Why AI Data Centers Need Different Power and Cooling Than Crypto Mining Rigs

AI data centers and cryptocurrency-mining facilities both use large amounts of electricity and must remove substantial heat, but they are built around different operating patterns. AI systems concentrate increasingly powerful accelerators in dense racks and can change their electrical demand quickly. Mining sites generally use modular machines, can move them to cheaper electricity, and may reduce or stop operation when prices or grid programs make running uneconomic. Those differences affect electrical distribution, backup strategy, cooling design, and where each type of facility is practical.

The fundamental difference is the workload

AI uses dense, accelerated computing

Training and serving modern AI models commonly relies on servers containing many accelerators, such as GPUs and other specialized processors. More computation is being placed in each rack, so the electrical and thermal load is concentrated in a smaller physical footprint. The International Energy Agency reports that AI-server power density increased 11-fold between 2020 and 2025, with another fourfold increase projected by 2027. That is a report-level outlook, not a specification for every rack, but it explains why conventional data-center assumptions are being revisited.

The same IEA analysis says an advanced rack could have peak demand equivalent to the electricity use of 65 households by 2027. “Peak” matters: it describes a possible maximum for an advanced rack, not its average consumption or the load of every AI deployment. AI training and model use can also create large, rapid changes in demand as jobs start, stop, synchronize, or move between systems.

Mining is repetitive and modular

Cryptocurrency miners perform cryptographic calculations on specialized machines. Operators typically add or remove machines in modules, and the U.S. Energy Information Administration describes equipment that can be moved to locations offering lower-cost power. When wholesale prices rise or a grid program pays for curtailment, an operator may reduce output or shut machines down temporarily. That flexibility is an operating tendency, not a guarantee: contracts, machine economics, network conditions, and the operator’s strategy determine whether a particular site actually curtails.

Mining hardware still runs continuously when profitable and can create a large total load. The distinction is that a mining fleet is often designed around the economics of consuming electricity, whereas an AI facility may be supporting applications whose users expect consistent service and low latency.

What the power-demand numbers actually show

Different studies use different years, geographies, definitions, and methods. The figures below should not be subtracted from one another to produce an AI-versus-mining total.

Measure Reported value Scope and qualification
Global data-center electricity 485 TWh in 2025, projected to reach 950 TWh in 2030 International Energy Agency central projection; AI-focused centers are expected to grow faster within this total. See IEA, “Key Questions on Energy and AI”.
AI-focused data-center growth 50% growth in electricity consumption during 2025 IEA estimate for that year, not a permanent annual growth rate.
U.S. data-center share 4.4% of U.S. electricity in 2023 DOE summary of the Lawrence Berkeley National Laboratory analysis.
U.S. data-center estimate for 2028 6.7% to 12% of U.S. electricity DOE’s 2024 release presents this as a range, not a single forecast.
U.S. cryptocurrency-mining estimate 0.6% to 2.3% of U.S. electricity EIA preliminary 2024 range; mining activity is difficult to identify and assets can move, so this is not a precise current measurement.

The U.S. data-center figures come from a national electricity analysis, while the EIA mining range is an estimate of a difficult-to-observe activity. The IEA numbers are global and include data centers beyond the United States. Treating these as a same-year, same-method comparison would create false precision.

How AI changes the electrical design

Higher-capacity distribution inside the facility

Dense accelerator racks require more power to reach each row and rack. Designers must size switchgear, busways, transformers, power distribution units, and rack-level connections for both sustained load and short-duration peaks. A design that works for lightly loaded, air-cooled servers may need different voltage distribution, conductor capacity, protection settings, and physical clearances when accelerator cabinets are installed.

Peak and average demand must be modeled separately. A facility can have a moderate average load but still need electrical equipment that tolerates synchronized bursts from training clusters. Conversely, sizing every component only for an extreme theoretical peak can leave expensive capacity idle. The right approach is a workload model tied to the actual accelerator configuration, job scheduler, utilization targets, and expansion plan.

Reliability and fast load changes

The IEA identifies reliable supply and energy storage as relevant responses to AI-related load swings. Storage can help bridge a short disturbance, smooth a rapid ramp, or reduce the amount of abrupt power the facility presents to the grid. It does not remove the need for utility service, generators, uninterruptible power systems, protection coordination, and a tested operating procedure.

