AI infrastructure is a corporate real-estate issue because usable computing capacity depends on a physical site, dependable power, cooling, permits, construction and grid delivery—not just servers or a cloud contract. A company may satisfy that need by owning a campus, leasing space, using colocation, contracting with a cloud provider or combining those approaches. In every case, property control and energy timing can determine whether the planned AI capacity exists when the business needs it.
The practical change is that real-estate, energy, facilities, finance and IT teams must plan together. A parcel with excellent fiber is not viable if its utility cannot deliver the required megawatts; a proposed campus is not available merely because a developer announced it; and on-site generation can reduce one dependency while creating new fuel, permitting, financing and operating risks.

Why is AI infrastructure becoming a real-estate issue?
Conventional data-center selection often began with connectivity, labor, taxes, seismic exposure and building availability. AI workloads add a scale and density problem: a site must support large, contiguous blocks of electrical capacity and the cooling systems that remove the resulting heat. That turns the question from “Where can we rent technical space?” into “Where can we secure a permitted facility and deliverable power at a specific date?”
Crashes, No Sound, or Screen Glitches?

It says power cost and delivery speed can outweigh connectivity in site selection. The outlook also says the traditional 12-to-18-month schedule for a sub-50-megawatt building does not describe the move toward campuses larger than 500 MW. Those are market observations, not a guaranteed schedule for every project, but they explain why a real-estate decision can now set the pace of an AI program.

Deloitte’s April 2025 survey shows how industry executives view the constraint. Among 120 U.S.-based power-company and data-center executives:
| Survey response | Share | Scope and date |
|---|---|---|
| Power and grid capacity considered very or extremely challenging | 72% | Deloitte Center for Energy and Industrials survey, April 2025; 120 U.S.-based power-company and data-center executives |
| Supply-chain disruption cited as a challenge | 65% | Same survey scope and date |
| Security cited as a challenge | 64% | Same survey scope and date |
| AI expected to increase power demand through 2035 because of widespread adoption | 79% | Same survey scope and date |
These percentages describe that surveyed group, not every company or project. They nevertheless point to a planning reality: an AI capacity commitment can become a long-lived property and energy commitment even when the business believes it is making an IT purchase.
How does power availability affect data-center site selection?
Power availability means more than a utility saying that a region has generation. The relevant question is whether a particular site can receive firm capacity, at the required voltage and reliability, by the date in the deployment plan and at a cost the business can carry.

Ask the utility for the proposed service level, energization date, interconnection study status, required substations and transmission upgrades. Separate an executed service agreement from an indicative capacity letter. A site that has a theoretical allocation but no approved interconnection work should not be scored as equivalent to one with construction-ready utility commitments.
Model the full power cost
Compare energy charges, demand charges, transmission costs, standby requirements, taxes, capacity-market exposure and the cost of dedicated substations or feeders. AI loads can operate around the clock, so a low headline energy rate does not by itself establish a low total cost. Include the expense of backup generation, batteries, fuel storage and maintenance where those systems are required for resilience.
Check reliability and curtailment conditions
Determine whether the proposed service is firm or interruptible, how outages are handled, and what redundancy the utility and facility designs provide. A contract that allows curtailment may be unsuitable for latency-sensitive training or inference unless the workload can shift to another region.

Match power timing to the IT schedule
Power delivered in 2030 cannot support a production cluster scheduled for 2028. Put utility milestones on the same critical-path schedule as land closing, permits, building turnover, equipment delivery and model deployment. CBRE identifies delivery of 300 MW or more in under 36 months as a competitive site-selection threshold in its 2026 U.S. outlook; that is a market threshold, not a universal engineering requirement.
Why are large AI data centers difficult to build?
Scale creates dependencies that do not appear in a small enterprise facility. A campus may need high-voltage transmission, new substations, generation additions, specialized transformers, liquid or advanced air cooling, large structural loads and long-lead electrical equipment. Each dependency can have a separate approval and procurement schedule.
Interconnection can become the critical path
CBRE says transmission work or incremental generation can extend interconnection timelines to 24, 36 or 48-plus months. Those ranges are from its market outlook and should not be treated as a promise that every location will take that long. They do show why a site with available land can still miss a company’s launch date.
Construction is now a program, not a single building
Campuses above 500 MW are commonly delivered in phases. The first building, substation, cooling plant and generation block may be useful before the entire campus is complete, but only if the master plan, easements and utility sequencing support later phases. Phasing also affects lease commitments, debt drawdowns, tax treatment and when the company must buy servers.
Equipment and labor can delay an otherwise permitted site
Transformers, switchgear, generators, chillers, heat-rejection equipment and high-density racks may have different lead times. Construction labor, commissioning specialists and controls engineers must be available in the same period. A schedule that counts only concrete and steel can understate the time to an operational cluster.

