The California Gambling Control Commission says online casinos are illegal in California and that it has never issued them licenses. That means there is no legitimate California-licensed online casino list to rank.
Why there is no legal California online casino ranking
The California Gambling Control Commission states on its online casino complaint page that “Online casinos are illegal in California.” In an advisory dated August 18, 2025, the Commission said: “The Commission does not issue, nor has it ever issued, licenses to online casinos.”

That distinction matters when a website advertises itself as licensed in California. A California-facing site may accept registrations or deposits, but that does not make it state-licensed or lawful. The Commission specifically warns that operators may use misleading claims and forged or altered Commission documents to make a site appear legitimate.
What changed for online sweepstakes casino-style games in 2026
California Assembly Bill 831 addresses gambling simulators and online sweepstakes. The Commission’s summary of legislation chaptered in 2025 says the law prohibits methods, including digital platforms, that simulate gambling in a way that awards or connects participants with prizes of value. The law’s general effective date for 2025 chaptered changes was January 1, 2026, unless a provision specifies otherwise.
#1 Best Overall
- Exciting and thrilling dice game (tactical game of chance) for the whole family
- Easy to learn, quick to play – ideal for any occasion
- Constant tension and surprising twists
- The revision of the classic in a handy format
- The "Biggys" and "Bandit" modules bring more variety to the game
The summary also identifies exceptions for specified lawful gambling, Lottery operations, and certain promotional games incidental to product sales. So the change should not be read as making every sweepstakes or product promotion unlawful. The relevant issue is whether the online activity falls within the covered casino-style gambling conduct and the statute’s terms; a site’s “sweepstakes” label alone does not establish that it is lawful.
Risks of using an unlicensed casino site

- An operator may keep deposits or refuse to pay winnings.
- The site may lack problem-gambling support and know-your-customer or anti-money-laundering procedures.
- Because the operator is unregulated, a player may have no meaningful recourse for a dispute with it.
- Claims of Commission approval may be misleading; the Commission says it has never licensed an online casino and warns that forged or altered documentation has been used.
A logo, purported certificate, or claim that a site is “California approved” is not proof of authorization. The Commission’s stated licensing position makes any claim of its online-casino license a red flag.

Ask California agencies about legality
The Commission advisory provides contact information for the Commission and the California Department of Justice for legality questions. These are appropriate channels for questions about California rules; the existence of a contact channel does not mean an individual operator has been reviewed or approved.
In-person tribal casinos are a separate option
California does have tribal casinos, but they are in-person venues governed by a different framework—not online casinos licensed by the state. The Commission’s tribal compact listing says 64 Tribes operate 67 casinos statewide. The count concerns tribal casinos, not online offerings.

Class III gaming is conducted under tribal-state compacts or, where a compact is not in effect, Secretarial Procedures approved by the U.S. Department of the Interior. The California Department of Justice’s Bureau of Gambling Control overview explains that tribes have primary responsibility for on-site regulation, while the state is responsible for compact compliance. This framework for gaming on tribal lands does not create state-licensed online casino access.
California enforcement context
A March 5, 2026 California Senate Subcommittee No. 5 agenda describes a proposed Department of Justice budget allocation and positions for investigating and litigating illegal online and app-based gambling operations. This is budget-proposal context, not proof that a particular site has been investigated, shut down, or found unlawful.
