The final bill can differ because tokenization varies by model, input and output categories have different rates, cached context and cache writes are reported separately, internal reasoning and repeated calls add usage, and images, audio, documents, and tools may use other billing units. Reconcile the provider’s request-level usage record with the exact model, route, service mode, and current price schedule rather than multiplying one token total by one rate.
What a token estimate actually tells you
A tokenizer count is a preflight measurement of text that you plan to send. It is useful for checking context-window limits and building a rough budget, but it is not an invoice. OpenAI’s Help Center puts the limitation plainly: “These are estimates, not exact counts.” Character, word, and token relationships vary by language and by the exact text.

Tokens are model-processing units rather than fixed pieces of a word. Spelling, capitalization, punctuation, leading spaces, and the encoding selected by a model can change where boundaries fall. Two models can tokenize the same prompt differently, so a count produced with the wrong model’s tokenizer can be wrong before the request is sent. The visible text also omits work that may be represented separately in usage reporting.

Use the matching tokenizer as a preflight check
For plain text, use the tokenizer recommended for the model you intend to call. OpenAI recommends its tiktoken library for programmatic estimates, while still warning that the result is not exact. Treat that result as an approximation for the request you expect to send, not as a prediction of the charge. Dynamic instructions, serialized JSON, whitespace changes, tool definitions, and conversation history can all alter the final payload.

Why one “tokens × price” calculation breaks down
Usage records commonly separate several kinds of work. A single total hides those distinctions and can apply the wrong rate to part of the request. Depending on the provider and model, the record can include uncached input, cached input, cache writes or refreshes, output, and reasoning tokens. Some features add fees that are not represented as ordinary text tokens.
| Usage component | What it represents | Why an estimate can miss it |
|---|---|---|
| Uncached input | Prompt content processed at the standard input rate | The sent payload may be larger than the visible prompt because it includes history, system instructions, schemas, or tool definitions. |
| Cached input | A previously computed prompt prefix recognized by the provider | A word or tokenizer count cannot tell whether the prefix qualifies for caching or which cache-read rate applies. |
| Cache writes or refreshes | Work and storage-related processing used to create or renew cached content | A forecast that assumes every repeated prefix is discounted can omit the initial write or a refresh charge. |
| Output | Tokens generated for the returned completion or response | Output length is variable and can differ even when the request text is identical. |
| Reasoning | Internal model work reported as a distinct usage category by some providers | The visible answer does not reveal how much internal generation occurred. |
| Modality and tool usage | Image, audio, document, search, file, or other feature-specific consumption | A text-only tokenizer cannot account for non-text units or per-call tool fees. |
A category-aware estimate can be expressed as:
estimated charge = uncached input × input rate + cached input × cache-read rate + cache writes × write rate + output/reasoning × applicable generation rate + modality/tool charges
This is a framework, not a universal provider formula. Providers differ in whether reasoning is included with output, how cache writes are measured, and which tools have separate fees. Always apply the definitions in the usage record and the live pricing page for the exact model.

Hand estimates often begin with words or characters. A rule such as “roughly a few tokens per word” can be helpful for an early architecture decision, but it cannot establish a billable count. Code, minified JSON, tables, URLs, non-Latin scripts, unusual punctuation, and long strings of identifiers can have very different token boundaries from ordinary prose. Even adding a leading space or changing capitalization can alter segmentation.
Conversation APIs also send more than the latest user message. A request may include a system message, prior turns, safety instructions, tool schemas, retrieved passages, metadata, and a newly assembled response format. If your local counter measures only the text displayed in your interface, it is measuring the wrong object. Capture or log the serialized request payload that is actually submitted, then compare it with the provider’s reported input usage.

How prompt caching changes the arithmetic
Prompt caching can make repeated context cheaper to read, but it does not mean that all repeated text is free. OpenAI describes caching the longest previously computed prefix and exposing cache usage in request reporting. Anthropic documents cache reads separately from cache writes and refreshes. The exact eligibility rules, minimum prefix behavior, expiration or refresh behavior, and rates depend on the provider and configuration.
First request versus subsequent requests
The first request containing a reusable prefix may incur a cache-write operation. A later request that matches the required prefix can report cached input instead of ordinary input. If the prefix changes near its beginning, matching may be lost even though most of the text is unchanged. Reordering instructions, inserting a timestamp, or placing variable data before the stable instructions can therefore reduce cache hits.
What to inspect
- Whether the provider recognizes the prefix as cacheable.
- How much input was reported as cached versus uncached.
- Whether cache creation and refreshes have separate categories.
- How long cached content remains eligible.
- Whether the request route or service mode supports the same caching behavior.
Do not forecast costs using either extreme assumption: “all context is full-price input” or “all repeated context receives a discount.” Use observed cache-read and write fields from representative requests.
Output, reasoning, retries, and multiple completions multiply work
The answer a user sees is only one part of the work that may have been generated. Output length is stochastic: temperature, stop conditions, requested format, and model behavior can change it. A model that appears cheaper per million tokens can cost more for a task if it needs substantially more output or internal work to reach an acceptable result.
Reasoning tokens
OpenAI identifies reasoning tokens as a distinct usage category and advises comparing total tokens, including differences in output and reasoning, rather than comparing a nominal input rate alone. The amount of reasoning depends on the model, task, settings, and provider reporting. There is no reliable universal percentage that can be added to every estimate.

