Why a USB-C Charger Delivers Less Than Its Advertised Wattage

By Freedom251 Team · · 8 min read

A USB-C charger’s wattage is a maximum capability, not a promise that every connected device will draw that amount continuously. The device, charger, USB Power Delivery (PD) profile, cable, selected port, battery level, temperature, and current workload all determine the power actually delivered at a given moment. A 67 W adapter can therefore show 18 W, 30 W, or another value without being defective.

What the wattage number on a USB-C charger really means

The number printed on a charger describes the highest output it can provide under specified conditions. It does not override the input limit built into a phone, tablet, laptop, camera, or other USB-C device. Charging is a negotiated process: the charger advertises available power profiles, the device requests a profile it supports, and the charger supplies the agreed voltage and current.

USB Power Delivery supports this negotiation and includes adjustable-voltage modes. The USB Implementers Forum’s USB Power Delivery Specification Revision 3.2 Version 1.2 is dated September 14, 2026. A specification can define optional capabilities, however; it is not proof that every charger, cable, or device implements every feature.

Power can also change while charging. A device may request more power when its battery is low, then reduce the request as the battery approaches full, becomes warm, or is being used heavily. The value shown by an outlet meter or inline meter can also include energy the device is using to run its screen, processor, radios, and accessories rather than energy going directly into the battery.

The complete charging chain determines the result

Think of USB-C charging as a chain with no single wattage number that guarantees the outcome:

  • Device: Its maximum wired input and supported protocol set the upper boundary.
  • Charger: It must offer a compatible PD profile, and sometimes Programmable Power Supply (PPS) support.
  • Port: The selected port may have a different rating from the charger’s other ports or may share a common power budget.
  • Cable: Its current and power capability can limit the negotiated setup.
  • Conditions: Battery state, temperature, device use, battery-health controls, and accessory losses can all reduce the instantaneous rate.

The weakest relevant limit wins. Buying a charger with a larger headline number cannot make a device accept more power than its design allows.

Why a charger may show less power than its label

The device has a lower input limit

A phone rated for a lower charging input will not draw a laptop-class adapter’s full output. Look up the exact model’s wired-charging specification rather than inferring the limit from the adapter label. Two devices using the same USB-C connector can have very different input limits and protocol requirements.

The required charging profile is missing

USB PD and PPS are not interchangeable promises. A device may need ordinary PD, PPS, or a particular combination of voltage and current options. Google Pixel guidance lists PPS adapters for some Pixel charging needs and other PD adapters as another supported category; those recommendations are specific to the relevant Pixel models and should not be generalized to every USB-C product. If the charger cannot offer a profile the device recognizes, charging may fall back to a lower rate or fail to start.

The cable is the bottleneck

Cable capability is part of the negotiated setup. For Google’s Pixel Flex Dual Port 67 W USB-C Fast Charger, Google states that a standard cable allows up to 60 W and that an E-Marker cable is needed when the device requires more than 60 W. Those figures apply to that named charger and are not a universal ceiling for every USB-C cable.

An E-Marker is an identification chip used in some high-power USB-C cables so the source and device can confirm the cable’s capabilities. If a high-power setup is unexpectedly limited, check the cable’s markings, documentation, and the requirements for the specific charger and device. USB-IF publishes cable and connector compliance materials, including power-related marking information.

Another port is using the charger’s power budget

Multiport adapters commonly reallocate power when a second device is connected. Apple explains that a charger with more than one port, or a computer or hub with other connected devices, can have reduced maximum output. Google’s named 67 W dual-port charger is rated for up to 67 W from one port when used alone and up to 60 W per port when two devices are connected.

Battery level changes the requested power

Charging systems normally reduce power as the battery nears full. Google’s Pixel 6 and Pixel 6 Pro guidance describes a gradual reduction in charging power near the top of the charge. A low reading late in a charging cycle can therefore be normal, even when the charger and cable are fully compatible.

Heat causes protective throttling

Temperature affects both charging speed and battery protection. Google says charging may be slower depending on ambient temperature, usage, and battery age, and that a phone that becomes too warm might pause charging to protect the battery. A device may lower its request before pausing completely. Remove insulating cases when appropriate, move the device to a cooler location, and avoid charging in direct sun or beside a heat source.

The device is consuming power while it charges

Gaming, navigation, video recording, high screen brightness, and other processor- or graphics-intensive tasks can consume much of the incoming power. Apple notes that intensive use can reduce charging speed. An inline meter near the charger may show the adapter’s output, while the battery gains only the remainder after the device runs itself and converts power internally.

