Who Is Doing What at Work? AI’s Fast Shift and the Visibility Gap

AI is changing work first at the task level, not by replacing whole occupations overnight. Employees are using assistants and agents to draft, search, analyze, code, schedule and handle routine decisions, while people retain responsibility for intent, judgment, review and results. The management problem is that experimentation can move faster than training, approval rules and workflow documentation. That creates a real visibility gap—but the available evidence does not prove that a measured majority of companies has literally lost track of all AI use.

What is changing: tasks before job titles

A job title hides a collection of tasks. An accountant reconciles records, explains variances and advises a client. A marketer researches audiences, drafts copy, checks claims and measures campaigns. A support specialist searches a knowledge base, writes replies and decides when an issue needs escalation. Generative AI can affect some of those activities much more than others.

The International Labour Organization (ILO) estimated in its 20 May 2025 update that one in four workers worldwide are in occupations with some degree of potential generative-AI exposure. Its mean task-automation score was 0.29 in 2025, compared with 0.30 in 2023. Those figures describe modeled potential if technology were fully implemented; they are not counts of jobs already automated or forecast to disappear. The ILO explicitly says that “These estimates reflect ‘potential exposure’ to GenAI and not the actual impact.”

Because exposure varies within an occupation, a role should be assessed task by task. A worker may spend less time producing a first draft but more time checking sources, correcting errors, handling exceptions and explaining decisions. In many cases, the work changes shape rather than vanishing.

Three outcomes that should not be confused

  • Task change: AI performs, accelerates or restructures part of an existing activity.
  • Workload change: the same team handles more requests, or routine work takes fewer hours.
  • Staffing change: hiring, headcount or job elimination changes.

These outcomes can occur separately. A team can report less routine work while keeping its staffing level, using the recovered time for quality, customers or new services.

What the evidence says about jobs, productivity and staffing

The ILO’s 1 June 2026 review of empirical evidence finds that productivity gains from generative AI are real in some settings but uneven and often not yet verified at scale. Reported time savings have not consistently translated into higher measured output, earnings or employment. Large-scale displacement remains limited in the evidence reviewed so far.

That caution is consistent with the OECD’s survey of more than 5,000 small and medium-sized enterprises (SMEs) in Austria, Canada, Germany, Ireland, Japan, Korea and the United Kingdom. Fielded in late 2024 and published in 2025, the survey found that 31% of surveyed SMEs used generative AI. Among those surveyed, 83% reported no effect on overall staffing needs, 9% reported a decrease and 6% reported an increase. The figures describe respondents’ reported experience, not a causal forecast for every company or a census of large employers.

Question What the evidence supports What it does not establish
How many workers have exposed work? One in four workers globally were in occupations with some potential GenAI exposure in the ILO’s 2025 model. That one in four jobs will be eliminated.
Are productivity gains appearing? Some studies find gains, but the ILO’s 2026 review describes them as uneven and often unverified. A universal increase in output, pay or employment.
Are SMEs cutting staff? In the OECD’s seven-country survey, 9% reported reduced staffing needs and 6% reported increased needs. A general staffing trend for all firms.

How AI adoption can progress inside a workflow

Microsoft’s 2025 Work Trend Index presents an illustrative progression. AI may begin by assisting a person with existing work. Next, an agent can take a defined task under human direction. Later, agents may run larger processes while people set direction and handle exceptions. An organization can occupy several phases at once; this is a planning model, not a universal adoption timetable.

Assistance

A person remains in charge and uses AI for a bounded action such as summarizing a meeting, turning notes into a draft, classifying incoming requests or suggesting spreadsheet formulas. The human checks the result before it is used.

Delegated tasks

An agent receives a clearly defined objective and executes repeatable steps, such as preparing a first-pass report or routing cases. The scope, data access, approval point and escalation path must be explicit.

Managed processes

Multiple steps are connected. An agent may gather information, update a system and notify a colleague, while a person sets policy and reviews exceptions. At this stage, documenting the workflow and recording decisions becomes as important as selecting the model.

Four ways people work with AI

Microsoft’s 2026 Work Trend Index describes four interaction patterns: delegation (handing over a defined task), collaboration (working through an output together), asking (requesting an answer or transformation) and exploration (using AI to investigate possibilities). Its conceptual framework, informed by Microsoft 365 usage patterns and surveys, places more weight on human intent, judgment, evaluation and ownership as systems take on more execution.

Why “lost track” is a useful warning, not a measured global statistic

There are three different visibility problems. An employer may not know which tools employees are using, which tasks have changed, or whether an output was reviewed and handled securely. A company can therefore have an approved AI program while still lacking a reliable map of actual use.

