Both—but they own different parts of the job. Security or a vulnerability-management function usually discovers and validates the issue, assesses and prioritizes risk, coordinates the response, and verifies closure. Engineering or the team that maintains the affected application, platform, or configuration normally makes and tests the technical change. The service, asset, or risk owner authorizes exceptions and accepts residual risk only through the organization’s governance process.
Why vulnerability ownership is a shared responsibility
A vulnerability is not fixed simply because someone found it or opened a ticket. A complete response requires several decisions: Is the issue present in this environment? How serious is the exposure? What change will remove or reduce it? Who can make that change safely? When must it be completed? Who can approve the remaining risk if the deadline cannot be met?

Those questions normally span multiple functions. CISA’s CRR Supplemental Resource Guide: Vulnerability Management recommends a plan with explicit roles for monitoring, remediation, and authorization. NIST’s Secure Software Development Framework (SSDF) Version 1.1 likewise calls for organizations to assess, prioritize, and remediate vulnerabilities and to establish the roles, responsibilities, and processes needed for vulnerability response. Neither source requires one universal organizational chart. The practical model is a division of duties with one accountable owner for the affected service or risk.
Who does what?
| Role | Primary responsibilities | What this role normally does not own alone |
|---|---|---|
| Security or vulnerability management | Monitor advisories and reports; determine whether a finding applies; assess and communicate risk; advise on priority; track ownership and due dates; verify evidence that a fix or mitigation worked. | Writing every code change, deploying every patch, or accepting business risk outside its delegated authority. |
| Engineering or system maintainer | Identify the technical correction; change code, dependencies, infrastructure, or configuration; test the change; prepare and coordinate a release or change request. | Unilaterally deciding that residual business risk is acceptable when policy requires an authorized owner. |
| Service, asset, or system owner | Ensure a responsible team and resources exist; explain operational constraints; coordinate downtime and service impact; approve or escalate risk within delegated authority. | Performing specialist remediation work that belongs to the maintainer, unless the organization assigns that duty explicitly. |
| Supplier or product maintainer | For a vulnerability in a product it maintains, develop and communicate a correction, advisory, or mitigation through an appropriate disclosure process. | Deploying the correction inside every customer’s environment. |
Responsibilities can be combined in a small organization, but the decisions still need to be explicit. A single person may act as security coordinator, engineer, and service owner; that does not eliminate the need to record each decision and its authority.

What security is responsible for
Finding and validating the issue
Security teams often receive scanner findings, threat-intelligence alerts, supplier notices, penetration-test reports, bug-bounty submissions, and employee reports. Their first task is not to assign blame or demand an immediate production change. They determine whether the affected component exists, whether the vulnerable version or configuration is actually in use, whether compensating controls alter the exposure, and whether the report is a duplicate or false positive.
Validation should identify the affected asset, environment, owner, version, exposure path, and evidence supporting the finding. A record without an identified service owner tends to become an unowned queue item rather than a remediation effort.
Assessing and communicating risk
Security translates technical facts into a risk decision that engineering and the service owner can use. Relevant factors include exploitability, internet or internal exposure, privilege required, data and safety impact, active exploitation, affected asset criticality, and the availability of a reliable workaround. The result should be a documented priority under the organization’s policy—not an unexplained severity label.

Security or vulnerability management commonly opens the record, assigns the service owner and remediation team, tracks milestones, and escalates overdue work. OWASP’s Vulnerability Management Guide advises identifying the stakeholders who perform remediation and communicating through the team’s normal work systems. Tracking is an operational control: it shows who is expected to act, what evidence is required, and when an unresolved item must enter risk governance.
Verifying closure
Security should not close a vulnerability merely because an engineer comments “patched.” Closure evidence might include a new version or configuration value, a successful rescanned asset, test results, deployment records, or proof that the vulnerable component is no longer reachable. Verification can be performed by a separate security analyst or by an automated control, depending on policy and risk.

