The long wait appears to reflect several overlapping factors: card and bank integration, India’s evolving card-tokenisation framework, and reported commercial negotiations. Neither Apple nor the cited public records identify one decisive cause.
Why the “nine years” figure is wrong
Apple Pay first launched in the United States in 2014, according to The Indian Express. Apple announced the Indian launch on 30 September 2026, making the interval 12 years. The public accounts cited here do not establish a 2017 India announcement or other milestone from which a nine-year delay should be counted.
The timing matters because the delay is not explained by one public decision or a single regulatory roadblock. The evidence points instead to the work of bringing a card-based payment service into India’s bank, card-network and merchant systems, alongside reported commercial discussions.
Apple Pay’s India launch and its initial limits
Apple said Apple Pay became available in India on 30 September 2026. At launch, eligible cards were Visa and Mastercard credit cards issued by Axis Bank. Apple’s India eligibility listing, checked on 3 October 2026, names Axis Bank and those two card networks.

The service supports iPhone, iPad and Apple Watch for in-store contactless payments and eligible purchases in apps and on the web. Apple described Mac support as coming soon in its launch announcement. Apple also named merchants including Blinkit, Chaayos, Croma, Ixigo, Reliance brands, Tata 1mg and Zomato, as well as payment service providers such as Cashfree, JusPay, Mswipe, Paytm, PayU, Pine Labs, Razorpay and Worldline. That list does not mean every outlet or online checkout accepts Apple Pay: acceptance depends on the merchant and its payment infrastructure being enabled.
Why bringing a card wallet to India takes integration
It relies on card issuers, networks and payment providers
Apple Pay is a way to use an eligible payment card, not a bank-to-bank transfer system. A supported card issuer and card network must participate, and merchants need compatible terminals or enabled online checkout infrastructure. That creates several points of integration before a wallet can work broadly. TechCrunch’s launch report noted the initial support for Axis Bank Visa and Mastercard credit cards and the absence of RuPay at launch.

India’s card base is large, but Apple Pay’s initial eligibility was narrow. The Indian Express, citing RBI data, reported 16.29 million Axis Bank credit cards outstanding in August 2026, out of 124.05 million credit cards across India. It also reported about ₹2.02 lakh crore in credit-card spending that month. These figures describe the broader opportunity, not the number of cards eligible for Apple Pay or the share of transactions merchants had enabled.
Tokenisation rules developed over time
Tokenisation replaces a card number with a substitute token for payment use. India’s regulatory framework for card tokenisation developed in stages: the RBI permitted card networks to offer card tokenisation in January 2019, extended device-based tokenisation to wearables and other devices in August 2021, and on 7 September 2021 extended the framework to card-on-file tokenisation. That September circular also permitted issuing banks to act as token service providers and set conditions for tokenisation services.

This timeline helps explain the compliance and technical context for a card wallet operating across devices and merchants. But the RBI’s 2021 circular does not mention Apple Pay or show that regulation alone caused the service’s late arrival. It is evidence of how the framework evolved, not a complete account of every payment rule in force when Apple Pay launched in 2026.
Bank negotiations were reportedly another hurdle
TechCrunch reported, citing people familiar with the matter, that Apple sought a transaction fee of about 20 basis points (0.2%) and that discussions with HDFC Bank, ICICI Bank and SBI Card had not produced launch support at the time of reporting. The same report described a payments-layer margin of roughly 40 to 50 basis points (0.4% to 0.5%). These figures and negotiations were attributed to unnamed sources; the report said the named parties did not respond to requests for comment. They are not confirmed Apple disclosures, and they do not establish the reason for the entire 12-year interval.

How Apple Pay differs from UPI
UPI transfers money between bank accounts, commonly through a UPI app and QR-code checkout. Apple Pay uses eligible payment cards and routes transactions through card networks. The two systems therefore have different funding sources, participating institutions and acceptance infrastructure.

UPI’s prominence helps explain the market Apple Pay entered, but the cited evidence does not show that UPI blocked Apple Pay. Rather, it meant Apple Pay arrived alongside an established way to pay directly from bank accounts, while its own card-based model still needed issuer and merchant enablement.

Phone-based card payments were already available
Apple was not the first company to bring phone-based card tapping to India. The Indian Express reports that Samsung Pay launched in March 2017 and Google Pay added NFC-based tokenised card payments in 2020. Those milestones show that mobile card payments existed before Apple’s launch; they do not establish that the competitors’ current eligibility or capabilities match Apple Pay’s.
What Apple says about privacy—and what it does not explain
In its launch announcement, Apple said card numbers used with Apple Pay are not stored on the device or Apple servers and are not shared by Apple with the merchant. That is Apple’s description of its product design, not an independently verified test result. Apple Pay executive Jennifer Bailey, the company’s vice president of Apple Pay and Apple Wallet, said India’s digitally savvy population expects high standards of security and privacy. Apple’s public launch statement describes the service and its intended audience; it does not explain why the launch took until 2026.
