Who Is Eligible to Register as a Voter in India?

To register as a voter in India, you must be an Indian citizen, meet the age requirement on a qualifying date set under law, ordinarily reside in the constituency where you apply, and not be disqualified under applicable law. Resident applicants generally use Form 6; eligible Indian citizens living abroad use Form 6A.

Who qualifies to register as an elector?

The Election Commission of India (ECI) summarizes the requirements as cumulative: citizenship, age, ordinary residence in the relevant constituency, and no legal disqualification. The ECI Manual on Electoral Rolls (March 2023) describes the governing framework, including Article 326 of the Constitution and the Representation of the People Act, 1950.

  • Indian citizenship: You must be an Indian citizen. Non-citizens cannot register. An Indian citizen who has acquired another country’s citizenship is not eligible to be enrolled as an Indian elector.
  • Age: You must have completed 18 years by a qualifying date prescribed under law.
  • Ordinary residence: You must ordinarily reside in the constituency where you seek enrollment.
  • No applicable disqualification: You must not be disqualified from registration under applicable law.

Which form should you use?

Applicant situation Citizenship and residence requirement Form or next step
Resident applicant Indian citizen who meets the age rule, ordinarily resides in the constituency, and is not disqualified Form 6
Indian citizen living abroad Must not have acquired another country’s citizenship; constituency is linked to the Indian residence stated in the passport Form 6A
Service elector A separate elector category; eligibility depends on the applicable service-elector rules Check current ECI guidance for the relevant rules and form

The ECI describes general, overseas, and service electors as separate categories. For resident registration, the current ECI Citizen Service Portal provides the Form 6 route. An overseas Indian citizen who meets the requirements applies through Form 6A in the constituency associated with the place of residence in India recorded in the passport.

Can you apply before turning 18?

The legal test is whether you have completed 18 years by a qualifying date fixed under law; the age rule is not simply “18 on application day.” The ECI portal currently invites Form 6 applications from people who are already 18 and those who will turn 18 in a few months. That short portal instruction does not replace the legal qualifying-date rule, so check the live portal or ask the Electoral Registration Officer (ERO) about the qualifying date that applies to your application.

What counts as ordinary residence, and what if you lack standard address proof?

Form 6 is addressed to the ERO for the constituency where you ordinarily reside. Ordinary residence is the relevant connection; owning property is not stated as a condition. Applicants should provide their complete residence address and supporting documents as directed by the form.

ECI guidance also recognizes that some eligible citizens may lack conventional documentary proof. It directs field verification for otherwise eligible homeless Indian citizens living in sheds or on pavements, and for sex workers, when they lack documentary proof of ordinary residence. A missing standard address document therefore does not, by itself, settle eligibility in these circumstances.

Students who qualify may enroll either at a parent’s residence or at the hostel or mess where they ordinarily live. Form 6 may be completed in English or the state’s official language; ECI guidance says an application should not be rejected just because of that language choice.

What can disqualify an applicant?

The ECI manual summarizes statutory grounds that can disqualify a person, including being a non-citizen, being declared of unsound mind by a competent court, and being currently disqualified from voting under laws concerning election offences or corrupt practices. The effect of a court order or other legal restriction depends on the person’s circumstances and the applicable law. If your status is unclear, check with the ERO or current ECI guidance rather than assuming that a past event automatically disqualifies you.

Complete the application carefully

  1. Choose the correct route: Form 6 for resident elector registration or Form 6A for an eligible Indian citizen living abroad. Service electors should verify their separate rules.
  2. Identify the constituency based on ordinary residence for Form 6, or on the Indian residence stated in your passport for Form 6A.
  3. Provide the required age and residence details and supporting documents. If you lack a listed age document, Form 6 instructions allow another document, and you may be asked to appear for verification.
  4. Review every declaration before submitting. Form 6 warns that knowingly making a false statement is punishable under section 31 of the Representation of the People Act, 1950, by imprisonment up to one year, a fine, or both.

Application routes and portal instructions can change. Use the live ECI portal and contact the relevant ERO if your citizenship, overseas residence, disqualification status, or documentation requires an individual determination.
