State app-store age laws put the central question on who should check a young user’s age: the app store or each app and social platform. Meta publicly supports app-store verification and sharing age information with developers. Apple and Google have opposed shifting that responsibility to app stores, according to 2025 reporting—but the available official materials do not establish that Apple and Google are backing a particular set of state bills with self-attestation and no private lawsuits. Those details depend on each bill’s text and version.
What is the dispute about?
App stores sit between users and many different apps. Requiring an app store to establish an age category could give developers a common signal, rather than asking every service to build its own age-check system. Meta argues that this centralized approach can also make parental approval more consistent.

The trade-off is that an app store’s age signal is not necessarily the same thing as a platform’s decision about who can use its service or what protections to apply. Texas law makes that distinction explicit: its app-store chapter does not relieve a social-media platform of age-verification duties imposed by other law.
It is also important to distinguish age assurance from a specific verification method. The former describes efforts to determine or estimate age; it does not, by itself, say whether a person must provide identification, enter a birth date, or use another method. The official materials described here do not confirm that the relevant proposals rely on self-attestation.

What do the Texas and Florida measures establish?
Texas SB 2420 is an enacted law, while Florida SB 1722 appears in the cited Florida Senate material as filed 2026 proposal text. They should not be treated as two laws with the same status or as proof of a uniform national model.

What does Meta support?
In a May 5, 2026 company statement, Meta said: “We believe legislation should require app stores to verify age and provide apps and developers with this information so that they can provide age-appropriate experiences, like Teen Accounts.” Meta also argues that app-store or operating-system checks and parental approval could provide a centralized, consistent place for age assurance.

That is a stated policy position, not proof that Meta sponsored or backs every bill with app-store duties. A company’s general view and a bill’s operative text are different evidence: to connect a company to a particular proposal, identify the bill version and the company’s specific statement or action on it.

The Associated Press reported in March 2025 that Meta and other social-media companies supported placing verification responsibility on app stores, while Apple and Google disagreed with that approach. That reporting describes the public dispute at that time; it does not establish Apple’s or Google’s position on every later state bill.
The precise claim that Apple and Google are pitching state bills that combine self-attested age checks with no private right of action is not established by the official materials described here. Those terms must be confirmed in the specific bill text, amendments, and legislative history before attributing them to either company.

Are app stores checking ages in every state?
No single answer applies to every state or every point in time. Google Play’s state-law guidance says some states have passed laws requiring app stores to verify ages, obtain parental approval, and provide age information to developers. It says Google Play applies verification according to each applicable state law’s effective date.
Texas illustrates why a law’s status needs more than one label. Apple announced requirements under SB 2420, paused implementation after an injunction, then said in a June 3, 2026 update that new Apple Accounts in Texas were again subject to the law after a court ruling lifted the injunction. Google Play’s guidance likewise reports Texas as in effect after a federal appeals court stayed a preliminary injunction. These are company implementation notices, not a full account of every later court proceeding.

How to evaluate a state age-assurance bill
Do not rely on a broad label such as “app-store age verification.” Read the relevant version of the bill and check these provisions separately:
- Who has the duty? Determine whether it applies to the app-store operator, the app developer, a social platform, or more than one of them.
- What counts as verification? Check whether the text defines an age category, prescribes a method, or leaves the method to a commercially reasonable standard. “Age verification” alone does not tell you whether self-reporting is allowed.
- What information moves between companies? Look for what the store must provide to developers, and whether the law limits the information to an age category or permits more.
- When is parental approval required? Identify the age thresholds and the actions that trigger consent; do not assume they are identical across states.
- Who enforces the rule? Check which public authority or other party can bring an enforcement action.
- Is there a private right of action? Look for express language authorizing individuals to sue. Do not infer that a bill bars lawsuits merely because a summary does not mention them.
- When does each duty begin? Separate passage and signature from the effective date, and check whether litigation has blocked or altered implementation.
The practical answer to “who checks a teenager’s age?” therefore varies with the state law and the service involved. An app-store check may create a shared signal, but it does not automatically eliminate a platform’s separate legal obligations.