Power and interconnection
- Document contracted or otherwise demonstrable megawatts, voltage, redundancy and delivery date.
- List transmission, substation and generation work, identifying the utility, developer or company responsible for each item.
- Record the interconnection queue position, studies, approvals, cost allocation and conditions that could change the date.
- Test the energy-price structure against the workload’s expected utilization, not just a peak-load estimate.
Property control and legal readiness
- Identify whether the company owns the land, holds an executed lease, has a development partnership or is relying on a proposal.
- Check title, easements, water rights, environmental constraints, zoning, building permits and community conditions.
- Make expansion rights explicit: additional parcels, utility corridors, substations, cooling plants and construction access can be as important as the first building.
Facility and technical design
- Verify contiguous capacity, floor loading, rack density, electrical topology and cooling design for the intended accelerators.
- Plan for liquid-cooling distribution, heat rejection, water availability and treatment where the equipment requires it.
- Align building turnover with server delivery, network installation, commissioning, cybersecurity controls and acceptance testing.
- Evaluate resilience across utility feeds, generators, batteries, fuel supply, cooling loops and network paths.
Portfolio fit
Decide which workloads truly require dedicated capacity. Owned or purpose-built space can provide control and a tailored design but demands capital and execution responsibility. Colocation can reduce land and construction exposure while limiting control over expansion and facility changes. Hyperscale cloud capacity can accelerate access and shift some physical obligations to a provider, but availability, geography, pricing and workload portability still need verification. A hybrid portfolio can place predictable, high-utilization training or inference on committed capacity while using external capacity for bursts, experimentation or disaster recovery.
Evidence quality
Rank evidence by what it legally and operationally establishes. A signed utility agreement, issued permit or construction progress is stronger evidence than a letter of intent, a market forecast or an announced project. Keep the source, date, geography, capacity definition and remaining conditions in the decision record.
Is on-site or behind-the-meter power the answer?
Behind-the-meter strategies can reduce dependence on a constrained grid connection. CBRE reports growing use of on-site wind, solar and batteries, particularly in deregulated markets. A company may also consider gas generation, storage or a combination that supplies initial capacity while a longer-term energy source is developed.
Recommended Free Tools
On-site power is not automatically cheaper, cleaner, approved or available. The financial model must include fuel, maintenance, emissions controls, interconnection rules, insurance, staffing, replacement cycles and the cost of maintaining the system when the data center is not at full load. Permitting can be as difficult as a grid upgrade, and a generator fleet introduces fuel-supply and equipment-outage risks.
A July 20, 2026 announcement from the U.S. Department of Energy and National Nuclear Security Administration illustrates both the potential and the uncertainty. The Savannah River Site proposal describes a 1-gigawatt data center paired with approximately 2 gigawatts of on-site generation, with natural gas described as a bridge to nuclear energy. Amentum was selected to enter negotiations for a phased lease; the announcement explicitly says that selection is not a final lease award. It should therefore be treated as a proposed project, not an operating facility or completed transaction.

An SEC filing by AIB Data Centers Inc. demonstrates why this distinction matters. The company reported about 570 MW of AI/HPC capacity across six sites, while stating that, apart from its CLT-01 campus, the described pipeline sites had no definitive lease, purchase or development agreement. The filing identifies land, power delivery, buildings, mechanical and electrical systems, cooling, IT infrastructure and long-lead equipment as major capital requirements, and cautions that capacity, timing, financing and execution remain uncertain. That is a company-specific pipeline disclosure, not a measure of the entire market.
A practical planning process for an AI capacity decision
- Define the workload. Specify accelerator count, power density, utilization, latency, data-residency needs, availability targets and the date each capacity block must be usable.
- Set a capacity envelope. Separate initial load, expansion load and peak or temporary demand. Include cooling and facility overhead rather than counting only IT equipment.
- Build a property-and-power shortlist. Gather utility evidence, land or lease terms, zoning, water and cooling constraints, network paths, labor availability and expansion rights for each location.
- Map the critical path. Put interconnection studies, transmission work, permits, equipment orders, construction phases, commissioning and server delivery on one schedule with named owners.
- Score alternatives by risk-adjusted readiness. Distinguish firm commitments from assumptions, assign contingencies to uncertain dates and test delays in power, equipment and permits.
- Choose the portfolio mix. Decide what belongs in owned space, colocation, cloud or a hybrid arrangement based on control, resilience, cost, portability and delivery time.
- Use stage gates. Require documented utility capacity, property control, permits, financing and equipment availability before releasing the next tranche of capital or making a workload promise.
Common failure modes and how to prevent them
Treating a power estimate as a connection
A regional generation figure or developer estimate does not prove that a specific parcel can be energized. Require a utility-backed delivery path and identify upgrade costs and approval dependencies.
Planning from the server purchase backward
Ordering accelerators before the building, cooling and electrical path is ready can create expensive idle inventory. Tie procurement releases to facility and power milestones.
Assuming a proposal is capacity
Public announcements can support strategic discussion but should not be counted as operational megawatts. Use the status vocabulary above and maintain a dated evidence register.
Ignoring expansion geometry
A first phase may fit on the parcel while later substations, cooling plants, water infrastructure or transmission easements do not. Reserve the physical corridors and rights needed for the ultimate design.

Making sustainability claims before the energy system is defined
On-site generation, batteries and renewable contracts have different emissions, reliability and accounting effects. State the actual technology, fuel, approvals and operating assumptions rather than labeling a concept clean or low-carbon in advance.
What the shift means for corporate governance
AI capacity should appear in the same investment and risk forums as major property, energy and facilities commitments. The accountable team needs representation from IT, real estate, procurement, finance, legal, sustainability, security, operations and the relevant utility or developer. Board materials should show the capacity date, contracted versus contingent megawatts, capital committed, remaining approvals and the consequence of a six- or twelve-month delay.
The resulting discipline is useful even when the company never owns a data center. A lease, colocation contract or cloud reservation still depends on someone else controlling land, power, cooling and construction. By tying those physical dependencies to the AI roadmap, executives can choose a location and delivery model that is feasible rather than merely announced.