The clearest quantified hidden-use evidence in the available sources is UK-specific. A Microsoft-commissioned Censuswide survey of 2,003 UK employees, fielded in October 2025, found that 71% had used unapproved consumer AI tools at work and 51% did so weekly. These are not worldwide figures and they came from employee self-reports, not independent inspection of company systems. Respondents cited the ease and familiarity of consumer tools and the absence of an approved alternative among the reasons for using them.

Microsoft’s 2024 global Work Trend Index survey of 31,000 people in 31 countries found that 75% of knowledge workers surveyed used AI at work, while only 39% of those users had received company AI training. Microsoft characterized this as workers bringing their own AI when official tools and training were missing. In its 2026 report, Microsoft said, “In many cases, employees are moving faster than the organizations around them.” That is the vendor’s characterization of its research, not a measurement of every employer.

Microsoft also reported 15-fold year-over-year growth in active agents in Microsoft 365, and 18-fold growth in large enterprises. Those are Microsoft ecosystem metrics, not economy-wide adoption rates.

What managers need to track

Tracking should focus on work and controls, not surveillance for its own sake. A useful inventory answers five questions for each AI-supported activity.

  1. Which task is changing? Write the task in plain language, such as “summarize customer calls,” rather than labeling an entire department as automated.
  2. Which tool and data are involved? Record the approved application, model or agent, connected systems and the categories of information it can access.
  3. What is the human decision point? Identify who reviews the output, what they must verify and when a case must be escalated.
  4. What quality standard applies? Define accuracy, citation, tone, privacy and security requirements before deployment.
  5. What outcome will be measured? Separate time saved from error rates, completed work, customer outcomes, earnings and staffing. A faster draft is not automatically a better result.

A practical task-assessment matrix

Assessment area Questions to answer Evidence to retain
Exposure and variability Which parts of the task are suitable for AI, and which require context, empathy, physical action or expert judgment? Task map and exceptions list
Visibility and access Are employees using approved tools, and can they obtain an approved option without unnecessary friction? Tool register and access records
Training Has each role received guidance on prompting, verification, confidential data and escalation? Role-specific training record
Quality and accountability Who owns the final decision, and how are errors corrected? Review checklist and incident log
Outcomes Did the change affect time, quality, throughput, customer experience or staffing? Baseline and post-change measures

How to move from unofficial experimentation to managed work

1. Publish a usable interim rule

State which tools are approved, what data must not be entered, what types of output require human review and where employees can ask questions. A prohibition with no practical alternative can push use further underground.

2. Create a confidential disclosure route

Let employees report the tools and tasks they are already using without treating disclosure as automatic misconduct. The objective is to discover workflows, data exposure and useful practices quickly enough to govern them.

3. Start with low-risk, reversible tasks

Good pilots have bounded data, clear owners, measurable quality checks and an easy rollback. Examples include drafting internal summaries, classifying non-sensitive requests or generating a first-pass outline that a specialist must approve.

4. Document the workflow, not just the prompt

Record inputs, transformations, system actions, review steps, exceptions and final ownership. A prompt library alone cannot explain what an agent did or whether a result was safe to publish.

5. Train for verification

Training should cover plausible errors, missing context, fabricated references, privacy risks and escalation. The relevant skill is not merely producing an answer; it is deciding whether the answer is fit for the next action.

6. Measure against a baseline

Capture pre-AI cycle time, error rate, rework, service level and workload. Then compare like with like. Self-reported time savings can identify a promising use case, but they do not prove higher output, earnings or employment.

7. Review and retire

Recheck tools when models, connected data or business rules change. Retire a workflow if quality falls, costs rise, users bypass controls or the human review step becomes nominal.

What changes for employees

Workers should expect the most durable value to come from combining domain knowledge with AI fluency. Learn which parts of your role are repetitive and which depend on context, relationships or accountable judgment. Keep a record of the checks you perform, the errors you catch and the decisions that still require your expertise.

If your employer has no approved tool, ask specific questions: Which information may be entered? What output must be reviewed? Who owns an error? Where should an unapproved experiment be reported? Avoid placing confidential, personal or regulated information into a consumer service unless your organization has authorized that use.

AI can also redistribute opportunity. People who understand a process may become its reviewer, evaluator or workflow designer rather than its sole producer. That shift can raise the importance of communication, problem framing, exception handling and the ability to explain a decision.

What to watch next

The decisive issue is not whether a company has an AI tool. It is whether the company can connect tool use to a defined task, a trained person, a quality standard and an accountable outcome. Adoption numbers show experimentation; they do not by themselves show value.

For now, the strongest conclusion is narrower than the headline’s literal claim: AI is changing who performs individual steps of work faster than many organizations are redesigning rules and workflows around those changes. The firms that close the visibility gap will be able to distinguish useful delegation from unsafe automation, and genuine productivity from time saved on paper.
