There is no universally correct reporting line for product managers. In a small company without a dedicated product executive, reporting to the CEO can keep product strategy close to the business. As the product portfolio and team grow, a CPO or head of product usually provides a stronger functional home. A business-unit general manager can be appropriate when product accountability belongs to one distinct line of business. Reporting through engineering can work for technically led or highly technical products, but only if customer, market and commercial decisions remain part of the role.

The right choice depends on the product, business, market and the manager’s actual authority—not simply the box on the org chart. Before choosing a reporting line, define who sets priorities, commits engineering and go-to-market capacity, resolves trade-offs and evaluates outcomes.

What the reporting line is supposed to accomplish

A reporting line should give a product manager (PM) four things: a competent manager, access to strategic decisions, authority to coordinate other functions and a clear way to resolve conflicts. It should also place accountability close to the customers and economics the product serves.

Product management is a cross-functional discipline. PMs normally work with engineering, design, marketing, sales, customer success, operations, finance and analytics. If the reporting chain makes product an extension of only one of those functions, the PM can lose the ability to balance customer value, technical feasibility and business results.

McKinsey summarizes the test this way: “The right structure is generally a function of the product, the business, and the market.” That principle is more useful than adopting the most common structure in another company.

What current survey evidence shows

ProductPlan’s 2024 State of Product Management report shows CEO reporting was more common among smaller-company respondents. The chart lists the CEO as the reporting destination for 35% of small-company respondents, 17% of medium-company respondents and 9% of large-company respondents. It lists product leadership (CPO) at 26% for small companies, 27.5% for medium companies and 23.5% for large companies.

The same report says 16% of organizations with one to four product people reported product to a CPO, compared with 35% of organizations with 50 to 99 product managers. These are respondent findings from a 2024 report, not evidence that one structure causes better performance. The available summary does not state the sample size, detailed methodology or geography, so do not treat the percentages as a universal benchmark.

ProductPlan’s 2023 report illustrates how broad a product-leadership umbrella can be among respondents. Functions reported under product leadership were product management (83%), product design (56%), product operations (34%), product marketing (30.2%), engineering (28.5%) and customer success (15.7%). Those figures describe which functions reported to product leadership in that survey; they do not prescribe where every company should place them.

Spencer Stuart describes both a model in which a CPO and CTO are peers reporting to the CEO and a general-manager model in which product and engineering resources are distributed across business units. TSIA has likewise interpreted its annual organizational survey as supporting product management reporting directly to the CEO or to a business-unit general manager. TSIA also emphasizes collaboration with engineering, IT and operations, marketing, sales, customer success, finance, analytics and service teams. None of these sources establishes a single best hierarchy for all industries.

The main reporting models

Product manager reports to a CPO or head of product

A CPO or head of product provides a functional home for PMs. The leader can coach discovery and prioritization, create consistent product practices, coordinate a portfolio and represent product strategy in executive decisions.

This is usually the strongest default once a company has several PMs, multiple products or meaningful platform and portfolio dependencies. It works only when the product leader has real executive access, budget influence and authority to negotiate with engineering, sales, marketing and operations. A CPO who merely relays requests from another executive is a title, not an effective product function.

Central product leadership is especially useful when products share customers, data, brand, platforms or commercial capabilities. It can prevent every business line from optimizing its own roadmap at the expense of the wider portfolio.

Product manager reports to the CEO

Direct CEO reporting is practical in an early-stage or small company where the CEO still shapes product strategy and no product leadership layer exists. A PM can obtain fast decisions, direct context on company goals and a short path to trade-offs between product, sales and funding.

The arrangement becomes fragile as the company adds products and PMs. A CEO cannot indefinitely provide detailed coaching, review every roadmap or arbitrate every cross-team dependency. Direct reports can also compete for attention, and product decisions may become dependent on the CEO’s personal availability.

Keep CEO reporting while the scope is genuinely small and the CEO can provide informed product leadership. Add a head of product when PM coaching, portfolio coherence, capacity allocation or consistent product standards require a dedicated owner.

Product manager reports to a business-unit general manager

A business-unit GM can be the right manager when a product belongs to one distinct line of business with its own customers, economics, sales motion and operational results. The GM can connect roadmap choices to revenue, retention, cost and service outcomes and can allocate resources within that unit.

  • [Dont Hesite to Order] 24 hours customer services and professional technology team are standing by

The risk is fragmentation. If several units share a platform, data, customers or capabilities, separate GMs may create overlapping roadmaps and incompatible priorities. Establish a portfolio forum, shared architecture and experience principles, or an escalation route to an executive who can make cross-unit decisions.

Product manager reports through engineering or technology

Reporting to a CTO, VP of engineering or technology leader can fit a technically led organization, an infrastructure product or a role whose primary customers are developers and technical operators. A strong technology leader may give the PM close access to engineering capacity and technical strategy.

The danger is reducing product management to delivery administration. If success is measured mainly by sprint completion, technical debt or output, customer discovery, market evidence, pricing and commercial trade-offs can be neglected. Engineering priorities may also override evidence from users or buyers.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

If product sits in technology, write down that the PM owns problem discovery, outcome definition, prioritization and validation, while engineering owns technical implementation and quality. Preserve regular access to customers, sales and marketing data, and give the PM a formal role in investment and go-to-market decisions.

Matrix or shared leadership

In a matrix, a PM may have a solid-line manager in product and a business-unit, regional or delivery leader who provides day-to-day context. This can balance functional coaching with accountability for a specific product or market.

