The World Health Organization said on 7 October 2026 that it could not yet conduct a full risk assessment after a Russian laboratory worker died following severe pneumonia. Initial media reports described the case as suspected pneumonic plague, but the information WHO had received did not establish a confirmed plague diagnosis or the cause of death. The agency said it was seeking test results, details about public-health measures and contacts’ health status.
Was plague confirmed in Russia?
The WHO briefing did not confirm plague. It said initial media reports that emerged on 2 October described a suspected pneumonic plague case involving a worker at the Irkutsk Antiplague Research Institute. The worker died after being hospitalized with severe pneumonia. WHO said it still needed information about tests performed on the worker and contacts, so the diagnosis is not established in the information reported by the agency.

WHO also said Russia reported that no plague case had recently been reported in Irkutsk oblast. That is Russia’s account as relayed by WHO, not an independent confirmation of the worker’s diagnosis.

What does WHO mean by “full picture”?
WHO said it had asked Russia for additional details before assessing the event’s public-health risk. It wanted to know:

- What tests were performed on the deceased worker and on contacts, and what those tests found.
- What prompted the public-health measures.
- The health status of people identified as contacts.
- Whether a separate report about a second employee with pneumonia of undetermined cause was accurate.
WHO Director-General Tedros Adhanom Ghebreyesus said: “As we don’t yet have the full picture of this event, we are not able to conduct a full risk assessment.” WHO also said it had offered technical support on plague and laboratory biosafety and biosecurity.
What did Russia tell WHO?
WHO said it requested information from the Russian Federation on Saturday, 3 October, under the International Health Regulations, and received a response on 6 October. In its account of that response, WHO said Russia reported no recent plague case in Irkutsk oblast and said about 200 contacts had been placed in quarantine. The briefing does not present that figure as a separately verified count.

Was there a second employee with pneumonia?
WHO said it was seeking verification of media reports about a second employee with pneumonia of undetermined cause. Its 7 October briefing did not confirm that report, so the second employee’s reported illness should not be treated as established by WHO.

The cause remains unresolved in the information reported by WHO and the Associated Press. AP reported that WHO had not determined the cause and described Russian authorities’ account that the illness initially appeared to be a typical acute respiratory viral infection. That account is attributed reporting, not an established diagnosis in WHO’s briefing.

The Guardian identified the worker as Darya Shipilova and reported conflicting accounts about a possible connection to her workplace. WHO’s briefing did not name her, and the available statements do not establish that her occupation caused the illness or that a laboratory incident occurred.
