Film distribution, film production, literary copyright, brand licensing and comic-book permissions are separate pieces administered by different entities.
Ian Fleming Publications (IFPL) administers the literary copyright in the Bond novels and short stories and licenses literary uses. Amazon MGM handles the film side and film-related merchandise. This division explains why a new comic, a Fleming adaptation and the next cinema film can follow different approval and licensing paths.

The current ownership structure
The most accurate short answer is “co-ownership with Amazon MGM creative control.” Amazon MGM Studios, Barbara Broccoli and Michael G. Wilson placed the Bond intellectual-property rights in a joint venture that closed on March 24, 2025. Under that arrangement, the three remain co-owners, while Amazon MGM Studios leads creative decisions for the franchise. Amazon’s announcement describes the change and the closing date in its own terms at Amazon MGM Studios gains creative control of the James Bond franchise.

A separate company can administer literary copyrights or license a particular use without becoming the sole owner of the entire Bond intellectual property.

The distribution position came earlier. Amazon states that it held the right to distribute all James Bond films after buying MGM in 2022. Distribution is the commercial right to release and circulate films; it is not the same as the later agreement that gave Amazon MGM creative control.
Why “Amazon owns Bond” is an incomplete answer
Co-ownership is different from sole ownership
The 2025 transaction did not turn Bond into a franchise with one publicly identified individual owner. Broccoli and Wilson remain co-owners alongside Amazon MGM. Wilson described the handover in Amazon’s February 20, 2025 announcement: “Therefore, Barbara and I agree, it is time for our trusted partner, Amazon MGM Studios, to lead James Bond into the future.” Broccoli said that, after No Time to Die and Wilson’s retirement from the films, she felt it was time to focus on other projects. Those statements explain the decision to put Amazon MGM in the lead, but they do not erase the co-ownership structure.
Creative control is not literary administration
IFPL remains the specialist organization for the literary side. Its rights-and-licensing information says it administers copyright in Ian Fleming’s Bond novels and short stories. Its FAQ explains that new Bond novels and short stories may be published only under an IFPL licence. That rule covers literary publishing; it does not make IFPL the owner of the film franchise.

The brand licence adds another layer
IFPL’s description separates ownership of the Bond name and brand from the permission to use it in books. Amazon MGM Studios and EON Productions own the brand, and it is licensed back to IFPL for literary use and certain merchandising connected mainly with promoting the books. A publisher therefore needs the appropriate literary permission even when a project is not a film adaptation.
How the 2022 and 2025 arrangements differ
Readers often encounter an older description of Bond rights in the European Commission’s 2022 merger decision. That document described the pre-joint-venture structure in which MGM and Danjaq/Eon co-owned the franchise and Danjaq/Eon had broad approval rights over franchise matters. The decision is available as the Commission’s M.10349 merger decision.
That account is useful history, not a current rights map. It predates the joint venture that closed in March 2025. Treating the Commission’s old approval description as if it were still the present contract can lead to the wrong conclusion about who makes today’s creative decisions. The newer arrangement is the one in which Amazon MGM has creative control while Broccoli and Wilson remain co-owners.

What the split means for new Bond comics and books
Every literary project needs a licence
IFPL’s FAQ states that Bond novels and short stories may be published only under licence from IFPL, and that unsolicited story submissions are not accepted. A writer cannot create an unofficial manuscript and assume that a later sale will automatically make it an authorized Bond book. A prospective publisher or rights professional should use IFPL’s literary contacts and licensing information rather than sending an unsolicited story.
IFPL’s rights page is the appropriate starting point for literary-side questions: Sales, Marketing, Rights & Licensing. Its FAQ is at Ian Fleming Publications FAQs. These pages address the literary operation; film inquiries belong with Amazon MGM, which IFPL identifies as the contact for film-side rights.
Authorized comics already use several formats
The official James Bond library shows that licensed publishing is not limited to prose novels. It includes original graphic novels, adaptations of Fleming stories and collections of classic newspaper strips. The public catalogue is available at The James Bond Library.

