Why a PDF Won’t Convert Cleanly—and How to Fix Common Formatting Problems

A PDF usually converts poorly for a specific, diagnosable reason: it may be an image-only scan, the source images may be blurred or skewed, fonts may be missing or substituted, the source format may need its original application, export settings may discard information, or security permissions may block conversion. Identify which condition applies before changing software.

Start by testing whether you can select and search the words. If you cannot, run OCR in the document’s language and review the words Acrobat flags as uncertain. If text is selectable but the layout changes, investigate fonts, compatibility, image settings, and complex elements such as tables or charts. Keep the original PDF and, when possible, repair the source document and export it again rather than trying to rebuild a complicated layout in the converted copy.

What “clean conversion” can and cannot mean

PDF is designed to preserve a page’s appearance, not to store a perfectly recoverable version of the author’s source file. A conversion can therefore produce editable text while changing line breaks, spacing, pagination, fonts, image placement, or table structure. No general setting guarantees that every PDF will become an identical, fully editable document.

The practical goal is to determine which information the PDF actually contains and which parts of the original were lost before conversion. A text-based PDF with embedded fonts is a different problem from a paper scan, and both differ from a password-protected file. The remedy should match that condition.

Run this short diagnosis before trying another converter

  1. Test the text layer. Drag across a sentence and copy it into a plain-text editor. Search for a distinctive word. If nothing can be selected or searched, treat the file as an image-only scan and plan to use OCR.
  2. Inspect a representative page at high zoom. Look for skewed lines, blur, smudges, dark marks, clipped characters, or uneven contrast. These defects are often visible before any conversion and can make recognition unreliable.
  3. Check whether the problem is visual or textual. If copied text is correct but the converted page has different line breaks, suspect fonts or layout settings. If copied text contains wrong characters, missing words, or strange symbols, suspect OCR or an already-corrupted text layer.
  4. Identify the source and destination formats. Confirm that the application supports both. Some conversions require the corresponding source application; Microsoft Office conversions, for example, require the applicable Office version according to Adobe’s supported-format documentation.
  5. Check access restrictions. A password or permissions setting may prevent exporting even when the page looks normal. Record whether the file has an open password and whether printing, copying, or editing is disallowed.
  6. Preserve the original. Save a working copy before OCR, editing, or repeated exports. This gives you a clean reference when checking page breaks, tables, images, and headings.

When the PDF is a scan: add and verify OCR

How to recognize an image-only PDF

A scanned page is often a single rectangular image. You may be able to zoom in, but you cannot place a text cursor in a word, select individual characters, or find a term with the PDF’s search command. Some files contain a partial or hidden text layer, so test several pages rather than relying on one successful search.

Run OCR in Acrobat

In current Acrobat desktop versions, open the file and choose All tools > Scan & OCR > Recognize Text, then select the pages to process. Set the recognition language to the language used in the document before starting. Language selection affects character recognition, punctuation, and word boundaries; the wrong language can turn an otherwise legible page into incorrect text.

When you choose All tools > Edit a PDF on a scan, Acrobat may also offer to recognize the text so the page can be edited. The exact labels and available options vary by Acrobat product and version, so confirm that recognition has completed before exporting.

Review OCR’s uncertain words

OCR is a recognition step, not a proofreader. Acrobat identifies suspect words for review in its text-recognition tools. Inspect those words in the context of the original image and correct names, numbers, punctuation, and special characters manually. Pay particular attention to columns, footnotes, superscripts, signatures, tables, and pages with faint type.

Do not assume that a successful search proves accuracy. A common word may be recognized correctly while a date, account number, chemical symbol, or proper name is wrong. For important records, compare every page against the scan or have a second person check the high-risk fields.

Improve the source image before blaming OCR

Adobe’s guidance states that “Scanned documents with skewed pages, smudges, or marks are difficult to convert accurately” (Adobe Help Center, “Fix garbled text in converted PDF files,” updated April 9, 2026). Straighten pages, remove dirt and handwritten marks where appropriate, and rescan at a setting that produces crisp characters if you still have the paper original.

