Why Active Directory Weaknesses Stay Open for Years in Teams with One or Two Admins

Active Directory (AD) weaknesses persist for years in very small IT teams because the same one or two people must keep production running, respond to incidents, deliver projects and maintain identity security. Preventive work is repeatedly postponed, exceptions are rarely documented, and nobody independent is available to review permissions or test recovery.

That staffing pattern is an operational explanation, not a measured industry statistic: no published study establishes how long weaknesses remain open specifically in one- or two-admin teams. Microsoft and the Cybersecurity and Infrastructure Security Agency (CISA) do, however, document the control gaps that make old weaknesses dangerous—and the sequence of fixes that reduces ransomware exposure fastest.

Why an old AD weakness can become an enterprise-wide incident

AD is the identity control plane. It decides which people, services and devices can authenticate and what they can access. CISA states that compromising AD often equates to compromising the entire enterprise because identity and access are concentrated there. An attacker may begin with one or two systems, steal or abuse credentials, and escalate across the environment without being noticed.

That makes a neglected setting more than a local configuration defect. Excessive privilege, shared local-administrator passwords, unpatched domain controllers, unmanaged service accounts and configuration drift can provide durable lateral-movement paths to file servers, applications, backups and other critical systems.

The mechanisms that keep weaknesses open

Capacity bottlenecks turn security debt into a permanent queue

In a two-person team, an outage, migration or user-impacting request wins over an audit that prevents a hypothetical future incident. The same administrators are also the people expected to document changes, review privileged groups, patch domain controllers, monitor logs and test restores. When urgent work arrives, preventive tasks move to the next month and then become institutionalized exceptions.

Hidden dependencies make safe changes look unsafe

Old applications, service accounts and legacy authentication settings can depend on permissions or protocols that nobody has mapped. NTLM or WDigest use, hard-coded service-account credentials and undocumented Group Policy settings make administrators reluctant to disable a risky feature. Without an inventory and a rollback plan, leaving the setting unchanged feels less dangerous than testing it during business hours.

Convenient privilege creates a large blast radius

Broad Domain Admin or local-administrator access shortens troubleshooting time, but it also lets one stolen credential change identities, policies and servers. CISA and the National Security Agency recommend least privilege and privilege separation because an account that can administer a workstation should not automatically control Tier 0 identity infrastructure.

Manual changes create configuration drift

Firewall rules, Group Policy, delegation and group membership change as incidents are resolved. In a small team, those changes may exist only in a ticket or in an administrator’s memory. CISA recommends recurring checks for AD misconfiguration; without them, the difference between the approved baseline and the live domain grows silently.

No independent verification exposes recovery and permission blind spots

A team with one or two administrators may have no second reviewer to confirm that a privileged account is still needed, that a backup can actually restore a domain controller, or that a logging rule records administrative activity. A control that is configured but never tested can fail exactly when an attacker or outage puts it under pressure.

Identity concentration magnifies every mistake

AD is Tier 0, so a compromised privileged credential can affect the authentication system itself. Microsoft’s model treats every additional human administrator, server or application in Tier 0 as additional attack surface. Minimizing that population limits the number of paths an attacker can use to reach the identity plane.

Which fixes reduce ransomware risk fastest?

The order below favors controls that remove high-impact attack paths and improve recovery before a small team takes on more complex cleanup.

Priority Control gap Why it matters Evidence the task is complete
1 Unknown privileged access Stale Domain Admin, delegated and local-admin rights provide direct paths to Tier 0 and endpoints. A dated export of privileged groups and local administrators, with each membership justified or removed.
2 Untested recovery Ransomware can disable production and backups; an untested backup is not recovery assurance. Two known-good domain-controller backups, an offline or otherwise isolated copy, and a recorded restoration test.
3 Unpatched or exposed domain controllers Domain controllers are high-value targets, and unnecessary software or internet exposure increases attack surface. Current patch status, unnecessary components removed, and no direct internet exposure unless explicitly required and protected.
4 Shared local-admin passwords One reused password can enable movement from one workstation to many others. Microsoft LAPS deployed so local-admin passwords are distinct, centrally managed and rotated.
5 Unrestricted administration Open RDP and similar paths let stolen credentials reach sensitive systems quickly. Remote administration restricted to approved sources, MFA required where supported, and administrative actions logged.
6 Tier 0 sprawl Each additional Tier 0 account, server or application expands the identity control plane’s attack surface. Separate identity-admin accounts, a short documented Tier 0 list and removal of unnecessary members.