The catalogue proves that these formats have existed within an authorized publishing ecosystem. It does not publish the detailed contract for every volume, identify every licensee or set out a universal approval workflow. The existence of a comic therefore cannot be used to infer that all comics share identical commercial terms or that Amazon MGM’s 2025 creative-control change automatically rewrote an individual comic licence.
Film control does not automatically decide comic permissions
Comic rights sit at the intersection of literary licensing and the Bond brand. IFPL manages the literary side, while Amazon MGM and EON are identified as brand owners and Amazon MGM handles film-side rights. A creator who wants to develop a comic should establish which elements are being used—Fleming text, the licensed Bond character and brand, film-specific material, or a wholly original interpretation—and seek the relevant permission. Public sources do not spell out a single approval chain for every combination.
What the arrangement means for the next Bond film
Amazon MGM’s creative-control role is visible in its announcement of the next film’s leadership. The studio has named Denis Villeneuve as director, with Amy Pascal and David Heyman producing. The announcement is published at Amazon MGM sets Denis Villeneuve as director of the next James Bond film.

That announcement establishes who is attached to the project and shows Amazon MGM exercising its current role. It does not establish an unannounced cast, plot, release date, streaming window or a schedule for additional adaptations. Those details should not be treated as settled until the studio or the relevant rights holder announces them.
What is known about screen rights
IFPL says copyright and other legal rights in Bond films, including film-related merchandise and exhibitions, belong to Amazon MGM Studios. That is why a proposal involving a film character design, a screenplay, a screen remake or film-derived merchandise is a film-side question rather than an ordinary book licence.
What is not established publicly
- The public rights descriptions do not list the approval requirements for each existing comic or graphic novel.
- They do not say that the 2025 joint venture changed every pre-existing publishing contract.
- They do not announce casting, story details or a release date for Villeneuve’s film.
- They do not guarantee that a particular non-film adaptation will be commissioned.
Practical guidance for writers, publishers and fans
If you want to write a Bond novel or comic
- Define the project’s medium and source material. A Fleming adaptation, an original graphic novel and a film-derived story may involve different rights.
- Approach IFPL for literary licensing. Its FAQ says unsolicited story submissions are not accepted, so sending a completed manuscript without an authorized route is not a substitute for a licence.
- Ask which brand, character and merchandising permissions are included. IFPL’s brand licence and Amazon MGM’s film-side rights are separate parts of the structure.
- Do not infer terms from another comic’s publication. The public library does not disclose every deal, licensee or approval workflow.
If you are researching who can approve a screen project
Start with the post-March 24, 2025 structure: Amazon MGM has creative control, and it handles film-side rights identified by IFPL. Use the 2022 European Commission document only when you need historical context about the earlier MGM/Danjaq-Eon arrangement.

If you are evaluating a news report
- Check whether it says “co-owners” or incorrectly reduces the arrangement to a single owner.
- Check the date. Statements about distribution after the 2022 MGM acquisition and statements about creative control after the March 2025 closing describe different events.
- Check the medium. Literary copyright, book licensing, film distribution and film production are not interchangeable rights.
- Check whether a comic is an original story, a Fleming adaptation or a newspaper-strip collection; each is evidence of licensed publishing, not proof of identical contract terms.
The clearest way to describe Bond rights
For current reporting, the precise formulation is: Amazon MGM Studios, Barbara Broccoli and Michael G. Wilson are co-owners of the Bond intellectual property after the 2025 joint venture, and Amazon MGM has creative control. Amazon MGM’s film distribution position dates from its 2022 MGM acquisition. IFPL administers literary copyright and licenses literary uses, while Amazon MGM handles film-side rights and film-related merchandise. That division is what allows authorized comics and books to develop through a literary licensing channel while the studio controls the next screen adaptation.