What to check on a poor scan

  • Skew: Text baselines that rise or fall across the page can cause missed characters and bad column detection.
  • Blur: Motion or focus blur merges adjacent letters, especially in small type.
  • Smudges and marks: Stains, hole punches, stamps, and handwritten notes can be interpreted as punctuation or letters.
  • Low contrast: Pale ink and gray backgrounds make the boundaries between characters unclear.
  • Clipping: A scanner that cuts off the edge of a page removes the first or last characters of lines.

If rescanning is impossible, proceed with OCR but plan a more extensive comparison against the image. Increasing OCR confidence by changing software cannot restore characters that were never captured clearly.

Fix changed characters, line breaks, and spacing caused by fonts

Why font substitution changes a page

A PDF can display a typeface without providing an editable copy of that typeface to the conversion or editing application. If the original font is unavailable, Acrobat may substitute a fallback font. Different character widths then alter line wrapping, paragraph length, table widths, and page breaks. A substitute can also lack symbols or language-specific glyphs, producing boxes or unexpected characters.

Check the original file’s font information and compare it with the fonts installed on the conversion computer. If the source document is available, opening it in the application that created it is usually safer than reconstructing the layout from the PDF.

Embedding helps, but licensing matters

PDF creation settings can embed fonts so the appearance is more consistent on another system. Embedding is subject to the font’s licensing and embedding permissions; a setting cannot legally or technically embed a typeface that forbids it. If a font cannot be embedded, document which fallback is being used and expect to verify pagination after conversion.

Specific Windows virtual-font failure

Adobe documents a particular failure in which conversion through the Adobe PDF Printer fails because of virtual fonts on Windows. For that case, open Control Panel > Devices and Printers, right-click Adobe PDF, choose Printing preferences or Properties (the label depends on Windows and driver version), open the Adobe PDF Settings tab, and clear Rely on system fonts only; don’t use document fonts. Apply the setting and retry the print-to-PDF operation.

This checkbox addresses the documented virtual-font failure; it is not a universal cure for every font mismatch. If the conversion still changes characters or pagination, investigate missing fonts, embedding permissions, and the source application instead.

Confirm source format, export mode, and permissions

Use the required source application

Conversion support depends on the product and version doing the work. Adobe’s “Supported file formats for PDF conversion in Acrobat” documentation lists formats and the applications required for some of them. If a format depends on Microsoft Office, install the compatible Office version and open the source there when the converter requests it. A file renamed with a different extension is not converted into a new format; it remains the original file type internally.

Check the supported-format list for the exact Acrobat edition, operating system, and destination format you use. Desktop Acrobat, Acrobat Reader, and Acrobat on the web do not expose identical conversion menus.

Understand Reader and web-service limits

Adobe’s Acrobat Reader export instructions describe Export PDF as a paid subscription service. Availability, output formats, and OCR options can differ by account, product edition, and platform, so verify the controls shown in your installation rather than assuming a menu from another Acrobat product applies.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Adobe’s Acrobat web documentation says that PDFs with an open password or permissions blocking printing, copying, or editing are excluded from its Export PDF workflow. If you own the document, remove or change the restriction using the authorized password and the document’s security settings. If you do not own it, request an unrestricted copy or ask the owner to perform the export; do not attempt to bypass protection.

Choose conversion settings that preserve the information you need

PDF creation and export dialogs commonly expose controls for compatibility, image processing, and font embedding. These settings trade file size and backward compatibility against visual fidelity. Use the newest compatibility level supported by every recipient application when possible, and avoid aggressive image downsampling when small text or diagrams must remain legible.

Setting area What it affects Practical choice
Compatibility Which PDF features older viewers can interpret Choose a level supported by the oldest required viewer; test the result in that viewer.
Image handling Resolution, compression, and clarity of scans, screenshots, and figures Retain enough resolution for small type and line art; avoid repeated lossy re-encoding.
Font embedding Whether the receiving system can reproduce the original typeface and metrics Embed when the font license permits; otherwise verify substitutions and page breaks.
OCR language Character and word recognition for image-only pages Match the document’s principal language and review names, numbers, and symbols.

