Why Business Leaders Should Invest in Application Quality

Application quality is a business capability: it shapes whether customers can complete tasks, whether operations stay dependable, whether security weaknesses are managed, and how safely a company can change its systems. Leaders should fund it as a portfolio of measurable outcomes—not on the assumption that more testing guarantees a fixed return.

What application quality means to the business

Application quality is broader than whether software passes a test suite. It includes the outcomes people experience when using it, its reliability in production, the way security weaknesses are prevented or managed, and the effort and risk involved in changing it. Those dimensions connect engineering work to product performance, operating continuity, and the organization’s ability to adapt.

DORA’s 2024 research associates end-user focus with product quality and organizational performance. That is a reason to include user outcomes in quality decisions, not a guarantee that a particular initiative will cause the same result at every company. CISQ’s analysis likewise frames operational failures and difficult-to-change legacy systems as significant economic burdens.

Why investment matters

Protect the user experience

Users judge an application by whether it helps them finish what they came to do. Defects, confusing workflows, and inconsistent performance can undermine that outcome even when a release meets internal technical checks. Quality investment should therefore connect engineering signals—such as test coverage or defect rates—to user-facing measures relevant to the product, such as task completion, support demand, or user-reported problems.

Reduce operational disruption

Failures in production consume staff time, interrupt services, and can damage customer trust. CISQ’s January 2021 announcement of its report on the U.S. cost of poor software quality in 2020 estimated approximately $2.08 trillion in aggregate costs. The cited components were $260 billion for unsuccessful IT and software projects, $520 billion for poor-quality legacy systems, and $1.56 trillion for operational software failures. CISQ described the report as an aggregation of publicly available source material. These are historical U.S. estimates, not current annual costs, globally representative totals, or savings a particular company can expect to recover.

As CISQ Executive Director Dr. Bill Curtis put it in that announcement: “It just takes one major outage or security breach to eliminate the value gained by speed to market.” The point for leaders is not to avoid speed; it is to assess speed alongside reliability and risk.

Manage security risk as part of quality

Quality work can support security by reducing the chance that vulnerabilities are introduced, helping teams find weaknesses before exploitation, and limiting the impact when problems occur. NISTIR 8151, published December 1, 2016, groups technical approaches around those three aims. It is foundational technical guidance, not a current measure of vulnerability prevalence or proof that any investment will prevent a breach.

IBM’s 2024 Cost of a Data Breach report gave a global average breach cost of USD 4.88 million across the 604 breached organizations studied. This provides risk context only: it does not show how much application-quality spending would prevent or save for an individual business.

Make systems easier to change

Legacy systems that are difficult or risky to modify can slow product work and raise the cost of adapting to new needs. CISQ identifies poor-quality legacy systems as a material economic burden. Leaders should treat changeability as an outcome to observe—for example, by tracking the effort, lead time, and risk associated with representative changes—rather than assuming that modernization work is valuable merely because it is underway.

Balance delivery speed with stability

Release frequency alone is not a quality measure. DORA’s 2024 findings warn that AI adoption can improve individual productivity while negatively affecting delivery stability and throughput. The same research emphasizes robust testing and small batches. New tools and faster workflows can help, but leaders should watch what happens to the whole delivery system, including the stability and flow of changes reaching users.

This also applies to platform and process changes. DORA’s 2024 guidance encourages leaders to establish a baseline, form hypotheses, and assess effects iteratively; its findings do not establish a universal target or guaranteed causal outcome for every organization.

Build a business case from local evidence

Industry estimates help explain why quality merits attention; they cannot calculate a company’s return. Start with local data and a bounded initiative. Make the expected business outcome explicit, choose a signal that could confirm or challenge the hypothesis, and identify the owner and review window before work begins.

  1. Choose a business problem. Examples include recurring production failures in a critical workflow, user friction in a high-value journey, a security weakness pattern, or excessive effort to make routine changes.
  2. Record a baseline. Capture the current state for the chosen user, operational, security, or changeability outcome. Note how the measure is collected and what period it covers.
  3. State a testable hypothesis. For example: “Reducing the size of releases and strengthening checks for this service will reduce change-related incidents without materially reducing throughput.”
  4. Name the expected signal and tradeoffs. Define what would count as improvement, what could worsen, and how the team will distinguish a meaningful shift from normal variation.
  5. Assign an owner and review date. The accountable leader should be able to connect the engineering intervention to its intended business outcome.
  6. Review and adjust. Continue, revise, or stop the initiative based on observed results rather than treating the original investment as proof of success.

Use a balanced set of measures

There is no universal quality score, target, or payback period established by the cited sources. Use a common baseline when comparing initiatives, and select measures that fit the application and its risks.

Outcome area What to examine Question for leaders
User outcomes Relevant task success, user-reported problems, or support demand Are people completing important work more successfully?
Operations Failure frequency, incident impact, and recovery Are disruptions becoming less frequent or less damaging, and is recovery improving?
Delivery Throughput and delivery stability together Are changes reaching users at a sustainable pace without worsening stability?
Security Weaknesses prevented, found before exploitation, or contained in impact Is the intervention improving a defined part of the vulnerability-management process?
Changeability Effort, lead time, and risk for representative changes Can the organization adapt the system with less friction or exposure?
Sustainment cost People, infrastructure, and ongoing work required to maintain the application Does the investment improve outcomes at a sustainable cost?

Not every initiative should move every measure. A focused intervention may target one outcome while monitoring other measures for tradeoffs. For example, stronger checks might improve release stability but add time to a workflow; the decision should consider both effects and the business context.

Fund quality as ongoing capability

Quality is not a one-time testing project or a guarantee that defects disappear. It requires teams to learn from user and production outcomes, make changes safely, and maintain the systems on which the business depends. Leaders can make that work durable by assigning clear ownership, connecting investment decisions to business priorities, and reviewing evidence at an agreed cadence.

DORA’s 2024 research states: “Organizations are encouraged to assess their current baseline, formulate hypotheses, and measure the impact of changes iteratively.” That approach keeps the business case grounded in what is happening locally instead of turning an industry statistic into a forecast.

Where website capture fits in application quality

For teams responsible for web applications, repeatable screenshots can help document how a page renders across changes, devices, or states. They are one possible aid to review and debugging, not a substitute for validating user outcomes, production reliability, or security. ScreenshotNeo is a website screenshot API and MCP server for developers; its website describes the service.

Or skip the browser setup

One GET request can return a screenshot. See the ScreenshotNeo API documentation for usage details.

curl -G "https://api.screenshotneo.com/v1/shot" -d access_key=YOUR_API_KEY --data-urlencode url=https://stripe.com -o shot.webp

ScreenshotNeo accepts cookie and consent banners like a visitor and removes more than 60 known consent platforms, newsletter popups, and chat widgets before capture; each step can be turned off. Bot checks, blank pages, timeouts, failed loads, and cache hits cost nothing, and responses identify the page verdict and billing status. Its MCP server lets AI agents use screenshot, page-info, and PDF-capture tools. The free plan includes 1,000 screenshots a month with no card; paid plans start at $5 for 3,000 screenshots.