Multiple choices and candidate generation
Setting a request to generate more than one completion charges for the tokens used across those choices. Legacy best_of-style behavior can generate candidates that are not all returned to the caller, so counting only the selected answer understates usage. Check the request parameters and the usage record for every candidate.
Retries and agent loops
Timeouts, rate-limit retries, malformed-tool retries, and application-level fallbacks each make another model call unless your system confirms that the original request completed before retrying. Agentic workflows can call a model repeatedly for planning, tool selection, observation, and final response. Google’s managed-agent documentation specifically accounts for intermediate input and reasoning tokens generated inside agentic loops. A short final answer can therefore sit on top of many billable intermediate calls.
Images, audio, documents, and tools are not plain-text workloads
Text tokenizers cannot estimate every part of a multimodal request. Image and audio inputs can be measured using modality-specific units. Documents may be converted into pages, images, or document tokens before billing. OpenAI’s pricing documentation lists separate categories for audio and applicable tools such as file search. Google’s Gemini pricing documentation states that PDF document modality is billed at image-token rates and describes separate tool treatment.
Build a payload inventory
- Count every image, including resolution or detail settings that affect processing.
- Record audio duration, sample characteristics, and whether both input and output audio are enabled.
- Include every document page or extracted representation, not just the file name.
- List built-in search, file search, code execution, or other tools and any per-call fees.
- Include retrieved content and tool results that are inserted into later model calls.
A request can contain a modest text prompt but still incur significant modality or tool usage. Read the provider’s modality-specific instructions instead of converting those components into an invented text-token equivalent.
Model, geography, and service mode determine the applicable rate
Prices are tied to an exact model and feature set, not to the broad label “AI API.” Record the full model identifier, because similarly named models can have different input, output, cache, or reasoning treatment. Also identify whether the call used direct vendor infrastructure or a partner-operated platform.

Anthropic documents differences for US-only inference and batch processing and notes that cloud partners can publish independent regional pricing. OpenAI’s pricing is likewise model- and feature-specific. Geography, service tier, priority or batch mode, and partner region can all change the rate even when the prompt and model family appear unchanged. A price copied from an older page or another route is not evidence for the current invoice.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Step-by-step: reconcile an unexpected API bill
- Define the billing window. Match the invoice period to request timestamps and request IDs. Include calls made by background jobs, scheduled tasks, fallbacks, and retries.
- Identify the exact route. Record the model identifier, direct provider or partner platform, region, and service mode such as batch or priority processing.
- Export request-level usage. Obtain the provider’s usage fields for each request rather than relying on a dashboard’s rounded aggregate.
- Separate categories. Put uncached input, cached input, cache writes or refreshes, output, and reasoning into separate columns. Preserve the provider’s units and definitions.
- Inventory non-text work. Add image, audio, document, search, file-search, code, and other tool usage, including per-call charges where applicable.
- Check multiplicative settings. Look for a completion count greater than one, candidate generation, retries, orchestration fan-out, and agent loops.
- Apply current rates. Use the pricing schedule dated for the billing period and matching the model, categories, geography, and service mode. Do not reuse a stale rate table.
- Reconcile totals. Calculate each category separately, add feature fees, and compare the result with the invoice. Investigate rounding, taxes, credits, minimums, or platform charges only after usage has been matched.
- Save a representative sample. Keep the raw request, response usage, route, and calculated charge for a normal workload so future model comparisons use observed data.
How to compare models without being misled by the headline rate
When evaluating alternatives, compare the cost of completing the same task, not only the price per million input tokens. A fair test keeps the prompt, tool set, output requirements, and success criteria constant, then measures all work required to obtain an acceptable result.
| Comparison axis | Question to answer |
|---|---|
| Input and output | What rates apply to uncached input and generated output for the exact model? |
| Caching | Are cache reads, writes, and refreshes reported separately, and what triggers each one? |
| Tokenization | How many tokens does each model use for the same serialized request? |
| Reasoning and quality | How much output or internal work is needed to meet the task’s quality and latency target? |
| Features | What image, audio, document, search, file, or other tool charges apply? |
| Route | Do geography, batch or priority mode, or a partner platform change the rates? |
| Reliability | How often do retries, fallbacks, or extra agent steps occur in production? |
A lower nominal token rate can produce a higher total cost when the model consumes more tokens, generates more reasoning, requires additional calls, or uses differently priced tools. Measure the complete workflow.
Common diagnostic mistakes and their fixes
Counting only visible words
Symptom: Your spreadsheet multiplies a word count by an input rate. Fix: Serialize the actual request, tokenize with the intended model’s tool, and compare the result with request-level input usage.
Counting only the final answer
Symptom: The response is short but the charge is large. Fix: Inspect reasoning, tool results, intermediate agent calls, retries, and any candidate completions.
Best Value
Assuming cache savings on every repeat
Symptom: A repeated prompt costs more than expected. Fix: Verify prefix matching, cache eligibility, write or refresh events, and the provider’s cache-read rate.
Using a price from the wrong route
Symptom: Your arithmetic matches a public price page but not the invoice. Fix: Check model identifier, region, partner platform, batch or priority mode, and the date of the applicable schedule.
Ignoring non-text features
Symptom: Text-token math leaves an unexplained remainder. Fix: Reconcile image, audio, document, search, file-search, and other tool usage separately.
What you can and cannot infer from a bill
A usage record can usually tell you how many units the provider attributes to each request and category. It does not necessarily reveal every internal operation, cache decision, or orchestration step in a human-readable form. If a provider reports reasoning as a category, use that field; if it does not, do not invent a hidden-reasoning estimate. Likewise, do not infer a universal discrepancy percentage from one invoice. Official documentation does not establish a general statistic for how often bills exceed token estimates or by how much.
The defensible conclusion is narrower: a tokenizer count is an approximation of selected text, while billing reflects the provider’s measured work under a particular model, route, feature set, and time-specific price schedule. Request-level usage is the authoritative starting point for explaining the difference.