A hub, car port, or pass-through accessory is limiting output

USB hubs, monitors, docks, car ports, and pass-through adapters may reserve power for their own electronics or distribute a restricted amount to the downstream device. Apple says a hub or car port may charge more slowly than a dedicated USB-C charger and that some pass-through adapters reserve power for their own ports. Bypass these accessories during diagnosis.

How to troubleshoot unexpectedly slow USB-C charging

Change one variable at a time so you can identify the limiting component. A momentary meter reading is not enough to prove that a charger is faulty.

  1. Identify the exact device model. Find its maximum wired input and required charging protocol in the manufacturer’s specifications or support documentation. Do not use the charger’s wattage as a substitute for the device’s limit.
  2. Connect directly to a suitable wall-charger port. Temporarily remove hubs, docks, car adapters, monitors, pass-through accessories, and extension arrangements. On a multiport charger, disconnect every other device.
  3. Verify the selected port’s rating. On a multiport unit, use the port documented for the required output. Check whether the published maximum applies only when that port is used alone.
  4. Check the cable. Confirm that its stated power capability matches the target setup. For Google’s 67 W dual-port charger, Google specifies an E-Marker cable when more than 60 W is required; use that as a product-specific requirement, not a universal rule.
  5. Match the protocol. Confirm whether the device calls for USB PD, PPS, or another documented profile, and verify that the charger offers it. A high wattage without the right profile may still produce a low rate.
  6. Test with known-compatible accessories. Substitute a charger and cable recommended for the device, changing only one item at a time. Unsupported, damaged, or poorly connected accessories can cause slow or absent charging.
  7. Control temperature and workload. Let a warm device cool, avoid intensive use, and test again at a similar battery level. Compare readings with the screen off or with demanding applications closed.
  8. Check charging-protection settings. Battery protection, overnight charging, or a high-battery-level limit can intentionally pause or slow charging. Names and behavior vary by manufacturer and model.
  9. Inspect the USB-C port safely. Follow the device maker’s instructions for checking moisture, debris, or damage. Do not force the connector or insert tools or objects into the port.

For a meaningful comparison, keep the device, battery level, temperature, cable, charger port, and connected accessories the same. Charging rates naturally vary, and the reviewed manufacturer guidance does not establish one universal wattage threshold at which a charger should be declared defective.

How to compare USB-C chargers before buying one

Use the device’s requirements as the starting point, then compare the charger and cable as a system.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
Specification to compare Question to ask Why it matters
Charging protocol Does it support the device’s required USB PD profile and, where needed, PPS? A higher wattage is ineffective if the device cannot negotiate a compatible profile.
Per-port output What is the maximum from the exact port you will use? Ports on one adapter can have different ratings.
Shared-capacity behavior What happens when another port is occupied? The charger may reduce or reallocate output.
Cable requirement Does the included or existing cable support the negotiated power? The cable can cap the setup even when the adapter is powerful enough.
Device limit and conditions How much can the device accept, and how does it behave when warm or nearly full? Real charging speed changes over the cycle and with use.

Choose a charger profile and cable that match the specific device and intended port. Generic wattage alone is not a compatibility check.

What a power meter can and cannot tell you

An inline USB-C meter can show a negotiated voltage, current, or changing power value, but the display is a snapshot of one point in the chain. It may not equal energy stored in the battery, and it can change when the device switches profiles, warms up, reaches a higher state of charge, or starts using more power.

Use a meter, if you already have one, to compare like-for-like conditions rather than to chase the charger’s printed maximum. There is no universal test procedure or single cross-device percentage describing how far real charging falls below advertised wattage.

When the charger or cable may actually be at fault

Suspect an accessory only after confirming the device’s limit, protocol, port allocation, cable capability, temperature, and workload. A stronger indication of a hardware problem is a repeatable failure under controlled conditions: the same device remains slow with a known-compatible cable and charger, the port is used alone, the battery is not near full, and the device is cool and idle.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

At that point, compare with another known-compatible charger and cable, inspect for visible damage, and follow the device and charger’s warranty or support process. Stop using a cable or adapter that is visibly damaged, becomes abnormally hot, smells burnt, or repeatedly disconnects.

The practical answer

A USB-C charger delivers less than its advertised wattage because the advertised figure is a ceiling, while negotiated power is determined by the device, protocol, cable, port sharing, and operating conditions. Confirm the exact device specification, connect directly, remove competing accessories, use a cable rated for the required setup, and retest when the device is cool and not near full. Those checks distinguish normal power management from a genuine accessory or port problem.
