Rui Pinto is the Portuguese founder of Football Leaks, the source of confidential football documents that helped trigger scrutiny of Manchester City. He did not make the Premier League commission’s findings: the commission ruled against City on 29 September 2026, and the club said it would appeal. Separately, Pinto has a suspended sentence in Portugal and another in France, was acquitted in a second Portuguese case in April 2026, and—according to reporting on 3 October 2026—has lost Portuguese witness protection and says he could assist UK authorities if adequate protection is arranged.
Who is Rui Pinto?
Pinto is a Portuguese computer hacker and activist, born and raised in Vila Nova de Gaia near Porto, according to Al Jazeera. Largely self-taught in computing, he launched Football Leaks in 2015 using the pseudonym “John.” He described the project as an effort to expose what he regarded as football’s dishonest side. His identity became public after his arrest in Budapest in January 2019. Portugal extradited him in March 2019, and he remained in pre-trial detention until April 2020.
“Whistleblower” describes the public-interest role many readers and journalists associate with his disclosures; it does not erase his criminal convictions. Those convictions, in turn, do not settle whether every disclosed document was truthful or whether the disclosures served the public interest. The dispute is visible in reporting on opposing arguments by Pinto’s lawyer and Benfica’s lawyer, as the BBC has documented.
How did Football Leaks become linked to Manchester City?
Between 2016 and 2018, Pinto passed confidential material to newspapers in the European Investigative Collaborations network. In November 2018, German outlet Der Spiegel and partner publications released documents concerning City. The disclosures prompted UEFA scrutiny and a Premier League investigation. In February 2023, the Premier League referred charges against City to an independent commission.

On 29 September 2026, the Premier League said the commission found City guilty of all charges related to serious financial-rule breaches over a nine-season period, and of most charges concerning failure to cooperate. The league’s account, as reported by the Associated Press, said the commission found sham contracts intended to inflate revenue and reduce costs by more than £900 million. The Premier League said the commission found City “clearly intended to circumvent” financial rules. City denies wrongdoing and said it would appeal. These are the commission’s findings as announced by the league, not a verdict by Pinto or proof that he alone established the case. Associated Press
Published accounts give different totals for the Football Leaks material, with different periods and scopes. Al Jazeera has described more than 70 million confidential documents leaked from 2016 to 2018; a Guardian report in April 2026 said 18.6 million documents were shared online and with newspaper partners from 2015 to 2018. These figures should not be treated as a single definitive count of all material Pinto collected.

What happened in Rui Pinto’s court cases?
Pinto’s cases were separate proceedings in two countries, and their outcomes should not be conflated.

What has become of Pinto now?
Pinto had been a protected witness in Portugal since 2020 after giving authorities access to millions of files. The Guardian reported that Portuguese authorities ended his protection on 30 September 2026. According to documents seen by the newspaper, police assessed his safety risk as low despite an assault reported in Lisbon in April; he was advised to take care with family contacts and avoid social media.
As reported by the Guardian on 3 October 2026, Pinto’s lawyers had appealed the decision. He was prepared to assist UK authorities with the City case if adequate protection could be arranged, and was considering leaving Portugal. That is a reported conditional offer, not evidence of an official UK cooperation agreement or a settled future protection arrangement. The Guardian

What is established—and what remains a claim?
The formal Premier League commission outcome, Pinto’s court sentences and the acquittal are distinct from Pinto’s own public allegations about football officials. Pinto has alleged that FIFA president Gianni Infantino was involved in earlier UEFA handling of City and Paris Saint-Germain. Those allegations are not findings established by the cited court or commission decisions.
