Then check another device signed in to the same Google Account and look for an exported bookmarks HTML file. Don’t change sync settings or replace local files until you’ve checked those safer places.
First, check whether the bookmarks are actually missing
A blank bookmarks bar doesn’t necessarily mean your bookmarks were erased. Open Chrome’s More > Bookmarks and lists > Show all bookmarks, then inspect the folders in the side panel. The bookmarks may be in a folder that isn’t shown on the bar.

Check the Chrome profile and Google Account
Chrome profiles keep browsing information separate, so a work or personal profile may contain a different set of bookmarks. Click the profile icon in Chrome and check that you’re using the profile where you saved them. On desktop, verify the account under Settings > You and Google.

Chrome can save bookmarks to a Google Account so they’re available on devices signed in to that account. In Settings > You and Google, select the account name and review what information is saved to it. If you have another device already signed in to the same account, check its bookmark folders before changing any sync settings.
Signing in now won’t necessarily bring back bookmarks that were never saved to the account. Google explains: “When you sign out of Chrome, bookmarks and other info are saved only on your device, not in your Google Account.” Google’s published limit is up to 100,000 bookmarks saved in a Google Account; that is a storage limit, not proof that your particular bookmarks were synced. The reviewed Google guidance does not establish a way to restore an individual account’s deleted or overwritten bookmark history. Look for a bookmarks HTML backup
If you previously exported your bookmarks, the HTML file may be the most straightforward recovery source. Chrome’s documented export and import paths are:

Windows: treat Bookmarks.bak as a cautious last resort
A Chrome Community Diamond Product Expert has described restoring bookmarks from a local backup file in Windows. This is community advice, not an official Chrome recovery procedure, and it may not apply to a different profile, operating system, Chrome version, or situation.
For the Windows Default profile, the suggested location is %LOCALAPPDATA%GoogleChromeUser DataDefault. The method involves replacing the current Bookmarks file with Bookmarks.bak. Before attempting file changes, close Chrome and copy both files to a safe location. Do not overwrite or rename the only copies: the backup may be outdated or may not contain the missing bookmarks. If you’re unsure which profile folder is the right one, don’t proceed on the basis of this path alone.

Once you find them, make a backup
When the correct bookmarks are available in Chrome, export them to an HTML file using More > Bookmarks and lists > Bookmark Manager > More > Export Bookmarks. Keep a second copy somewhere separate, such as removable storage. That copy can preserve an export you successfully made; it cannot recover bookmarks that are already missing.
