Phobos and Deimos are difficult spacecraft destinations because they combine weak, poorly measured gravity with uncertain terrain, complicated Mars-system navigation and an interplanetary sample-return trip. A spacecraft cannot approach them like a conventional planet or lander: it must first map tiny moons known mainly from brief fly-bys, match their motion around Mars, make controlled contact with a surface whose behavior is uncertain, and then communicate and travel back across interplanetary space.
The clearest current engineering plan is Japan’s Martian Moons eXploration (MMX) mission. MMX is designed to survey both moons, deploy the Idefix rover and land on Phobos, collect a sample, and return it to Earth. Deimos is an observation target in the cited mission plans, not a landing or sample-return destination.

The six problems a Phobos or Deimos mission must solve
| Challenge | Why it matters operationally |
|---|---|
| Limited close-up knowledge | Most prior information came from short fly-bys, so a mission must conduct reconnaissance before selecting safe trajectories, landing areas or sampling sites. |
| Extremely low gravity | Touchdown, surface contact, hovering, turning and departing behave differently from operations at a planet or large moon. |
| Unknown regolith behavior | Dust, gravel and loosely bound material may not support a vehicle or retain a sample in the way ground tests assume. |
| Mars-system navigation | The spacecraft must operate around a small moon while both moon and spacecraft move in Mars’s gravitational environment. |
| Sample-return logistics | MMX must travel from Earth to Mars, work at Phobos, launch a sealed sample toward Earth and complete atmospheric re-entry. |
| Unresolved scientific origin | The mission must collect measurements capable of distinguishing between competing explanations for how the moons formed. |
1. Phobos and Deimos are not well-characterized destinations
Landing design normally begins with detailed maps of slopes, boulders, surface strength, lighting and dust. The Martian moons do not yet have that level of operational knowledge. ESA’s MMX factsheet states: “So far, no spacecraft have dwelled near the martian moons for very long, so we know little more than what a few fly-by measurements have revealed.” That history leaves large gaps between what remote instruments can infer and what a landing system must know at meter scale.

A dedicated mission therefore has to spend part of its schedule turning an uncertain target into a navigable one. The spacecraft must identify useful observation geometries, refine its orbit and select regions where a rover and sampling hardware have a reasonable chance of operating.

This uncertainty affects both moons, but the consequences differ. MMX plans observations of Deimos while reserving landing and sample collection for Phobos. A statement that MMX will “explore” both moons should not be read as a planned landing on both.
2. Extremely low gravity changes every surface operation
ESA identifies landing and maneuvering in extremely low gravity as central MMX engineering challenges. Phobos and Deimos are small bodies, so their gravitational pull is far weaker than Mars’s. A lander does not simply descend, settle under its own weight and remain firmly planted. Contact forces, thruster impulses and a vehicle’s own motion can all have an outsized effect on its trajectory.
Approach and touchdown
During approach, a spacecraft must match the moon’s motion rather than aim at a fixed ground point. At contact, a footpad or other structure can disturb surface particles and alter the vehicle’s attitude. A poorly understood reaction could leave the spacecraft tilted, cause it to rebound or require an immediate correction burn. The official material establishes the low-gravity difficulty, but does not provide a published touchdown-risk percentage or a complete numerical contact model; no such figure should be assumed.
Moving after landing
Low gravity also changes rover driving. Wheels may have limited traction, and a small push can produce a larger-than-expected hop or slide. Thruster firings and robotic-arm movements must be planned so that they do not unintentionally lift the vehicle. These are not merely navigation details: a rover that cannot maintain stable contact cannot reliably inspect the regolith or position itself for science.

Sampling and departure
Collecting material is a coupled operation. The sampler has to touch or penetrate the surface without losing contact, capture material without ejecting it, close the container and preserve the chain of custody through departure. The same weak gravity that complicates landing makes loose particles easier to disturb. Returning from Phobos then requires another carefully controlled maneuver rather than a conventional launch from a planetary surface.
3. Surface uncertainty is why MMX sends a rover first
MMX’s Idefix rover is a risk-reduction instrument as well as a science vehicle. JAXA says its purpose includes revealing the physical properties of Phobos’s regolith so engineers can reduce uncertainty before landing and sampling with the main spacecraft. CNES and Germany’s DLR developed the rover for this task.
What reconnaissance can establish
- Whether the selected terrain is dominated by fine dust, gravel, exposed rock or mixed material.
- How the surface responds to wheel loads and small disturbances.
- Which local areas are sufficiently accessible for the main spacecraft’s sampling sequence.
- How local slopes and obstacles compare with maps made from orbit.
Rover measurements cannot remove every risk. Idefix examines local conditions, while the main spacecraft must still execute a precision approach, establish stable contact and operate its own mechanisms. The rover therefore addresses a specific information gap instead of guaranteeing a successful landing.
4. The surface sample itself is uncertain
MMX carries two different collection concepts so that the mission is not dependent on one style of contact. JAXA describes the C-Sampler as a robotic arm with a cylindrical corer intended to reach 2 centimeters into Phobos’s regolith. The P-Sampler uses pressurized gas to loft surface material into a container.