These choices cannot recreate information that was absent from the source. They can, however, prevent a good source from being degraded during export.

Protect tables, columns, charts, and images during conversion

Complex visual elements are the most fragile part of an editable conversion. A table may become positioned text, a chart may turn into a low-resolution image, and a multi-column page may be read in the wrong order. Adobe advises minimizing edits to complex elements such as tables, graphs, and images when preserving layout.

Verify the high-risk areas first

  1. Compare the first and last page to catch changed margins, headers, and page numbering.
  2. Check every heading and page break, especially where a heading is separated from its paragraph.
  3. Read tables cell by cell, including merged cells, totals, decimal points, and footnotes.
  4. Follow the reading order of columns and text boxes rather than assuming visual order is preserved.
  5. Open charts and images at 100% or higher and check labels, legends, axes, and captions.
  6. Search for a few known terms and numbers to detect missing or duplicated text.

If the original source document still exists, revise that source and generate a new PDF when exact layout matters. Treat the converted file as an editing aid, not as proof that the original design has been perfectly reconstructed.

Match the workflow to the PDF and the intended result

PDF condition Best first action Main risk to verify
No selectable or searchable text Run OCR with the correct language, then review suspect words. Recognition errors in names, numbers, columns, and marks.
Selectable text but changed fonts or pagination Check font availability, embedding permissions, and export settings. Fallback fonts altering line breaks and page count.
Blurred, skewed, or marked scan Rescan straight, clean pages when possible; otherwise increase manual checking. Characters misread because image data is unclear.
Export fails immediately Confirm supported format, required source application, and PDF security. Unsupported input or restrictions on copying, printing, or editing.
Tables, charts, or columns break Minimize edits to those objects and compare them with the original. Reading order, cell structure, labels, and image quality.

Symptom-by-symptom fixes

The converted document is blank or contains no text

Test the PDF for selectable text. If it is an image-only scan, OCR it before exporting. If OCR produces nothing, inspect whether the page image is actually present and whether it is severely damaged or encrypted.

Words are present but characters are wrong

For a scan, set the correct OCR language and review Acrobat’s suspect words against the image. For a native-text PDF, compare the original font and encoding, install the authorized font if available, and regenerate the PDF with embedding enabled when licensing permits.

Text is readable but line breaks and page count changed

Look for font substitution first, then compare compatibility and image settings. A fallback font with different character widths can reflow an entire document even when every word is spelled correctly.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The export command is unavailable or refuses the file

Check the Acrobat edition and whether the feature requires a paid Export PDF subscription. Confirm that the source format is supported and that the required source application is installed. Inspect the PDF’s password and permissions; an open password or a restriction on printing, copying, or editing can exclude it from Acrobat’s web export workflow.

A table or chart is unusable after conversion

Do not assume that more OCR or a different font will repair a structural conversion error. Compare the object with the original, correct the source document if possible, and preserve the PDF as the visual reference. Re-enter only the data that must be editable, checking totals and labels as you go.

A repeatable quality-control checklist

  • Keep the untouched PDF and, if available, the original source file.
  • Record the Acrobat product, platform, destination format, and OCR language used.
  • Confirm that text selection and search work on representative pages.
  • Review OCR suspect words and all critical names, dates, identifiers, and amounts.
  • Check fonts, symbols, line wrapping, page breaks, headers, and footers.
  • Inspect columns, tables, graphs, images, captions, and reading order.
  • Open the exported file in the application your recipients will use.
  • Compare the final file with the original before replacing or distributing it.

Following this sequence usually reveals whether the problem is recoverable text, poor source imagery, typography, unsupported input, access control, or fragile layout. Once that cause is known, the appropriate fix is generally a targeted OCR, scan, font, settings, or source-file change rather than an endless cycle of converters.