A practical hardening plan for a one- or two-admin team

  1. Inventory privileged identities and paths. Export membership of Domain Admins and other privileged groups, list service accounts, and record local administrators on servers and workstations. Mark stale, shared or unexplained entries for removal or redesign. Use separate named administrator identities rather than performing daily work with a privileged account.
  2. Build and test recovery before making disruptive changes. Create two known-good domain-controller backups and keep at least one copy isolated from routine administrative credentials. Write the recovery order, owners and dependencies, then perform a restoration test in a controlled environment. Record what worked, what failed and how long each step took.
  3. Patch and reduce domain-controller attack surface. Apply supported security updates, remove unnecessary software and services, and eliminate direct internet exposure. Schedule maintenance so the team can observe authentication and application behavior immediately afterward.
  4. Deploy Microsoft LAPS. Microsoft notes that Windows and AD DS do not, by default, provide centralized management of local-administrator accounts on workstations and member servers. LAPS gives each device a distinct local-admin password and rotates it under central policy, preventing a single reused password from opening many systems.
  5. Restrict remote administration. Limit RDP and other management protocols to approved administrative hosts or network segments. Require MFA where the protocol and architecture support it, and retain logs showing who performed privileged actions and from where.
  6. Reduce and separate Tier 0 administration. Keep identity administration separate from routine workstation and lower-tier server administration. Remove dormant accounts, avoid shared credentials and document the small set of people and systems that truly require Tier 0 access.
  7. Review escalation paths beyond group membership. Examine AD Certificate Services templates, delegation, service-account permissions and other configurations that can grant privilege without obvious Domain Admin membership. Treat unexplained delegation as a finding requiring an owner and a removal or compensating-control date.
  8. Make verification recurring. Put a lightweight privilege and configuration-drift review on the calendar every month. Compare current Group Policy, firewall, privileged-group and account settings with the approved baseline. When no internal peer exists, obtain an external assessment to provide independent review.

How to harden AD without breaking the business

Separate discovery from enforcement

First record who or what uses a permission, protocol or account. Then test a narrower policy in a pilot organizational unit or equivalent administrative scope. Keep a rollback step and an owner for every change. This approach exposes legacy dependencies before a domain-wide enforcement action interrupts authentication.

Handle legacy authentication as a dependency project

Do not disable NTLM or WDigest, remove a service account or change delegation solely because it appears on a checklist. Identify the application owner, capture authentication evidence, test the replacement and set a retirement date. A temporary exception should have a reason, scope, compensating control and review date; otherwise it becomes permanent drift.

Use two-person checks where staffing permits

For high-impact operations—changing Tier 0 membership, restoring a domain controller or modifying certificate templates—have the second administrator review the plan and outcome. If both administrators cannot provide independent review, use an external assessor for the highest-risk changes rather than treating self-approval as verification.

A sustainable monthly operating rhythm

  • Week 1: review privileged-group, service-account and local-admin exports; remove or ticket stale access.
  • Week 2: compare domain-controller patch status, exposed services and remote-administration rules with the baseline.
  • Week 3: inspect Group Policy, delegation, AD Certificate Services templates and authentication exceptions for drift.
  • Week 4: verify backup status, update the recovery runbook and record one restore or recovery exercise when the schedule calls for it.

Keep the evidence in a location that is not writable by the same credentials used to administer production. The goal is not paperwork for its own sake: dated exports, test results and exception owners let a tiny team resume work after an outage or staff absence without reconstructing decisions from memory.

What is established—and what is not

Microsoft and CISA guidance consistently supports recurring misconfiguration checks, least privilege, restricted domain-controller access, privileged-access management, patching, local-admin password rotation, logging, penetration testing and recovery validation. Those sources are official guidance and advisories, not a controlled study of small IT teams. They do not establish how common one- or two-admin staffing is, the exact number of years a weakness remains open, or a return-on-investment figure for any product.

The defensible conclusion is operational: a tiny team’s single point of failure makes preventive identity work easy to defer, while AD’s Tier 0 role makes deferred work unusually consequential. A short, recurring cycle of privilege review, tested recovery, patching, LAPS, restricted administration and drift detection addresses the attack paths most likely to turn that staffing constraint into a ransomware-scale incident.
