do not want calls forwarded, tap Disable.

Restart the phone and test a call before moving on. If incoming calls still fail, Samsung recommends resetting mobile network settings. The reset changes saved network configuration; it is not a guaranteed fix.

- Open Settings.
- Tap General management > Reset.
- Tap Reset mobile network settings and follow the prompts. The exact wording can vary by software version.
- After the reset, test incoming calls again.
Samsung’s call-blocking troubleshooting and make-or-receive-calls troubleshooting include restart and network checks.
Inspect the SIM and confirm your account is active
If your device has a removable SIM, power the phone off before removing it. Check for visible damage, confirm it is seated correctly, then restart the phone and test. Skip removal if your device uses an eSIM or the SIM tray is not user-accessible.

Contact your carrier to check whether service is active and the account is in good standing. The carrier can test a SIM or arrange a replacement if needed. If you recently changed carriers but kept the phone, Samsung says the new carrier may need to reprogram it. Don’t buy a replacement SIM as a first step; let the carrier diagnose the line.

Contact your carrier if callers still cannot reach you after the settings and restart checks, especially if outgoing calls fail, your signal is weak or absent, you hear a recording, or the problem began after a carrier or SIM change. Tell them whether one or all callers are affected, whether you can place calls, and the exact words of any announcement.

Samsung’s regional guidance also identifies weak or unstable signal, SIM malfunction, blocked numbers, and hidden caller-ID filtering as possible incoming-call issues. Carrier add-on services and their menus vary by provider and country. In South Korea, Samsung points users to Samsung Members diagnostics for SIM and mobile-network checks; those instructions are regional, so availability elsewhere may differ. If the carrier finds no line or provisioning issue, Samsung’s US troubleshooting flow suggests testing in Safe mode. If calls work there, a downloaded app may be interfering; remove recent apps one at a time and retest. A factory reset is a late option because it erases data: back up important information first, and try the simpler checks before considering it. For persistent device problems, contact Samsung support or a service center. Even after a reset, network or calling failures may still require carrier help.
