For Ukraine, a concept of operations (CONOPS) connects sensors, strike aircraft, commanders, communications, electronic-warfare protection, infantry support, maintenance and assessment to one battlefield purpose. Without that design, thousands of drones remain disconnected sorties rather than a reliable military capability.
What a CONOPS adds to a drone swarm
NATO’s AJP-3 doctrine provides the operational-level framework for preparing, conducting and assessing joint operations. Applied to uncrewed systems, a CONOPS is the bridge between a commander’s desired battlefield effect and the people, software, aircraft and support network needed to produce it.

That means defining who detects a target, who confirms it, who assigns an aircraft, how several drone types are sequenced, how infantry and artillery are supported, what crews do when a data link is jammed, how aircraft are repaired and how commanders decide whether the mission worked. The aircraft are only one part of that chain.

“Swarm” can imply autonomous aircraft cooperating without human control, but battlefield usage is broader. Ukraine’s model combines reconnaissance drones, strike aircraft, communications, analysts, operators, electronic warfare and conventional units. Some tasks may be automated, while people still authorize targets and manage escalation, airspace and priorities.

The important distinction is repeatability. A pile of first-person-view aircraft may deliver occasional successes. A CONOPS is intended to make detection, decision, launch, support, recovery and learning work as a coordinated cycle across many units.
How Ukraine’s Drone Line turns drones into an operating system
Ukraine’s Defence Ministry describes Drone Line as a unified unmanned-systems model that provides aerial support to infantry and continuously engages opposing forces at a depth of 10–15 kilometres. In a report dated 9 April 2026, the ministry said the project involved more than 1,000 crews and that participating units struck one in four front-line targets. Those figures are official Ukrainian claims; the ministry did not publish an independently audited denominator or methodology for them.
The ministry says Drone Line consolidates combat experience, current technology, analytics, stable funding and centralized support. Its stated purpose is to create a “killzone” in which opposing forces are detected and damaged before reaching Ukrainian positions. In the ministry’s words: “The core concept of the Drone Line project is to preserve the lives of personnel by establishing a killzone in which the enemy cannot advance without incurring losses.”

The same April report attributed more than 30,000 opposing personnel neutralized during the winter period to Drone Line units and reported March losses above 10,500. No independent validation or common measurement standard for those figures was identified, so they should be treated as government claims rather than established battlefield totals.
The operating elements a swarm CONOPS must specify

Ukraine’s Joint Analysis, Training and Education Centre (JATEC) has identified unified command, control and communications as a central issue. Its June 2025 experts seminar also addressed artificial intelligence and autonomy, electronic warfare, cyber threats, training, repair and maintenance, including methods for countering fiber-optic-controlled FPV aircraft.
How the concept works during a mission
- Find: reconnaissance aircraft, ground observers and other sensors search a designated area and pass observations into a shared information system.
- Decide: authorized personnel classify the contact, check rules and priorities, and select the appropriate effect rather than automatically launching the nearest aircraft.
- Assign: a control element tasks a reconnaissance, strike, relay or assessment crew and coordinates the mission with infantry and other fires.
- Protect the link: crews apply frequency, navigation and routing measures appropriate to the electronic-warfare environment, with contingency procedures if the primary connection fails.
- Strike or support: different aircraft can be sequenced for observation, attack, relay and follow-up rather than treating every platform as interchangeable.
- Assess: imagery and operator reports establish whether the intended effect occurred, whether another mission is required and what information should be fed back into training and planning.
This process explains why procurement alone cannot create a swarm. A force can possess aircraft and still lack the operators, data architecture, resilient communications, repair capacity or authority to employ them coherently.

Electronic warfare makes integration decisive
Modern drone operations assume that an opponent will jam, spoof, detect or attack the control network. A CONOPS therefore has to describe degraded operations before crews encounter them. It can allocate missions across different links, use relay aircraft, change frequencies and routes, or shift to aircraft and control methods that are harder to disrupt.

JATEC’s focus on both countering those systems and improving electronic-warfare practice shows that a swarm doctrine must evolve as the threat changes. AI and autonomy may help with navigation, detection or prioritization, but they do not remove the need for command authority, communications planning and human judgment.

The roadmap links that work to pilot activities, challenges, lessons-learned exchanges, the NATO Defence Innovation Accelerator for the North Atlantic, the NATO Innovation Fund and Ukraine’s BRAVE1 innovation ecosystem.

Ukraine’s Defence Ministry said the June 2025 JATEC seminar brought together Ukrainian defence officials, the Unmanned Systems Forces, NATO and industry. The ministry reported 162 proposals in the associated NATO Innovation Challenge, including 42 from Ukrainian teams. That number is also a Ukrainian government report, not an independent assessment of proposal quality or battlefield impact.
The United Kingdom’s Defence Drone Strategy makes the wider lesson explicit. It calls the war a “new way of war” shaped by innovation, technology proliferation and battlefield digitisation, and says uncrewed systems “rely on the deliberate integration of components, software and supporting networks.” James Cartlidge, then the UK minister for defence procurement, wrote that low-cost systems were increasingly defeating more expensive capabilities and producing disproportionate battlefield effects.

The UK strategy says lessons from Ukraine are informing spiral development, acquisition reform and closer industry integration. Allies are therefore studying the mechanism of adaptation—how units test, measure, repair and change systems—rather than seeking a permanent shopping list of drone models.

What Ukraine’s model does not yet prove
Official Drone Line statements establish the program’s intended design and the Ukrainian government’s reported results. They do not, by themselves, establish a universal kill rate, cost advantage or sortie-generation figure. No independently published statistic in the cited official material validates the one-in-four target claim, the winter personnel figure or the March loss figure.
That distinction matters for NATO adoption. A transferable CONOPS should preserve the principles—common command, resilient communications, trained crews, sustainment and continuous learning—while testing whether particular aircraft, software or organizational arrangements fit another country’s geography, rules of engagement, industrial base and electronic-warfare threat.
