A 165Hz rating is the display’s maximum supported refresh rate, not a promise that it will stay at 165Hz constantly. Your phone may select a lower rate based on what is on screen, which apps are active, the phone’s software and power settings. That variation is usually intentional, not evidence of a fault.
Three different rates determine what you see
It helps to separate the display’s maximum refresh rate from the rate an app requests and the rate the system actually selects. The panel may support 165Hz, while an app produces frames at a different cadence and Android chooses another supported display mode. An app’s request is not a guarantee: Android’s frame-rate guidance explains that the system considers other active surfaces and device policy, and may not switch the display to the requested rate (Android Developers: Frame rate).

Refresh rate is measured in hertz (Hz), or screen updates per second. It is not the same as frame rate, which describes how many new images an app or video supplies per second. A high-refresh display cannot create extra unique frames that an app or video does not produce.

Static content does not need constant high-rate updates
When the screen is still or changes slowly, a lower refresh rate can avoid unnecessary high-rate operation and reduce power use. Adaptive refresh is designed to vary the rate according to content rather than hold the display at its maximum all the time. Android documents this as a way to avoid unnecessary high-refresh operation (Android Open Source Project: Adaptive refresh rate).

As one manufacturer example, Xiaomi says the Xiaomi 15’s LTPO screen reduces its refresh rate when displayed content is not updating, to help reduce power use (Xiaomi Support: Xiaomi 15 frame-rate FAQ). That illustrates one implementation; it does not describe every phone or establish behavior for a 165Hz model.
Video and apps may use a different frame cadence
A video may have a fixed frame rate below the display’s maximum. Android can choose a supported display mode that better suits the active content; the display’s maximum does not mean every video is rendered as 165 unique frames per second. App surfaces also matter: the platform can take the active content into account when selecting refresh behavior (Android Developers: Frame rate; Android Open Source Project: Multiple refresh rate).

Battery saver can restrict refresh rate
Android’s multiple-refresh-rate documentation says Battery Saver may restrict the display to 60Hz or lower (Android Open Source Project: Multiple refresh rate). This is a documented platform behavior, not a claim that every manufacturer or phone applies the same limit.
Animations may briefly raise the rate
On supported devices, Android’s adaptive-refresh features can temporarily boost refresh for animations and window transitions, then adjust it again. Support depends on the device’s implementation; having Android 15 alone does not establish that a particular phone supports the feature (Android Developers: Optimize frame rate with adaptive refresh rate).

What to check on your phone
- Check the display settings for your exact model. Look for its available refresh-rate modes and whether it offers an adaptive or fixed option. The menu names and choices are model- and software-specific.
- Check whether Battery Saver is on. It may impose a lower refresh-rate ceiling.
- Consider what you are viewing. Static screens and lower-frame-rate video may not benefit from the maximum mode.
- Consult the manufacturer’s guidance. Android’s behavior varies with device support and policy; there is no universal settings path or guarantee that a fixed 165Hz option will be available in every app.
A reading below 165Hz during static content, video or Battery Saver does not by itself show that the display is defective. If you want to know whether a specific phone can stay at a fixed high rate, its own settings and manufacturer documentation are the relevant sources.