What engineering or the maintainer is responsible for
Choosing the technical response
The maintaining team understands the code path, dependencies, infrastructure, deployment process, and compatibility constraints. It determines whether the right response is a vendor update, dependency upgrade, code change, configuration correction, feature disablement, network isolation, access restriction, or another compensating control.
When no vendor patch exists, engineering may need to create a workaround or containment measure. CISA’s guidance treats patch-impact analysis, workaround development, change authorization, and escalation of unresolved risk as parts of remediation—not as reasons to leave the finding unattended.
Testing and releasing the change
Engineering evaluates regression, compatibility, performance, data migration, rollback, and operational monitoring. It then uses the organization’s normal release and change-control process, or an emergency path when the exposure warrants expedited action. Security can advise on test coverage and risk, but it generally cannot substitute for the maintainer’s technical testing.
Providing evidence
The remediation team should document the exact change, affected versions or assets, test results, deployment scope, rollback plan, and any residual limitations. This information allows security to validate closure and allows the service owner to understand what risk remains.
Who decides when a vulnerability cannot be fixed immediately?
The answer is the authorized service, asset, or risk owner—not whichever team happens to be holding the ticket. If remediation is delayed, the organization should record:

- why the permanent correction cannot be completed by the target date;
- the affected assets, users, data, and exposure;
- interim safeguards such as access restrictions, isolation, monitoring, or feature disablement;
- the residual risk and its business or operational impact;
- the accountable approver and the authority under which the risk is accepted; and
- a review date or expiration condition for the exception.
CISA describes authorization roles and escalation to risk management when remediation exceeds defined thresholds. An exception is therefore a controlled risk decision, not a permanent status of “accepted” with no owner or review.

How quickly must a vulnerability be fixed?
There is no universal number of days that applies to every organization, vulnerability, or environment. The due date should come from a documented, risk-based policy, contract, or regulation. NIST SP 800-171 Revision 3 uses organization-defined update timeframes and notes that timing can vary with factors such as the criticality of the update. That federal guidance is a useful model; its timeframe language is not automatically binding on every private company.
A practical policy can define priority bands and require stakeholder agreement on the remediation window. The clock should account for active exploitation, public exposure, asset criticality, available mitigations, deployment complexity, and the likelihood that a rushed change will cause a larger outage. Whatever timing method is used, record the rationale and escalation point rather than presenting an internal target as a universal rule.
The end-to-end vulnerability workflow
- Record the report. Capture the finding, evidence, affected component or asset, source, date, and current environment.
- Assign ownership. Identify the service or system owner and the engineering, operations, or configuration team that can make the change.
- Validate applicability. Confirm versions, exposure, exploit conditions, compensating controls, and whether the finding is a duplicate or false positive.
- Assess and prioritize risk. Apply the organization’s criteria and communicate the reason for the priority to the owner and remediation team.
- Design the response. Select a permanent fix, vendor update, configuration change, workaround, containment step, or combination. Estimate implementation, testing, release, and rollback impact.
- Set the target date. Use the documented risk-based policy and obtain agreement from the stakeholders responsible for delivery and service availability.
- Authorize and implement. Follow normal change controls. Use an emergency process when policy allows and the exposure justifies expedited action.
- Verify effectiveness. Check the deployed version or configuration, rescan or retest, and confirm that the mitigation covers the intended assets and attack path.
- Close or escalate. Close only with sufficient evidence. If the target cannot be met, document safeguards and residual risk, obtain an authorized decision, set a review date, and escalate when policy thresholds are exceeded.
How responsibility changes by vulnerability type
In-house application vulnerability
The application’s engineering or maintenance team normally implements the code, dependency, or deployment fix. Security validates the finding, advises on priority, coordinates tracking, and verifies the result. The application or service owner resolves conflicts involving release timing, downtime, and business impact.
Operating-system or third-party product vulnerability
The supplier or product maintainer may have to create and disclose the patch. The customer’s operations or platform team must apply the update, mitigation, or isolation in its own environment. The service owner manages scheduling, availability, and exposure while security tracks whether deployed instances are protected.