Matrix structures fail when two leaders can independently change the roadmap, assign work or judge performance. Before using one, name the solid-line manager, the owner of roadmap priorities, the person who allocates engineering and go-to-market capacity, the performance-review process and the escalation path. If those answers are unclear, the matrix is likely to slow decisions rather than improve alignment.

Should product managers report to the CEO or CTO?

Choose the CEO when the company is small, product strategy is inseparable from company strategy and the CEO has the time and judgment to coach the PM. Choose the CTO when the product is deeply technical and the CTO will protect customer and market discovery as well as engineering quality.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Neither choice is automatically superior. Ask what happens when customer evidence conflicts with a technical preference, when a sales commitment competes with platform work or when two products need the same engineers. The reporting line is sound only if the designated leader can make those decisions with the right evidence and involve the other functions that bear the consequences.

How to decide where product management should sit

Decision axis Questions to answer What a good answer looks like
Company size and complexity How many products, PMs, markets and shared platforms exist? The structure has enough leadership capacity for the portfolio without adding unnecessary layers.
Product leadership capability Can the proposed manager coach PMs and make product judgments? The manager understands discovery, strategy, prioritization and outcomes, not only project tracking.
Strategic access Can product influence strategy, budgets and senior trade-offs? The product leader participates in planning and investment decisions with other executives.
Decision rights Who sets outcomes and priorities, commits capacity and resolves conflicts? Named owners can make decisions without waiting for informal escalation.
Customer and market connection Will the PM still hear users, buyers, sales teams and market signals? Research, analytics, support and commercial feedback are part of normal planning.
Cross-functional balance Can product work as a peer with engineering, design, marketing, sales and operations? No single partner can turn the roadmap into its private backlog.
Business accountability Is this a shared portfolio or one business unit with distinct economics? Shared products have portfolio coordination; unit products have clear GM accountability.

A practical process for changing a reporting line

  1. Write the remit. State which customer, product area, market and outcomes the PM owns. Distinguish ownership of outcomes from responsibility for implementation.
  2. Map decision rights. Identify who defines product strategy, approves priorities, allocates engineering and design capacity, commits go-to-market resources, sets launch criteria and resolves disagreements.
  3. Test the proposed manager. Confirm that the leader has product judgment, time for coaching, executive access and credibility with the functions whose resources the PM needs.
  4. Check the customer feedback loop. Specify how the PM will access interviews, usage data, support themes, win-loss information and market research. A reporting change should not cut the role off from evidence.
  5. Define success measures. Use outcome measures appropriate to the product, such as adoption, retention, conversion, reliability, margin or customer value. Do not substitute delivery volume for product impact.
  6. Publish escalation rules. State where unresolved conflicts go, how quickly a decision is expected and who has final authority when products share customers or platforms.
  7. Review after a fixed period. After one or two planning cycles, check decision speed, cross-functional collaboration, customer contact and outcome performance. Adjust the structure if authority exists only on paper.

When should a company hire a CPO?

Hire a CPO or head of product when the organization needs dedicated product leadership rather than simply another senior PM. Common signals include:

  • Several PMs need regular coaching, hiring standards and career development.
  • Multiple products compete for shared engineering, design or go-to-market capacity.
  • Roadmaps are locally rational but globally inconsistent.
  • The CEO is spending substantial time arbitrating product details instead of company-level strategy.
  • Product decisions need a portfolio view of customers, pricing, platforms, data or brand.
  • Product management lacks a credible voice in annual planning and investment decisions.

The title alone does not solve these problems. A CPO should have a defined mandate, a seat in the relevant planning forums and authority that matches the outcomes assigned to product.

Common failure modes and fixes

Product reports to the executive who controls delivery

When the reporting line rewards only shipping, discovery and commercial judgment can disappear. Add explicit outcome goals, customer evidence in planning and a decision forum that includes commercial and technical leaders.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Every product reports to a different executive

Local accountability can create duplicated capabilities, inconsistent experiences and competition for shared teams. Create portfolio-level principles, shared platform ownership and an executive escalation path.

Two leaders both believe they own the roadmap

This is the classic matrix failure. Name one roadmap decision owner, record the resource allocator and separate consultation rights from approval rights.

The PM has responsibility without authority

A PM may be held accountable for adoption or revenue while another leader controls engineering and marketing capacity. Tie each outcome to the decisions and resources needed to influence it, or change the scope and measures.

The organization copies a fashionable structure

Survey prevalence is not proof of effectiveness. Treat the ProductPlan percentages and other published models as reference points, then select the arrangement that matches your product, business and market.

Where product management should sit in the org chart

Place product management where it can represent customer and market needs while participating in company-level trade-offs. For a small company, that may mean a direct CEO report. For a growing portfolio, it is often a product function led by a CPO or head of product, with engineering, design and commercial leaders as peers. For a distinct business line, the PM may sit with the GM, provided shared capabilities are coordinated. For a technical product, technology reporting is workable when product authority and discovery are protected.

The most reliable org chart is the one accompanied by a written operating agreement: remit, decision rights, capacity commitments, success measures and escalation path. Without that agreement, changing the reporting line simply moves ambiguity from one box to another.

Bottom line

Product managers should report to the leader who can coach product work, provide strategic access and resolve cross-functional trade-offs without severing the PM from customers and markets. CEO reporting is often practical early; a CPO or head of product becomes valuable as scope grows; a GM fits a self-contained business; and engineering reporting requires deliberate safeguards. Choose based on authority and context, then document how decisions will actually be made.