AI workloads are not universally inflexible. Some batch training can be delayed, and some inference can be shifted geographically or temporally. However, a customer-facing service may not be able to curtail in the same way as a mining fleet. The required flexibility depends on service-level agreements, application latency, data-transfer limits, and the value of the computation.

Mining’s economic flexibility

EIA’s analysis describes miners seeking substantial quantities of low-cost electricity and responding to price signals or demand-response programs. A modular fleet can be throttled by turning off a portion of machines, and containers or other packaged units can be relocated when the electricity-price difference justifies the move. This can reduce the need to operate through every high-price period, although shutdowns reduce revenue and may be limited by contractual obligations or network economics.

Cooling: why rack density changes the answer

Air cooling remains a valid baseline

Traditional data centers use fans, heat exchangers, chillers, or other air-based systems to move heat from servers to the facility’s heat-rejection equipment. The U.S. Department of Energy’s Federal Energy Management Program says its updated best-practices guide covers facilities “from traditional air-cooled data centers, all the way up to the cutting-edge data centers that have higher rack power densities and use liquid cooling,” as NREL researcher David Sickinger explained. Air cooling can remain appropriate where rack power, climate, airflow paths, and available cooling capacity fit the design.

Liquid cooling targets concentrated heat

When processors and memory produce more heat in the same rack, moving heat through air can require very high airflow, larger fans, and more mechanical cooling capacity. Liquid has a higher heat capacity than air, so a direct-to-chip loop, rear-door heat exchanger, or another liquid system can capture heat closer to its source. The facility still needs pumps, heat exchangers, controls, leak detection, and a method of rejecting heat outdoors; liquid cooling does not make heat disappear.

The IEA 4E EDNA report on liquid cooling indicates potential savings of about 8% at the server level and 30% to 40% at the facility level, corresponding to roughly 10% to 21% overall savings in the situations it analyzes. These are reported potentials, not guaranteed results. Actual performance depends on server design, supply-water temperature, climate, chiller operation, pump power, controls, utilization, and the existing facility.

Liquid cooling has trade-offs

  • Standardization: Different processors, cold plates, hoses, manifolds, and rack designs can complicate interoperability and replacement.
  • Capital cost: Pumps, distribution units, heat exchangers, controls, and plumbing increase the initial project scope.
  • Reliability and maintenance: Operators must manage leaks, fluid quality, pump failures, isolation procedures, and access to components.
  • Water and heat rejection: A liquid loop can reduce fan or chiller energy without being water-free. Cooling towers, evaporative systems, dry coolers, and heat-reuse arrangements have different water and energy consequences.
  • Retrofit limits: Existing floors, piping, electrical rooms, and structural loading may constrain a conversion from air to liquid.

DOE guidance recommends evaluating energy use, water use, heat reuse, dry coolers, and renewable energy together with local site conditions. Liquid cooling is therefore one design family, not a universal requirement for AI and not an automatic cost or sustainability win.

Mining cooling follows the machine and site

Mining machines also turn nearly all consumed electricity into heat, so ventilation, filtration, airflow management, and heat rejection remain essential. The reviewed EIA material does not prescribe one cooling architecture for mining facilities. A site may use air cooling, immersion, or another arrangement depending on hardware, climate, noise limits, available water, and the operator’s capital budget. It is incorrect to assume that every mine uses only air or that no mining operation uses liquid-based systems.

Siting and grid relationships

AI sites prioritize dependable capacity

AI facilities need a location where the grid can provide the required capacity with acceptable reliability and a realistic path for expansion. Utilities and developers must consider transmission and substation constraints, interconnection timelines, backup-fuel logistics, local permitting, and the electrical profile of the planned compute cluster. A site with cheap energy but insufficient firm capacity may not support a dense AI deployment.

Because AI demand can ramp quickly, the interconnection study should examine dynamic behavior rather than only an annual energy total. Storage, staged cluster startup, or contractual flexibility may reduce stress on the connection, but each option has performance and cost limits.

Mining sites emphasize low-cost, movable power

Mining economics are dominated by the relationship between coin revenue, machine efficiency, and electricity price. EIA’s 2024 analysis notes that miners may move equipment toward lower-cost power and curtail when prices or grid incentives change. That makes locations with surplus generation, interruptible contracts, or favorable wholesale conditions attractive even when they would be unsuitable for a latency-sensitive AI service.