Configuration weakness
The team with authority over the setting—such as cloud, network, identity, database, or endpoint operations—makes and tests the configuration change. Security explains the control objective and verifies that the intended setting is effective.
No safe or available fix
Engineering and security should look for workarounds, segmentation, access reduction, monitoring, or temporary feature disablement. The authorized owner then decides whether the remaining risk can be accepted under policy and for how long. “No patch” does not mean “no action.”
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Third-party vulnerabilities: supplier versus deployer
For external software, separate two obligations. The supplier is responsible for maintaining its product and, where appropriate, producing and communicating a correction through coordinated disclosure. The deploying organization is responsible for knowing where the product is used, receiving relevant notices, applying available updates or mitigations, and managing exposure until the change is deployed.
NIST SP 800-216, Recommendations for Federal Vulnerability Disclosure Guidelines, describes coordinated handling in its federal context. Organizations outside that context can still use the model: provide a reporting route, define who receives supplier notices, identify the local owner, and establish how a supplier response becomes a tracked internal remediation task.
How to choose among remediation options
When several responses are possible, compare them against the same decision criteria:
Best Value
- Risk reduction: How much exploitability and potential impact does the option remove?
- Time to deploy: Can it protect exposed assets quickly enough for the assessed priority?
- Service and compatibility risk: Could the change break a dependency, workflow, or customer function?
- Coverage: Does it protect every affected asset, or only a subset?
- Reversibility: Can the organization roll it back safely if problems appear?
- Durability: Is it a permanent correction or a temporary mitigation requiring follow-up?
A fast workaround may be appropriate while a thoroughly tested permanent fix is prepared. The record should identify both steps and prevent the temporary measure from being mistaken for final remediation.
Common failure modes and how to correct them
“Security found it, so security must fix it.”
Security may discover and coordinate the issue but often lacks authority to change production code, infrastructure, or supplier-managed software. Assign the technical work to the maintainer and keep security responsible for risk coordination and verification.
“Engineering owns everything because it writes the patch.”
Engineering can implement a technically sound change without being authorized to accept business risk or decide that an exception is indefinite. Require the service or risk owner to approve residual exposure under policy.
“The scanner ticket is the evidence.”
A scanner result demonstrates a finding, not successful remediation. Require deployment or configuration evidence and a retest that covers the affected scope.
“The supplier released a patch, so the problem is closed.”
A supplier release does not prove that every customer instance is updated. Track deployment in the organization’s environment and verify that vulnerable versions are no longer exposed.
“We will fix it when the next maintenance window arrives.”
A maintenance window is an operational constraint, not a risk decision. Compare the delay with exposure and interim safeguards, document the target date, and escalate when the delay exceeds policy thresholds.
What a sound policy should define
- Which function monitors advisories, receives reports, and validates findings.
- How assets and services are assigned accountable owners.
- How risk is scored and how remediation priorities are set.
- Who can approve emergency changes, exceptions, and residual-risk acceptance.
- What evidence is required before a finding is closed.
- How overdue work is escalated and how exceptions expire or are reviewed.
- How supplier notices, disclosure reports, and customer deployments are coordinated.
The policy should be usable by the people who actually operate the systems. A clear assignment in a ticketing or work-management system is more effective than a general statement that “security and engineering collaborate.”

Bottom line
Security usually owns discovery, validation, risk communication, coordination, tracking, and closure verification. Engineering or the responsible maintainer usually owns designing, testing, and deploying the code, configuration, or patch change. The service, asset, or risk owner owns the authorized decision about operational constraints and residual risk. Treating those as separate duties prevents both common errors: expecting security to modify systems it does not control, and allowing engineering to accept business risk without governance.
