Why Asia’s Data-Center Boom Is Exposed to U.S. Policy and Local Constraints

Asia’s data-center expansion is exposed to U.S.-linked technology and supply-chain policies, but its most immediate bottleneck in many markets is often more basic: getting enough reliable electricity. Imported chips and infrastructure equipment can bring procurement and compliance risks; grid limits, energy and water pressures, land constraints, and domestic rules shape whether projects can be built and operated. The title’s attribution to “Jardine” could not be verified: the available reporting does not identify a Jardine speaker or establish the exact warning.

How U.S. policy can affect an Asian data-center project

The exposure is through supply chains, not because the United States controls every data center in Asia. Projects may depend on internationally sourced chips and equipment used in power systems and networking. U.S. rules affecting those products—or scrutiny of who supplies them and where they ultimately go—can change what developers can procure, how they document transactions, and how they assess project risk.

Chips and compliance checks

Goldman Sachs describes U.S.-China technology restrictions and evolving regional rules as sources of added compliance work. It says due diligence can extend beyond direct customers to ultimate end users and other supply-chain participants. That can complicate procurement and planning even when a project is not itself prohibited. The constraint differs by market: Goldman Sachs identifies domestic chip production as China’s near-term constraint, while power access is a primary construction constraint in much of the rest of Asia.

Grid equipment and optical transceivers

An October 2026 report by Asia Times described several distinct U.S. actions and proposals. It discussed chip controls dating from 2022, an August 2026 executive order concerning foreign-made grid equipment linked to China and other countries, and a bill introduced by four senators in September 2026 concerning Chinese optical transceivers for certain federal national-security systems. These are not interchangeable measures: the bill is a proposal, and the Asia Times report said purchases under the executive order would not be barred until the Department of Energy identifies risky equipment and publishes rules. The report therefore does not establish a blanket, currently operative ban on equipment for Asian data centers.

For a developer, the practical concern is uncertainty as well as any final restriction. A rule that changes which suppliers are acceptable, or imposes more review, could affect sourcing choices, delivery schedules, and project costs. The scale and outcome of those effects depend on the equipment, supplier, end use, and implementation of the relevant rules; the available reporting does not quantify them for Asia’s data-center pipeline.

Why electricity is often the more immediate constraint

Wood Mackenzie reported more than 32 GW of planned data-center capacity across more than 1,150 Asia-Pacific projects in 2026. That is a pipeline, not a measure of capacity already built, connected to power, or certain to proceed. Wood Mackenzie says grid access, storage, curtailment, reliability, and clean-energy requirements increasingly affect development and project economics.

Xiaonan Feng, Wood Mackenzie’s Principal Analyst for APAC Power and Renewables, said: “For many developers, securing power is becoming more challenging than securing land, financing or permits.” Feng also described grid availability as “the defining constraint on data centre growth” across Asia-Pacific. This helps explain why policy exposure cannot be reduced to U.S. technology controls: a project can obtain equipment and still face delays or limits because the local grid cannot reliably serve it.

Energy demand adds pressure. The International Energy Agency forecast average annual electricity-demand growth of 5.4% in Southeast Asia through 2030, driven by cooling, data centers, and industry, according to the Associated Press’s 2026 report. This is a forecast, not a measured growth rate. IEA Executive Director Fatih Birol told AP that the region’s rising energy needs face challenges in an increasingly uncertain global energy landscape.

How exposure differs across markets

Market Reported local constraint or policy direction What the evidence does—and does not—show
Singapore Land and energy limits; tighter efficiency conditions after a moratorium on new domestic data centers from 2019 to 2022. Asialink reports that the moratorium was later lifted with tighter efficiency conditions. It describes nearby Batam as a proxy-hosting pattern that shifts some physical resource burdens across the border; it does not quantify those burdens.
Thailand Investment growth, especially in the Eastern Economic Corridor, alongside changes to data-center incentives and electricity-market rules. Asialink’s October 2026 analysis reports revised incentive criteria emphasizing energy and water efficiency, electricity-market liberalization, and a data-center tariff category. The report does not establish the operational details needed to make project-specific tariff or investment decisions.
Philippines Expansion ambitions alongside questions about power availability and local impacts. Asialink reports a government roadmap announcement to expand capacity thirtyfold by 2033 and says the Bases Conversion and Development Authority stated that the proposed New Clark City hub would not host AI data centers, citing insufficient electricity. The roadmap is not built or funded capacity, and the authority’s stated position is distinct from the national expansion ambition.
Wider Asia-Pacific Grid access and capacity management are becoming part of data-center regulation. Wood Mackenzie describes conditional grid access, geographic diversification, grid-support requirements, and capacity controls as emerging approaches. It characterizes Australia’s proposed requirements for facilities above 30 MW as proposals, not settled rules.
China Domestic chip production, rather than power alone, is identified as a near-term constraint. Goldman Sachs makes this distinction for China relative to much of the rest of Asia; it does not imply that Chinese projects face no power or other infrastructure constraints.

The country differences matter because local electricity markets, tariffs, incentives, and resource limits are separate from U.S. policy. Asialink also reports that 40% of Thailand’s approved 2025 investment value—THB 1.87 trillion—was for data centers, citing The Nation Thailand. That is a figure for approved investment value, not money already invested or projects completed.

Why the pipeline is not a forecast of completed capacity

Planned capacity can fall away or be delayed between announcement and operation. Projects need land, permits, power connections, dependable electricity, and equipment; some also face water and clean-energy requirements. Wood Mackenzie’s account of conditional grid access and capacity controls points to a further distinction: a project may be proposed or approved without having an unconditional right to draw the power its design requires.

Announcements should therefore be read according to what they actually describe. The Philippines’ thirtyfold expansion roadmap is a stated target, not a completed buildout. Thailand’s reported approved-investment value is not completed spending. Singapore’s moratorium history and subsequent efficiency conditions describe a changed policy environment, not a guarantee that every proposed facility can secure power or approval.

What the Jardine attribution establishes

The available sources do not confirm who “Jardine” refers to, identify a speaker, provide the exact quotation, or establish which U.S. policy that person may have been warning about. The evidence supports a broader conclusion: Asia’s data-center plans face interacting risks from power and resource constraints at home and from possible supply-chain or compliance changes involving internationally sourced technology. It does not support presenting one specific U.S. measure as the decisive cause of the region’s buildout risks.