Mobility should not be overstated. Moving a fleet requires transport, networking, buildings or containers, permits, and a new interconnection or supply contract. Some mining facilities are fixed, and some have long-term power commitments. The point is that the hardware and workload make relocation and interruption more economically plausible than they are for many production AI applications.

A practical comparison for planners

Planning question AI data center Crypto-mining facility
What drives hardware density? Accelerated servers and tightly packed compute clusters; density is rising rapidly in the IEA outlook. Specialized mining machines deployed in modular groups; efficiency is commonly tracked in joules per terahash.
What load behavior matters? Average consumption plus rapid training or inference ramps and high rack peaks. Large continuous demand when profitable, with the possibility of partial or full curtailment.
What does reliability mean? Power quality and continuity may be tied to application availability and service-level commitments. Downtime generally means lost mining revenue, but temporary shutdown may be economically rational.
Which cooling question comes first? Whether rack density and climate can be handled by air, or require direct liquid capture and upgraded heat rejection. How to remove heat from the chosen machine layout at the lowest acceptable operating cost.
What shapes siting? Firm grid capacity, expansion potential, network connectivity, and reliability. Low electricity cost, access to substantial power, and the ability to tolerate or monetize interruption.

This is a qualitative comparison. The cited sources do not provide a standardized, rack-to-rack or facility-to-facility test using identical boundaries and weather conditions.

How to evaluate a proposed facility

  1. Define the workload. Record accelerator or miner type, quantity, utilization, job duration, latency requirements, and which workloads can be delayed or interrupted.
  2. Separate electrical quantities. Calculate connected load, expected average load, ramp rate, coincident peak, annual energy, and cooling parasitic power instead of using one “megawatt” figure for all purposes.
  3. Map the thermal path. Determine heat produced at the chip, server, rack, room, and facility levels. Identify whether air can carry it within allowable temperature and fan limits.
  4. Test cooling options against the site. Compare air, direct-to-chip liquid, rear-door heat exchange, immersion, dry coolers, evaporative equipment, and heat reuse using local water availability, climate, maintenance capability, and expansion plans.
  5. Model grid conditions. Check interconnection capacity, voltage and protection requirements, outage ride-through, storage duration, generator operation, and the consequences of a rapid load change.
  6. Price flexibility honestly. Assign a financial value to curtailment, delayed jobs, relocation, and downtime. Do not assume that a theoretical ability to switch off equipment is operationally free.
  7. Plan for growth and replacement. AI accelerator generations can change rack power and cooling requirements quickly; mining fleets can become uneconomic when newer machines or electricity prices change. Leave physical, electrical, and thermal paths for the equipment that may actually be installed later.

What this means for energy policy and consumers

Data-center growth affects regional grids even when a facility is highly efficient, because efficiency does not eliminate the underlying compute demand. The DOE’s 2024 estimate of a 6.7% to 12% U.S. electricity share for data centers in 2028 illustrates the range of possible national impact, while local substations can experience a much larger concentration than the national percentage suggests.

Crypto mining can also be significant locally. EIA’s preliminary 0.6% to 2.3% U.S. range shows why the activity is material, but its difficulty identifying mobile mining assets makes the estimate uncertain. Policymakers evaluating either load should examine hourly behavior, interconnection agreements, emissions, water use, and curtailment terms rather than relying only on annual electricity totals.

Bottom line for facility design

AI data centers need different power and cooling priorities because dense accelerated computing combines high rack power with potentially rapid load changes and demanding availability expectations. That pushes designers toward higher-capacity distribution, careful peak modeling, storage or other ramp-management tools, and cooling systems capable of removing concentrated heat. Liquid cooling can help, but its savings and suitability depend on the complete facility and site.

Crypto-mining facilities are also power-intensive, yet their modular hardware and price-sensitive business model make relocation and curtailment more feasible in many cases. They still require robust electrical and thermal infrastructure when operating, but the economic design target is often low-cost, interruptible power rather than the same combination of density, continuity, and expansion planning required by an AI service. Neither category is uniform, so the correct design follows the workload, contract, climate, grid connection, and operating strategy.
