Online news publishers in the EU can be paid by readers, advertisers and platforms, with some also receiving support from donors, foundations or public authorities, or earning money from related services. The mix differs by publisher and country; the available figures do not establish a single EU-wide revenue breakdown.
How publishers earn money from online news
The European Commission identifies reader payments and advertising as the main monetization models for online written news. In practice, a publisher may combine several income sources rather than rely on one payer.

Readers
Readers can pay through digital subscriptions, memberships, individual purchases, micropayments, donations or one-off contributions. Access may also come through a bundle or a subscription paid for by another party, so not every reader who can read an article has personally paid that publisher.
The Reuters Institute’s 2025 Digital News Report found that 18% of people across its basket of 20 countries said they had paid for online news in the previous year, by subscription, membership, donation or one-off payment. Its 2026 report put the figure at about 17% in the same basket, compared with 18% in 2025. These are audience-survey measures, not the share of publishers’ revenue coming from readers, and the basket is not an EU-wide measure. Reuters Institute, 2025; Reuters Institute, 2026.

Advertisers
Advertisers pay to reach audiences, either through publishers’ direct sales or advertising intermediaries. Advertising remains an important funding route, but news publishers compete with large platforms for advertising income. The Reuters Institute describes publishers’ efforts to reduce reliance on advertising and develop direct reader-payment models. The available sources do not establish a current EU-wide figure for the share of publisher income from advertising.
Platforms
Platforms affect news funding in two distinct ways. They can bring audiences to publishers and influence where advertising is spent; separately, they may pay publishers directly to license or otherwise use content. The Reuters Institute’s 2026 publisher-executive survey found that 37% of respondents identified platform payments for content as a growth opportunity. That records executives’ expectations, not money already received or a share of industry revenue. Platform payments are therefore a possible source for some publishers, not a dependable income stream for all.

Donors, public support and other business activity
Some publishers supplement commercial income with philanthropy, foundation support, crowdfunding or donations. In the Reuters Institute’s 2025 publisher survey, 19% of respondents said they relied on crowdfunding and donations. The same research describes merchandise as a possible supplement for some smaller publishers, government subsidies for local or public-interest journalism in a number of European countries, and related services such as training and marketing. These funding routes apply to particular organizations and markets; they are not universal.

The percentages above describe different things. The 17% and 18% figures report people’s stated payment behavior in a selected 20-country basket. The 19% figure describes surveyed publishers’ reliance on crowdfunding and donations, while the 37% figure reflects publisher executives’ view of a potential growth opportunity. None is an audited EU-wide breakdown of publisher revenue.
To compare two publishers or countries, look at the mix and stability of reader payments, advertising, platform deals, and public or philanthropic support. Check whether reader access is directly paid, bundled or funded by someone else, and whether a statistic measures audience behavior, publisher priorities or realized income.
