Warring’s position weakened because Sachin Pilot’s appointment changed how Congress assessed the dispute: Pilot consulted leaders across Punjab Congress factions and, according to press reports citing party sources, recommended a change. The opposition to Warring was already building; Pilot’s review gave the party leadership a new basis to act. On October 3, 2026, Hindustan Times reported that Warring had tendered his resignation and that Pargat Singh had succeeded him.
What changed when Pilot took charge?
Congress replaced Bhupesh Baghel with Sachin Pilot as its general secretary in-charge of Punjab on September 5, 2026. Hindustan Times reported that Pilot met Warring, former chief minister Charanjit Singh Channi, MPs and other leaders. A majority of the state’s seven Lok Sabha MPs and several senior leaders reportedly sought a change in the state leadership. The New Indian Express likewise described feedback from MPs, leaders and office-bearers as overwhelmingly opposed to Warring continuing as president. These accounts rely substantially on unnamed party sources; no public copy of Pilot’s internal report has been reported.
Hindustan Times said Pilot’s report to the party leadership favoured a leadership change. His consultations therefore mattered not because they created opposition to Warring, but because they brought views from competing camps into a fresh review and produced a recommendation different from the continuity position attributed to Baghel. Pilot later said, “In politics, it’s never too late to change.”
Why was Warring already facing resistance?
The leadership dispute predated Pilot
Reports describe longstanding factional friction, complaints about Warring’s leadership and disagreement over who should lead the state unit into the next Assembly election. The New Indian Express reported that Congress had been weighing when to make a change, indicating that the question was already under consideration before Pilot arrived.

The July arrangement sharpened the divide
On July 1, 2026, Congress retained Warring as state president and appointed Channi to lead the campaign committee. NDTV reported that the arrangement upset Channi and other senior figures rather than settling the contest. Baghel’s visits did not produce a truce, according to contemporary accounts. The dispute was visible at party events as differences between camps continued.
Baghel’s continuity argument became contentious
The Indian Express reported allegations from Warring’s rivals that Baghel favoured him. NDTV, citing sources close to Baghel, reported a different explanation: Baghel had argued against changing a state president shortly before an election, while Warring’s district organisation supported continuity. Those accounts describe competing perceptions and attributed arguments, not proof of Baghel’s private motive or objective partiality.

Why did the party’s electoral position add pressure?
Warring became Punjab Congress president after the party’s 2022 Assembly defeat. Hindustan Times reported that the Aam Aadmi Party won 92 of 117 seats in that election, Congress won 18 and the Shiromani Akali Dal won 3. In the 2024 Lok Sabha election, Congress won seven Punjab seats under Warring, according to Moneycontrol, citing PTI and party sources. The results provide context for his record, but they do not establish that either result alone caused his departure.
Contemporary reports described the next Punjab Assembly election as due in early 2027. That approaching contest made a settled leadership structure and cooperation among factions urgent concerns in the coverage; the timetable alone does not explain the high command’s decision.

- Press reports say Pilot consulted leaders across factions and recommended a change after receiving feedback.
- Hindustan Times reported on October 3 that Warring had tendered his resignation to Rahul Gandhi and that Pargat Singh succeeded him as state president.
Claims about motives need attribution
Warring suspected Pilot may have wanted him removed, but said he had no concrete proof. In Hindustan Times, he said: “I do not have concrete proof of this, but perhaps the AICC general secretary felt that Raja should be removed,” said Amarinder Singh Raja Warring, outgoing Punjab Congress president. The reviewed accounts do not establish who drove the breakdown or disclose the high command’s private deliberations. Nor do they establish whether the change ended factional conflict or improved Congress’s prospects.
