Michael Brennan, Ph.D., is the director of NOAA’s National Hurricane Center (NHC). His job is to oversee the center’s tropical cyclone and marine forecast and warning missions, not to watch each storm himself. The minute-by-minute tracking, analysis, and issuing of products is done by forecasters working in shifts, and the director’s role is to keep that operation running on time, consistent, and coordinated with other agencies and countries.
Who holds the job now
The NHC staff directory lists Brennan as Director. NOAA announced his selection as director in 2023, ahead of that year’s hurricane season. Before that, he spent most of his career inside the center’s forecasting work, which is why his public descriptions of the job focus so heavily on operations.

What the director is responsible for
NOAA’s January 2024 biography says Brennan oversees the center’s tropical cyclone and marine forecast and warning missions, along with the impact-based decision support services tied to those hazards. At the time that biography was issued, he also chaired the WMO Regional Association IV Hurricane Committee. In practical terms, the role sits above the forecast desk rather than on it:
- Mission oversight: keeping the tropical cyclone and marine forecast and warning work running as one program.
- Decision support: supporting impact-based information, meaning guidance tied to what a storm is expected to do to people and places, not just where its center will travel.
- International coordination: representing the center in regional hurricane-committee work, where forecast and warning practices are shared across national boundaries.
Career path: from forecaster to director
Brennan’s career at the center is the best guide to how his remit was built. The table below uses NOAA’s own chronology, plus one older description of his supervisory work, and notes the source and date for each entry.

Who is actually watching the storm
The clearest description of day-to-day shift work comes from an April 2011 NHC question-and-answer, when Brennan was a senior hurricane specialist. Asked what that job involved, he said: “It means you’re in charge of the shift and all of the products that go out, making sure that everything make it out on time, and that watches, warnings, and impacts are coordinated within the NWS and with other countries.”

That answer describes a shift-based structure. A senior specialist is responsible for the products leaving the desk during a shift, and the director’s job is the layer above many such shifts. The 2011 interview is historical and describes the senior-specialist role, not the director’s current duties. It also makes clear that the work does not stop at forecasting. Brennan said the center is also engaged in research, outreach, and training, and that it is closely connected to the broader tropical cyclone community beyond the National Weather Service.

Forecasters on duty produce the track, intensity, and wind-radii forecasts and issue the associated watches and warnings. The shift lead, historically a senior specialist, makes sure those products go out on schedule and that watches, warnings, and impact information line up with the rest of the National Weather Service and with partner countries.

The director’s layer
The director does not sign off on individual forecast points. The role is to ensure the mission works as a whole: staffing and policy, consistency of warnings across the operation, and the decision support that goes with them.
The experimental forecast cone
NOAA’s 2026 release describes a new experimental forecast-cone graphic. Instead of showing only the spread of possible storm paths, it uses ellipses anchored at NHC forecast points. The ellipses are intended to represent a range of possible storm speeds as well as directions, so the graphic conveys how fast a storm could move as well as where it might go.

- Dimensions shown: the experimental graphic represents both direction and speed uncertainty, rather than direction alone.
- Anchoring: the ellipses are tied to NHC forecast points, so the graphic is built from the official forecast rather than drawn separately.
- Status: the release describes the graphic as experimental. Check current NHC materials before treating it as a permanent operational product, because experimental status can change.
What the cone does not show
The cited material describes a forecast-path graphic. It does not establish that the cone predicts storm impacts at every location, and readers should not read it as a map of expected damage. Warnings and impact information come from the center’s watch and warning products, which are a separate layer of guidance.

How to use this when a storm is active
- Use the center’s official forecast and advisory products as the primary reference; the director’s role is to make those products consistent and timely, not to replace them with commentary.
- Read watches and warnings as the operative alerts for your area, and treat the forecast-path graphic as a picture of uncertainty in where the storm goes.
- Pay attention to speed as well as direction when the experimental graphic is in use, because a slower or faster storm changes the timing of conditions where you are.
What these sources do and do not establish
The current title comes from the NHC staff directory. The detailed remit and career chronology come from NOAA’s January 2024 biography, and the shift description comes from an April 2011 interview that predates the director role. The ILO profile dates from October 18, 2021. The cone details come from NOAA’s 2026 release, and that graphic is experimental. None of these sources describes a particular storm episode or a personal account of Brennan’s work during an active event, so this article does not attribute one to him.
The phrase “keeps an eye on the storms” is accurate in the institutional sense: the director is responsible for the mission that watches the storms. It is not accurate in the literal sense, because the people tracking each system are the forecasters on the desk.
