Which Xbox Privacy Settings Restrict Voice Chat, Messages, and Friend Requests?

The main Xbox control is “Others can communicate with voice, text, or invites.” Set it to Friends to limit Xbox-network communication to people on your friends list, or Block to prevent the communication covered by the control. For voice or text with players outside the Xbox network, use the separate “You can communicate outside XBOX with voice and text” setting. A blocked value on the first setting takes precedence over the cross-network choice. Xbox’s current privacy path is Settings → General → Online safety & family → Privacy & online safety → Xbox privacy.

The Xbox setting that controls voice chat, text and invites

Xbox groups voice communication, text communication and multiplayer invites under one broad privacy control: Others can communicate with voice, text, or invites. Microsoft maps this control to the Communications privilege, which allows a player to communicate with other Xbox services users through voice or text.

The control has three audience levels:

Value What it allows What it restricts
Everyone Communication covered by the setting with any eligible Xbox services user No audience restriction from this control
Friends Communication with Xbox friends Communication from people who are not Xbox friends
Block None of the covered communication Incoming voice and text communication and inbound game invites covered by the setting

If a player asks why they cannot hear voice chat or exchange Xbox messages, this is the first setting to inspect. A game must honor Xbox privacy permissions; Microsoft’s XR-015 guidance requires titles not to transmit data or enable communication over Xbox when the user’s settings do not allow it.

How cross-network chat is controlled

Communication with people outside the Xbox network uses a second control: You can communicate outside XBOX with voice and text. Its documented values are Everyone, In-game Friends and Block.

Cross-network value Scope Result
Everyone Players outside the Xbox network Allows cross-network voice and text where the game and the other service support it
In-game Friends Cross-network players who are friends inside the game Limits cross-network voice and text to those in-game friends
Block All cross-network contacts Prevents cross-network voice and text

“Friends” and “In-game Friends” are not interchangeable. The first refers to Xbox friends for the Xbox-network control; the second refers to a friendship recognized inside the game when communication crosses networks.

Which setting wins when the two controls disagree?

The universal communication control, Others can communicate with voice, text, or invites, has precedence. If it is set to Block, communication remains blocked even when You can communicate outside XBOX with voice and text is set to Everyone or In-game Friends.

This precedence explains a common failed fix: changing only the cross-network option does not restore chat when the broader communications privilege is blocked. Check the universal control first, then choose the cross-network level that matches the audience you want.

How to change the privacy settings on Xbox

  1. Open Settings on the Xbox console.
  2. Choose General.
  3. Open Online safety & family.
  4. Select Privacy & online safety.
  5. Open Xbox privacy.
  6. Review Others can communicate with voice, text, or invites. Choose Everyone, Friends or Block.

What happens to multiplayer invites?

Invites are included in the universal “voice, text, or invites” control, but invite blocking is directional. Microsoft states that a restricted value blocks inbound invites; it does not stop the user from sending outbound invites.

Therefore, setting the control to Friends can stop invitations from people outside the Xbox friends list, while the account may still be able to send an invitation. Setting it to Block prevents covered inbound communication and invites, but does not necessarily remove the ability to initiate an outbound invite. The recipient’s privacy settings and the game’s own rules can still determine whether that invitation is received or actionable.

Mute and block are different from account-wide privacy

Mute

Mute is a per-player control. It prevents the muted player’s voice from being heard by the person who muted them. It is the appropriate check when voice chat works with everyone else but one participant is silent.

Block

Blocking an individual player has broader effects. Microsoft says a blocked player cannot communicate by voice or text with the person who blocked them and cannot send invites to that person. An individual block can therefore override an otherwise permissive account setting for that particular relationship.

Account-wide privacy controls determine which audiences may communicate in general; mute and individual block controls modify communication with a specific player. Test both levels before changing the global setting.

Why text permission can fail for only one person

Text permission is target-sensitive rather than a simple global on/off result. Microsoft’s privilege behavior indicates that text communication can be false when:

  • the account permits communication only with friends and the target is not an Xbox friend;
  • the target has blocked the player; or
  • communications are blocked at the universal level.

That means a player may exchange messages with friends while being unable to message a particular non-friend. It also means changing the cross-network setting alone cannot fix a target who is blocked or outside the permitted audience.

Why voice permission can fail for only one person

Voice permission is also affected by the relationship with the target. A muted target is not heard, even if the account-wide controls allow voice communication. An individual block prevents voice communication in both directions between the blocker and the blocked player.

Do these settings control friend requests?

The documented controls clearly cover voice, text and invites, but the available Microsoft passages do not establish a separate, current toggle specifically for standalone friend requests. Do not assume that “Friends” or “Block” on the communications control is a dedicated friend-request rule.

Friend requests and multiplayer invites are different actions. A game invite can be governed by the communication-and-invites setting, with inbound and outbound behavior as described above. A standalone request to add someone as an Xbox friend may have its own behavior in the live Xbox interface, and that behavior can change with account or platform updates. If the problem is specifically sending or accepting a friend request rather than receiving a game invite, inspect the current Xbox privacy screen and the account’s own restrictions before drawing a conclusion from the chat setting.

A practical troubleshooting sequence

Voice and text are unavailable with everyone

  1. Open Xbox privacy and check Others can communicate with voice, text, or invites. A value of Block prevents the covered communication.
  2. If the other player is outside the Xbox network, check You can communicate outside XBOX with voice and text. A value of Block prevents cross-network voice and text.
  3. Check whether a game-specific communication mode is being used. The title must respect the Xbox permission result and may distinguish in-game chat from Xbox-network chat.
  4. Check the per-player mute and block controls if the failure affects only one person.

Xbox messages work with friends but not with another player

  • With the universal control set to Friends, a non-friend is outside the permitted audience.
  • If the target has blocked the account, text permission is false for that relationship.
  • If the target is on another network, the cross-network setting must also allow the conversation.

Game invites are not arriving

  • Review the universal communications setting, because its restricted values block inbound invites.
  • Confirm whether the sender is an Xbox friend when the value is Friends.
  • Remember that a user may still send outbound invites even when inbound invites are restricted.
  • Check for an individual block between the two accounts.

Cross-platform chat remains unavailable after changing the cross-network option

Recheck the universal setting first. A Block there overrides Everyone and In-game Friends on the cross-network control. Then verify that both players are using a game mode that supports cross-network communication and that neither account has muted or blocked the other.

Choosing the least restrictive setting that solves the problem

Goal Universal communication setting Cross-network setting
Chat with anyone on Xbox and outside it Everyone Everyone
Chat only with Xbox friends, with no cross-network conversations Friends Block
Chat with Xbox friends and selected in-game friends on another network Friends In-game Friends
Disable covered voice, text and inbound invites Block Any value; the universal block takes precedence

Use the narrowest setting that matches the intended audience. If the issue concerns one person rather than everyone, a per-player mute or block is more targeted than changing the account-wide control.

What to remember

  • Others can communicate with voice, text, or invites is the primary Xbox-network control.
  • You can communicate outside XBOX with voice and text controls cross-network voice and text.
  • A universal Block overrides the cross-network choice.
  • Restricted communication settings stop inbound invites, while outbound invites may still be sent.
  • Mute affects whose voice is heard; an individual block also stops voice, text and invites from that player.
  • The current evidence does not identify a dedicated standalone friend-request toggle, so verify that behavior in the live Xbox privacy interface rather than assuming it follows the chat setting.
