A USB4 port rated for up to 40Gbps does not guarantee that every connection will run at 40Gbps. The host, connected device, cable and firmware/operating-system support all affect what the connection can use. A USB 3 device or USB 3 traffic over USB4 also does not, by itself, mean the host link has fallen back to USB 3. Microsoft documents a firmware handoff for USB4, but the available official guidance does not identify one universal BIOS toggle that forces USB4 into USB 3 mode. Microsoft’s USB4 design guidance and ACPI requirements describe the broader behavior, not the setting behind a particular computer’s symptoms.
What a 40Gbps USB4 rating does—and does not—promise
USB4 is a connection architecture that can carry different kinds of traffic, including USB 3.x, PCIe and DisplayPort. Microsoft explains that link capacity is determined after lane bonding, with example calculated rates of 10Gbps, 20Gbps and 40Gbps. Its connection manager can allocate bandwidth among traffic types. Those figures describe possible link rates, not a promise that every connected device or file transfer will reach the port’s maximum.

USB-IF describes USB4 as building on USB 3.2 and USB 2.0, with backward compatibility and operation that scales to the best mutual capability of the connected devices. In practice, the relevant chain includes the host port and controller, firmware and operating-system support, the cable, and the attached device. A USB 3.x peripheral may communicate using USB 3.x even when the host supports USB4; seeing USB 3 traffic is not proof that the whole USB4 link has been disabled.

Can a BIOS setting make USB4 behave like USB 3?
Firmware configuration can matter. Microsoft’s ACPI requirements state that BIOS must grant control of the USB4 connection manager to the operating system. They also require a full reboot after changes to the specified native USB4 support or USB settings. This establishes that firmware and the operating-system handoff are part of USB4 operation; it does not establish a universal, user-facing BIOS switch that turns all USB4 connections into USB 3.
Without the computer model, BIOS/UEFI version, exact setting name and its before-and-after values, it is not possible to attribute a slowdown to a particular toggle or give safe menu directions. A setting with a similar name may have different effects across manufacturers and models. Record the precise label and consult the computer maker’s documentation before changing it.

How to narrow down a slow or unexpected connection
- Identify what is slow. Note the attached device, the task or transfer, and the reported speed. A USB 3 peripheral operating at its own supported mode is different from a measured USB4 host-link rate.
- Check the host and device capabilities. Confirm from the computer and peripheral documentation which USB4 or USB 3.x capabilities each supports. The connection cannot exceed the best capability they share.
- Check the cable. Verify its stated rating and compatibility. A cable labeled USB4 40Gbps is a relevant check, but replacing a cable is not a proven fix for an unspecified incident; the host and device still matter.
- Review firmware and OS support for your exact model. Use the manufacturer’s current instructions to identify relevant USB4 settings and reboot requirements. Do not assume a generic BIOS label or menu path applies to your machine.
- Separate mode evidence from throughput evidence. A mode indicator can say which kind of link is active, while a transfer test measures performance under its own conditions. Neither alone identifies which component caused a lower result.
Check the link mode on Linux
Where the Linux interface is available, the kernel documents the sysfs attribute /sys/bus/thunderbolt/devices/usb4_portX/link. Read the corresponding port’s link attribute to see whether it reports usb4, tbt or none. The Linux kernel ABI documentation defines these values as current link modes.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Clear out junk files and repair common Windows errors3Scan for outdated or missing drivers - takes under a minuteThis is a mode indicator, not a 40Gbps throughput measurement. It does not establish the speed of a particular USB device or explain why a transfer is slow. The sources cited here do not establish equivalent Windows step-by-step instructions for measuring the negotiated USB4 rate, so use the computer maker’s or Microsoft’s current guidance for your specific Windows system rather than relying on an invented universal menu path.

What evidence would confirm a BIOS-toggle explanation?
To determine whether a BIOS change caused a specific fallback, the useful evidence is the computer make and model, BIOS/UEFI version, exact setting label and original/new values, operating system, connected device, cable, and a measurement or mode report taken before and after the change. Without those details, the general USB4 documentation can explain how negotiation and firmware handoff work, but it cannot verify the cause of one machine’s behavior.
Microsoft’s guidance puts the compatibility responsibility across the ecosystem: “Partners should ensure their USB hardware (such as systems, hubs, cables, and accessories) can inter-operate with other USB hardware coming to or already on the market.” The statement appears in Universal Serial Bus 4 (USB4) design details and general requirements.
