A street camera, an automated license plate reader (ALPR), and a connected sensor may be operated by different departments, collect different data, and follow different rules. The department running a system may not be the body that approved it—or the independent office empowered to audit it.
Start by identifying the system and its three lines of accountability
“AI street surveillance” is not one standardized technology. A camera may record video without automated analysis; an ALPR can capture plate images and associate them with time and location; other sensors collect different kinds of information. Do not assume that AI analytics or facial recognition is enabled just because a city has cameras. Ask what the system actually captures, infers, and permits users to search.

For any named system, separate three roles that may belong to different offices:
- Operator: the department that runs the equipment or uses its data.
- Approver and rule-maker: the elected or administrative authority that authorized the purchase, deployment, or governing policy.
- Reviewer: an auditor, inspector general, privacy commission, or other body that can inspect activity and assess compliance.
Seattle describes an independent Office of Inspector General audit role for surveillance systems and says it hired academic experts to evaluate its real-time crime center and systems. That is a description of Seattle’s arrangement, not a universal model. Seattle Police Department: Public Space Cameras

Alexandria’s ALPR dashboard illustrates why an oversight title alone is not enough: it says the Independent Police Auditor could potentially review police audit reports, pending legal review and subject to authority under the city ordinance or direction from City Council. A city should make clear whether its reviewer can inspect underlying search logs, contracts, and vendor-held records—not merely receive a summary. Alexandria ALPR Dashboard
What meaningful disclosure should tell residents
New York City’s POST Act disclosure framework offers a practical checklist. A useful public disclosure should explain a system’s capabilities and rules, safeguards against unauthorized access, retention, public and outside access, training, internal audit and oversight, health and safety reporting, and potential disparate impacts. NYC says final impact and use policies were published and submitted on April 11, 2021; its page lists policy documents updated as recently as February 4, 2026. Check the linked policy for the specific technology rather than treating the framework as proof that every system has identical rules. NYC POST Act

Portland’s city resolution highlights the broader data-governance questions: whether collection is minimized, vendor contracts constrain access and reuse, data is secured, governance is transparent, and communities have a role in oversight. A camera policy can be incomplete if it covers only the device while leaving vendor access, external sharing, or contract terms unclear. Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Fix the driver behind crashes, sound loss and screen glitches3Repair Windows errors before they cause bigger problemsQuestions to ask about your city’s cameras or ALPRs
- Which department owns and operates the system, and which elected or administrative body approved it?
- What does it collect or infer: video, plate images, time and location, faces, or other analytics?
- Are AI analytics, facial recognition, or ALPR functions enabled? If not, what written policy or technical control prevents activation?
- Who may search the data, what justification is required, and are searches logged and independently audited?
- How long is each type of data retained, and what exceptions apply?
- Can data be shared with other agencies, vendors, or outside jurisdictions? Which agreements govern those transfers?
- Can an independent reviewer inspect underlying logs and contracts, and are findings made public?
- Are complaints, misuse reports, incidents, and corrective actions disclosed?
- Did the city assess potential disparate impacts and seek community input before procurement or deployment?
When comparing proposals or systems, use the same dimensions for each: what is collected and inferred; whether operation is continuous or tied to a defined investigation; retention and deletion; access and sharing; audit authority and publication of findings; vendor access and reuse controls; and public approval and input. The comparison is only useful if the city supplies enough detail to answer those questions.

- One Unified Security System, Powered by 1st-Gen aosuBase: 32GB of local storage comes ready to use, holding about 120 days of loop recording. No subscription required. Connect up to 4 cameras to one base with a stable wireless connection and centralized local storage. Recordings saved to aosuBase are event-based, triggered by detected activity.
- Multi-Cam Live View for All-at-Once Monitoring: Watch up to four live camera feeds simultaneously in the aosu app and monitor multiple areas on one screen without opening each camera individually. Live View is available through the aosu app only; the base does not support HDMI or TV output.
- 360° Coverage with Pan, Tilt, and Smart Auto Tracking: Pan and tilt to see all around your property. When activity is detected, the camera automatically follows people and other movement to keep the action in view while recording, giving you a more complete view of what happens around your home.
- 2K (3MP) Clarity with Full-Color Night Vision: Capture clear details in 2K and zoom in up to 6x for a closer look. Built-in spotlights enable full-color night vision, helping you see important color details like clothing and vehicles after dark. For more discreet monitoring, switch to infrared mode for black-and-white night vision without visible lighting.
- Quick Setup with a Pre-Paired System: Connect aosuBase to your router's LAN port with the included Ethernet cable. Cameras connect wirelessly to aosuBase instead of your home Wi-Fi. The system comes pre-paired, so simply power on the cameras and complete setup in the app without pairing each camera one by one. The cameras are designed to work with the included aosuBase, and add-on cameras connect through the base as well.
What city examples show—and what they do not
Atlanta: a proposed standard and a requested audit
In a 2026 announcement, Atlanta’s mayoral office said it would work with City Council to introduce legislation at the September 21, 2026 council meeting to establish citywide standards for public-safety camera technology. The release also said the mayor requested an audit of 115,578 Flock ALPR searches conducted that year. The number describes the scope of a requested audit, not a finding of improper searches; the announcement alone does not establish that legislation passed or that audit results are available. City of Atlanta announcement
Seattle: an audit role described by the city
Seattle’s public-space camera page describes safeguards and the OIG’s independent audit role, alongside an academic evaluation of the real-time crime center and its systems. A program page establishes what the city says the arrangement is; residents seeking evidence of performance should look for completed evaluations, audit findings, and resulting changes. Los Angeles: why an audit-era finding needs a date
The Los Angeles Controller reported that the city had not defined surveillance technology or designated an official or body responsible for monitoring departments’ use of surveillance tools. The audit also said LAPD had not established an ALPR privacy policy that the audit identified as required by state law. Those are findings from that audit, not confirmation of current conditions; check for subsequent policies and corrective actions before relying on them as present-day facts. Los Angeles Controller: Surveillance Technology Audit
Policies are not proof of practice
A published policy tells residents what a city says should happen. It does not, by itself, show that users followed the rules, that searches were properly logged, or that vendors complied with contract limits. To assess implementation, look for completed audits, incident and complaint reports, public meeting records, and documented policy changes. Check whether an audit reviewed source records and system logs or only departmental summaries, and whether the city disclosed corrective steps after identifying a problem.

Oversight is meaningful only to the extent that the reviewing body has authority and access. A reviewer who can examine a report but not the underlying searches, contracts, or vendor records may be unable to answer the resident’s central question: who used the system, under what rules, and with what consequences?