| Mechanism | How it works | Engineering issue it addresses |
|---|---|---|
| C-Sampler | A robotic arm positions a cylindrical corer to a stated target depth of 2 cm. | Attempts to acquire material below the immediately exposed surface while maintaining controlled mechanical contact. |
| P-Sampler | Pressurized gas lifts surface particles into a collection container. | Provides a non-coring method for gathering loose material when direct penetration is difficult. |
The mechanisms are complementary, not a promise that either one will work under every local condition. A corer must deal with the actual resistance and particle size it encounters. A gas-driven collection system must control particle trajectories so material enters and remains in the container. Those unknowns are why regolith characterization precedes the final sampling operation.
5. Operating around Mars is a navigation and communications problem
Phobos and Deimos orbit Mars, not Earth, and their small size gives them only a narrow region in which a spacecraft can remain near the surface. MMX must perform observations while maintaining the right relative orbit, avoid accidental impact and reserve enough propellant for landing, ascent and the Earth-return trajectory.
A long sequence of mission phases
- Earth departure: Launch into an interplanetary trajectory and preserve the propulsion and communications margins needed for the rest of the mission.
- Mars arrival: Enter the Mars system and begin navigation using observations of the planet and its moons.
- Phobos and Deimos survey: Gather imagery and other measurements to refine models, identify sites and plan operations.
- Rover deployment: Send Idefix to Phobos to assess regolith and local terrain before the main spacecraft commits to landing.
- Phobos operations: Conduct the landing, surface measurements and sample acquisition while managing very low-gravity contact.
- Earth return: Seal and protect the sample, depart the Mars system, communicate across interplanetary distance and release the return capsule for re-entry.
Each phase depends on the previous one. An orbit solution that is adequate for remote imaging may not be adequate for touchdown. A landing site that looks safe from orbit may prove unsuitable after rover measurements. A successful collection is not the end of the mission because the material still has to survive transfer, re-entry and recovery.

ESA’s plan calls for arrival at Mars roughly one year after launch, about three years of Phobos-orbiting science and sampling, and return of the sample to Earth in Japanese Fiscal Year 2031. These are schedule plans, not completed events, and can change as development proceeds. Long communication delays mean that mission controllers cannot fly every landing or sampling motion manually; commands, autonomy and verification have to be designed around delayed feedback.
Protecting the sample from Earth
Returned material is valuable only if scientists can distinguish what came from Phobos from what came from the spacecraft, Earth or the recovery environment. A 2026 NASA Technical Reports Server abstract says MMX “requires strict contamination control to prevent the intrusion of terrestrial materials.” That requirement affects hardware cleanliness, sealing, handling, transport and laboratory procedures. Contamination control adds constraints before launch and after landing, not just during the sampling event.

Phobos and Deimos may be captured asteroids, or they may be remnants of material thrown into orbit after a large impact on early Mars. These hypotheses predict different histories for the moons’ composition and relationship to Mars. A spacecraft therefore has to collect both remote observations and, for Phobos, material that can be analyzed in terrestrial laboratories.

MMX’s design reflects that scientific goal: survey both moons to compare their properties, then return a Phobos sample for measurements that remote instruments cannot perform with the same precision. The mission is intended to test the competing origin explanations, not to confirm an already settled answer.

Why a small moon can be harder than a larger planet
Size does not make a destination simple. A larger body provides stronger gravity, which makes descent and surface attachment more predictable, even though it demands more energy to leave. A tiny moon reduces the energy needed to depart but removes the useful “weight” that keeps a lander down. It also narrows the margin for correcting an approach: a small thrust can change the spacecraft’s path significantly relative to the surface.
For Phobos and Deimos, the hardest part is the combination of uncertainties rather than one isolated obstacle. Sparse close-up data drives the need for reconnaissance. Low gravity makes reconnaissance, landing and sampling delicate. The uncertain regolith makes a rover useful. The decision to return a sample adds years of navigation, communication, sealing and contamination-control work. Finally, the mission must collect evidence strong enough to address the moons’ origin, so simply reaching the vicinity is not sufficient.
How to interpret future mission updates
When MMX updates are reported, distinguish between a proposed date, a mission target and a completed milestone. A planned launch date does not establish that the spacecraft has launched; a sample goal does not establish that material has been collected; and an observation of Deimos does not imply a landing there. The meaningful sequence is reconnaissance, rover-based regolith assessment, controlled Phobos landing, sample acquisition, Earth departure and verified sample recovery.
